SCOPE OF WORK: The Contractor shall furnish all materials, equipment, and tools necessary to place andcompact asphalt on prepared roadways that are acceptable to the County Engineer andTownship Trustees. All materials shall meet current Ohio Department of Transportation(ODOT). Specifications and shall come from a source certified by ODOT. All equipmentshall meet current ODOT Specifications.
The contractor shall clean and otherwise prepare the surface for paving. Asphalt shall befurnished, hauled, spread and rolled as per ODOT Specifications. Bridge treatmentsshall be directed by the Engineer to provide a smooth road surface. No asphalt shall beplaced on bridges without authorization from the Engineer. The contractor shall place abutt joint across the entire width of the roadway as directed by the County Engineer toprovide a level transition from new asphalt to existing pavement. Butt joints andfeathering at bridges and intersections should comply with ODOT standard construction drawing BP-3.1.

INSTRUCTIONS TO BIDDERS 2025 Asphalt Paving – Muskingum Township, Muskingum County, Ohio
1. Bidders are advised to examine, before submitting their bids, the location where the proposed work is tobe done, as well as the plans, profiles, specifications, and contract documents. It is hereby understood thatthe bidder has read and fully understands each and every clause embodied in this contract.
2. Each proposal must contain the full name of the party making the bid and all persons interested therein.
3. The award will be made to the lowest and best bidder. Awards will be made on the basis of unit prices bidand the township reserves the right to add to or delete from the estimated bid quantities.
4. Each proposal must be accompanied by a certified check or bid bond in an amount equal to 10% of theproposal and made payable to the Township Trustees as a guarantee that, if the proposal is accepted, acontract will be entered into in accordance therewith, and check of successful bidder will be returnedupon proper execution and securing of the contract. Checks of unsuccessful bidder will be returned uponexecution of contract with successful bidder.
5. The successful bidder will be required to furnish a performance bond in the amount of One HundredPercent (100%) of their bid.
6. All proposal blanks shall be filled in completely. Failure to do so could result in rejection of bid.
7. The Board of Township Trustees reserves the right to reject any and all bids and to waive anyirregularities.
8. The attention of bidder is directed to the special statutory provisions (ORC 4115.03 et seq.) governing theprevailing rates of wages to be paid to operators, laborers and mechanics employed and ondiscriminations, etc. in employment under public contracts (ORC 153.38, 153.60).
9. The bidder shall submit a current ODOT Certification of Qualifications that will show it is currentlyqualified by ODOT to perform the work as required under section 5525.02 to 5525.09 inclusive of theOhio Revised Code.
10. ODOT Specification 401.20, Asphalt Binder Price Adjustment, and all related sections shall not apply tothis project.
11. Project completion shall occur prior to July 31, 2025. All asphalt resurfacing shall be finished by thisdate.
