PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on January 4, 2018 at 7:00 P.M. in the Fire Building after the 2018 Re-Organizational meeting and 2018 Records Commission meeting.
ATTENDANCE:
· Trustees: Mike Maniaci, Matt Hittle, Ed Fell.
· Fiscal Officer: Jason Baughman.
· Residents: 0 resident in attendance.
MINUTES:
Maniaci motioned to approve the December 30, 2017 End of year meeting minutes. Ed Fell seconded. All ayed.
Checks were approved and signed for payment.
OLD BUSINESS:
There was no old business to discuss.
NEW BUSINESS:
SALT:
Maniaci indicate our first 50 tons of salt is at $49.39. The additional tons will be at $62.75 per ton.

SALT BIN:
Hittle discussed dimensions and concrete options with trustees for a new salt bin. Hittle meeting with Jay Larson about estimate for salt bin. Maniaci got estimates for $85 per foot. 40x80. Estimate approximately $20,400K for walls.
ST. MARY'S:
Fell indicated received message about damage claim on ATT lines on St. Mary's.

PURPOSE OF MEETING:
· The Muskingum Township Trustee met in special session on January 4, 2018 at 7:00 P.M. in the Fire Building for the purpose of the 2018 Re-Organizational Meeting.
ATTENDANCE:
· Trustees: Mike Maniaci, Matt Hittle, Ed Fell.
· Fiscal Officer: Jason Baughman.
· Residents: 0 resident in attendance.
Nomination of President:
Maniaci nominated Matt Hittle for President, Fell seconded. Hittle ayed.
Nomination of Burial Committee:
Hittle motion to have Mike Maniaci and Ed Fell on the Burial Committee. Maniaci seconded. Fell ayed.
Emergency Labor:
Maniaci motion that emergency labor paid as following:$16.00 per hour with a CDL license and $12.00 per hour without. Hittle seconded. Fell ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.
Public Records Policy:
Hittle made motion to adopt a change to our current township public records policy.Public records will be provided in a timely manner.Charge will be: first 10 copies free, $.10 per page, going rate of a flash drive or CD copy. Maniaci seconded. Fell ayed.
Credit Card Policy:
Hittle made a motion to continue and accept our current credit card policy.All three trustees, fiscal officer, township maintenance workers will have access to the cards.The limits for all cards will be $150 per transaction. If over that amount, permission must be obtained by township trustees. Maniaci seconded. Fell ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.
Township Equipment:
Hittle made the motion that the Township equipment can be operated by all road crew and trustees or any other person who has been authorized by the trustees or road crew to do so. Maniaci seconded. Fell ayed.
Annual Inventory:
Hittle stated the inventory is complete and have received confirmation of receipt from County Engineer per O.R.C. 505.04.
Records Commission:
The Records Commission, according to O.R.C. 149.42 will consist of a Chairman of the Board; this being Matt Hittle and the Fiscal Officer, Jason Baughman will be the Records Commission. Hittle made the motion, seconded by Fell. Hittle ayed.
Mileage Reimbursement:
Hittle motion that employees/elected officials who are authorized to use their private vehicles for township business such as conferences, training, etc. will be reimbursed at the standard mileage reimbursement rate established by the I.R.S. of 54.5 cents per mile which is allowable under the O.R.C. Maniaci seconded. Fell ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.
Township Meetings:
Hittle moved to keep the regular monthly township meetings the first Thursday of every month.Notice will be posted in the newspaper once, on the website and posted monthly on the sign in the front of the township. Special meetings will be posted on the website, sign out in the front of the township hall and newspaper at least 24 hours before the meeting. Fell seconded. Maniaci ayed.
Personal Files Policy:
Hittle motioned to appoint the fiscal officer to have control of all storage and distribution of personnel files and information.All personnel files will be in a locked filing cabinet maintain request log, if there is a question of what can or cannot be released, fiscal officer is to contact legal counsel, Bud Chess. Violation may result in written reprimand issued from the prosecutor’s office and could lead to termination depending on the situation. Maniaci seconded. Fell ayed. 2018 Temporary Appropriations:
Hittle motioned adoption of the Annual Temporary Appropriations Resolution for fiscal year December 31, 2018 (per O.R.C. 5705.38) until the Amended Official Certificate of Estimated Resources is adopted and received from the Office of Budget Commission, Muskingum County, Ohio. Carryover of $230,568.93, 2018 Estimated Resources $489,390.70 for total budget of $719,761.66. Temporary appropriations of 20% for total of $143,992 until permanent appropriation approved. Maniaci seconded. Fell ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.
Township Insurance:
Hittle motioned to provide insurance benefits to all trustees, fiscal officer and township employees. Maniaci seconded. Fell ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.

· The Muskingum Township Records Commission met on January 4, 2018 following the 7 P.M. Re-organizational meeting held in the Fire Building.
ATTENDANCE:
· Chairman Matt Hittle and Fiscal Officer Jason T. Baughman were present.
BUSINESS:
· Fiscal Officer Baughman stated that he had no records at the present time to get rid of.
· Hittle made a motion, that the commission has no records to discuss at this time and no records to dispose of at this present time.
· Fiscal Officer Baughman seconded motion, all ayed.
· All other records will remain as they are at the present time.

PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on February 1, 2018 at 7:00 P.M. in the Fire Building.
ATTENDANCE:

SALT: Maniaci indicated that we ordered a load of salt.
DONNIE MORAN PAYROLL: Fiscal Officer Baughman corrected Donnie Moran payroll to reflect correct CDL wage.
DRIVER FOR SNOW PLOW: Trustees indicated Donnie will be going to Florida and we need to find another driver for snow plowing while he’s gone.
ATT BILL ST. MARY’S DAMAGE: Maniaci indicated we need to pay ATT for the damage to phone line on St. Mary’s Road back in June 2017. The original bill has been going back and forth with the county and Hopewell Township. The damage was for mowing damage for Muskingum Township. Fiscal Officer will submit payment.
CREDIT CARD: Fiscal Officer will look into why credit card not working and increase credit limits per card.
SALT BIN:
Maniaci indicate he had not received estimates for salt bin concrete.
Hittle indicated he received estimate on arch structure 87 x 84 of the salt bin for approximately $80K but the estimate was for larger than we discussed. He will check on revised estimate for 40 x 80 arch structure. Poured walls would be $20,400.

Trustees discussed pricing on State Bid Ram 5500 Truck for cab and chassis. They indicated McHugh’s also deals with state bid pricing. The discussed automatic vs. 6 speed, trade-in options, salt spinner and truck bed options.
GARAGE DOORS: Hittle indicated garage door repairs are complete.
CULVERT: Maniaci indicated got a call for and received payment for culvert on Vern Dor.
MAIL BOX: Fell indicated he received a call for a mail box replacement.
MARK BORDER: Fiscal Officer Baughman will get W4 and insurance information for new employee Mark Border. Maniaci will get Mark a employee handbook.
CURTIS SALMONS: Curtis inquired with Maniaci about any pay increases for 2018 for him. Trustees table discussion for later date.
ROSELLEN JENKINS: Hittle indicate Rosellen Jenkins on Gorsuch road had a gentlemen run through her fence but had a issue with the ditch that she asked for us to look at.
TIFFANY DRIVE: Maniaci indicated there was a resident with some ruts in yard on Tiffany to look at when the weather breaks.

BOARD OF MUSKINGUM TOWNSHIP TRUSTEES March 1, 2018
PURPOSE OF MEETING: • The Muskingum Township Trustee met in regular session on March 1, 2018 at 7:00 P.M. in the Fire Building.
ATTENDANCE: • Trustees: Mike Maniaci, Matt Hittle, Ed Fell. • Fiscal Officer: Jason Baughman. • Residents: 1 resident in attendance.
MINUTES: Maniaci motioned to approve the minutes. Ed Fell seconded. All ayed.

OLD BUSINESS:
TRUCK: The trustees discussed trading in the 2008 Ford 550 truck. The trustees discussed estimates and options for state bid truck from McHughs, Henderson, Tri-County, and used truck Curtis found in Wisconsin that meets our needs for $33,253 after trade in value of $14K. Maniaci motioned to approve purchase of truck for $33,253 after trade in of our 2008 F550 for $14K plus the cost of the bed of the truck from Henderson. Fell seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
ROAD STOP SIGNAGE: Maniaci indicated that we have 1 year to get our new stop signs and road signs installed.
ROSELLEN JENKINS: Fell indicated that he received another call from Ms. Jenkins about some fence and ditch damage on her property on Gorsuch Road from a vehicle accident due to an icy road. Ms. Jenkins would like the Trustees to discuss and propose a plan of restoration.
NEW BUSINESS:
Mr. Frank Cigole of Cassies Way inquired about the salt situation. He spoke to the trustees last year about using salt instead of sand and cinders Cassies way. Maniaci indicated that due to new employee and equipment situation the trustees didn't feel it was feasible this year to move to 100% salt spreading and will pursue in the future as our new employee gets more training and we address the equipment needs in order to spread salt. Mr. Cigole also ask about the curb damage on the cul-de-sac on his road caused by our plowing. Maniaci indicated that our drivers damaged the curb and we would fix the curb when the weather turns where we can get out to get it fixed.
PAUL DUNFEE (LICKING TOWNSHIP): Mr. Dunfee presented a bill for the chip-seal portion of Vanderbark. The amount is $678.84. Fell motioned to accept and pay the bill. Maniaci seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
ROAD MILEAGE CERTIFICATION: Maniaci motioned to accept the road mileage certification for 2018. The total mileage of Muskingum Township is 47.627 miles.
VERN DOR CULVERT: Maniaci indicated that we received a check for a culvert on Vern Dor. The culvert has been installed.
PERMANANT APPROPRIATIONS: Fiscal Officer Baughman presented the 2018 Permanent Appropriation and the Auditors Official Certificate of Estimated Resources. The total carryover from 2017 is $255,731.88. The 2018 budget from tax estimate is $625,174.62. Revenues from other sources total $210,350.11. The total budget for 2018 is $835,524.73.
ANNUAL FINANCIAL REPORTS: Fiscal officer Baughman indicated that the 2017 Annual Financial Reports are available.
OAKWOOD NORTH CULVERT: Maniaci indicated that resident on Oakwood North was in need of culvert replacement. Champion Services put in the original culvert but the homeowner now wants the culvert lowered as they are installing a concrete driveway. Maniaci indicate whoever puts in the driveway for the resident can go ahead and put in the new culvert.
ROCK CUT CULVERT: Trustees indicated that Curtis gravel filled a concrete culvert on Rock Cut Road.
DITCHING/CULVERTS: Maniaci indicated that there was some culverts we need to clean out on Terra Shores, Gregory Lane, Conn Road and Tiffany Drive.
FIRE CONTRACT INSURANCE: Maniaci indicated that we need to add to our Insurance policy for the new Falls fire contract.
JONES ROAD TREE: Trustees indicated that there was a tree down on Jones Road and Curtis will take care of.
UTILITY TRAILER: Trustees discussed the need of a utility trailer.
MOWING BIDS: Fell motioned to have Fiscal Officer Baughman post in the newspaper bids for mowing of township garage and cemeteries. Maniaci seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
FLAG POLE: Maniaci indicated that they removed the eagle from the flagpole to fix the flag damage problem. Maniaci indicated that the Ohio Flag was stolen and since been replaced.
CURTIS SALMONS: Hittle motioned to approve a wage increase for Curtis Salmons from $17.91 per hour to $18.45 per hour. Maniaci seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.

BOARD OF MUSKINGUM TOWNSHIP TRUSTEES April 5, 2018
PURPOSE OF MEETING: ? The Muskingum Township Trustee met in regular session on April 5, 2018 at 7:00 P.M. in the Fire Building.
ATTENDANCE: ? Trustees: Matt Hittle, Ed Fell. ? Fiscal Officer: Jason Baughman. ? Residents: 2 residents in attendance.
MOWING BIDS: Sealed bids for mowing of cemeteries and township garage were opened. Bids were received from Twin Hills Landscaping and Colbie Kinsey. Twin Hills bid was for 7 months at $460 per month for total of $3,220. Colbie Kinsey bid wad for 7 months at $450 per month for total of $3,150. Hittle motioned to accept Twin Hills Landscaping bid as they are residents in Muskingum Township. Fell seconded. Roll Call: Hittle ayed, Fell ayed.

OLD BUSINESS:
UTILITY TRAILER: Hittle and Fell discussed purchase of utility trailer. Fell got an estimate for a 5.5 x 10’ trailer for $2,000 at Deans Trailers. Trustees will explore additional estimates.
INSURANCE: Trustees discussed the need to add Falls Fire Department as an additional insured to our township insurance policy per the new Fire/EMS contract. Trustees stated we need to add the new truck and remove the old truck to our insurance policy. Fiscal officer Baughman will contact Houston insurance and get this information added and changed on our township insurance policy.
ROSELLEN JENKINS: Trustees and Fiscal officer indicated they received letter from Ms. Jenkins regarding the damage to her property on Gorsuch Road. Fell indicated that as soon as the weather breaks we need to get with Ms. Jenkins about a plan to repair her property and ditch damage.
STOP SIGNS: Hittle indicated that we need to get Curtis and Mark to begin installing the new stop signs.
NEW BUSINESS:
NEW TRUCK: Hittle indicated Curtis has picked up the new Truck. Hittle indicated that Henderson Truck is ready to install the new truck bed and plow package for the new truck as soon as we can bring the truck in.
CULVERTS/DITCHING: Fell indicated that we need to look at Wilson Lane about a culvert to repair.
LICKING TOWNSHIP MOWING: Fell indicated Licking Township was interested in using us for some additional mowing service as we have done in the past for them. Mr. Dunfee will let us know when and where.
CHIP-SEAL: Fell and Hittle indicated that trustees need to start looking into the roads that we need to chip-seal this year. Mr. Jerry Miller recommended to the trustees to take some before and after pictures on Dresden Road and Rock Cut road due to some heavy traffic from logging activities that will be going on. There could be possibility of recouping some money from road damages due to the heavy truck usage from the logging activities.

BOARD OF MUSKINGUM TOWNSHIP TRUSTEES May 3, 2018
PURPOSE OF MEETING: • The Muskingum Township Trustee met in regular session on May 3, 2018 at 7:00 P.M. in the Fire Building.
ATTENDANCE: • Trustees: Matt Hittle, Mike Maniaci • Fiscal Officer: Jason Baughman. • Residents: 2 residents in attendance.
MINUTES: Hittle motioned to approve the minutes. Maniaci seconded. Checks were approved and signed for payment.
OLD BUSINESS:
SALT BIN: Maniaci indicated that he called 2 concrete companies and left messages for concrete estimates for the salt bin.
CASSIES WAY: Maniaci indicated that he spoke with Jan Crawmer about repairs on Cassie's Way cul-de-sac. Maniaci motioned to accept Crawmer's estimate to repair if reasonable. Roll Call: Hittle ayed, Maniaci ayed,
STOP SIGNS: Maniaci indicated that we have until end of the year to install our new stop signs and have a 1-year extension available.
ROCK CUT ROAD CULVERT: Troy Hindel from Zemba Bros. was in attendance. He indicated to the trustees that the the Rock Cut Road culvert collapsed. Hindel indicated that their top soil operations and Field Day is approaching and are wanting to get the culvert repaired. He indicated that Zemba was willing to donate all the labor to repair if the township would provide the material. Maniaci indicated that they would be willing to assist if they can get the Jones Road culvert repaired. The cost of the culvert 40 x 36 for $1,500 and 60 ton of rock for $3,500 for total of $5,000. Maniaci motioned to pay for the material, Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed. Maniaci also indicated that he spoke with Jeff Jadwin of FEMA and there is potential of recouping some of the cost of the repair due to storm damages. Zemba will get trustees
BAABS/VIRGINIA DITCHING James Stillion was in attendance to discuss some ditch cleanout on Baabs/Virginia Road. Maniaci indicated that the BAABS apartment flooded and he also gave Jadwin Mr. Helbling number to get information on an amount to get the flooding issue resolved on BAABS/Virginia Road. Maniaci indicated that this is an EPA/EMA issue with Mr. Helbling. Mr. Stillion was concerned with ditches and culverts needing cleaned out on Virginia/Baabs road and was causing flooding on his property and the area.
FIRE TRUCK: Fiscal Officer indicated we received first half property tax and levy money. Hittle motioned to approve the final payment on the Fire Truck and submit first payment to Falls Fire. Maniaci seconded. Roll Call: Hittle ayed, Maniaci ayed.
FIRE INSURANCE: Maniaci inquired about our insurance and if Falls Fire has been added as an additional insured. Fiscal Officer Baughman stated he spoke with Diane Houston at Houston Insurance about adding Falls Township and she indicated that it is still under review by their loss control department. Maniaci stated that he also spoke with Houston Insurance 4 months ago about this.
ROSELLEN JENKINS: Hittle indicated that he spoke to Ms. Jenkins about fixing her ditch and we would be over to fix her ditch.
TRUCK LICENSE PLATES: Trustees indicated that we need to get license plates for new truck. Curtis indicated that we need to order them online. Fiscal Officer Baughman indicated that he would look into getting the plates ordered.
LICKING TOWNSHIP MOWING: No update on Licking Township mowing needs.
DRESDEN/ROCK CUT REPAIRS: Trustees will address repairs on Dresden/Rock Cut road and take some before and after pictures of the road due to the logging activities.
NEW BUSINESS:
SAFETY GRANT: Maniaci indicated we need to take advantage of the $500 Safety Grant and would get with Curtis about some safety equipment or clothing so we take advantage of the grant for 2018.

GORSUCH ROAD: Maniaci indicated Matt Smith on Gorsuch Road was wanting 30' culvert and would be sending check.

OLD BUSINESS:
SALT BIN: Maniaci indicated that he found out that we need to get with the county engineer before we proceed with a salt bin as the first thing we will need to get from them is architecture prints.
CASSIES WAY: Maniaci indicated that Jan Crawmer patch work on Cassies Way is complete.
STOP SIGNS: Maniaci indicate that Curtis knows about the stop signs and deadline to install.
ZEMBA BROS.: Maniaci indicated that the 36" culvert on Rock Cut has been installed by Zemba, however we are still waiting on them to fix the ditch and pipe on Jones Road. Curtis indicated that Zemba knows exactly where the pipe is to install. Maniaci will speak with Zemba again to get this done.
DITCHES: Maniaci indicated that ditch work on Georgia is done and waiting to hear back from Jadwin with FEMA about funds.
FIRE TRUCK: Maniaci and Fiscal Officer Baughman indicated that the final fire truck payment was paid.
FIRE CONTRACT PAYMENT: Maniaci and Fiscal Officer Baughman indicated that our first payment to Falls Fire Department has been made per our contract. Maniaci indicated that we need to provide them with a Fire Fund report. Fiscal Officer will get report.
OTARMA INSURNCE: Fiscal Officer Baughman indicated that Houston Insurance and Wendy French at Otarma is still waiting on Otarma Loss Control to get Falls Fire Department added to insurance as an additional insured on our policy.
MEETING WITH ENGINEER: Trustees received letter with dates and times available to meet with county engineer to discuss Type 1 and 2 funds for the year.
ROSELLEN JENKINS: Maniaci indicated the ditch work for Ms. Jenkins is complete.
TRUCK LICENSE PLATES: Fiscal Officer Baughman indicated that the plates have been ordered from the state.
LICKING TOWNSHIP MOWING: Maniaci indicated that we have not heard anything form Licking Township.
SAFETY GRANT: Maniaci indicated nothing new to report on the safety grant and will do.
FAWN DRIVE: Maniaci indicated he sent the pictures to the insurance people for an estimate. Maniaci to get with Matt Russell on an estimate.
NEW BUSINESS:
CHRIS LUTHI: Gentlemen on Baabs Road contacted Chris Luthi about fixing some downspouts on their property. The property is 2272. Luthi wants to connect the downspouts into the township's catch basin. Maniaci indicated that the main problem on Baabs and Virginia is the ditching. Maniaci indicated he is not opposed to tie into the catch basin however the ditch problem is Mr. Helblings property problem. According to Mr. Helblings attorney we cannot touch his property. Maniaci indicated that he is working with FEMA about getting some funds or grant for some of the storm damages in our area including Baabs/Virginia Road. Maniaci motioned to allow Mr. Luthi to do the work as explained. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
SLOBODEN DITCH: Maniaci indicated that Sloboden looking for someone to assist her with her ditch on her property at the Greens at Vista. The township cannot do anything since the ditch is on her property and not on township property.
JONES ROAD MOWING: Maniaci indicated the mowing on Jones Road is complete.
TARKMAN/WILSON CULVRTS: Maniaci indicated we have couple culverts on Tarkman/Wilson Road to install once we receive payment for the culverts.
TRAILER: Maniaci motioned to purchase utility trailer. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
CHIP SEAL: Maniaci indicated we did 12.14 miles in 2017. Maniaci indicated that we are looking for 8 miles plus some paving for 2018. Fawn Road is on the list to chip seal for 2018.

ZEMBA BROS.: Maniaci indicated that Zemba still has not fixed the pipe on Jones Road.
CHRIS LUTHI: Maniaci indicated that it looks like Luthi hasn’t started the project on Baabs road he spoke about at the prior months. meeting.
SLOBODEN DITCH: Maniaci indicated that Sloboden doesn’t need ditching on their residence now as previously discussed at prior months meeting.
HELBLING: Fell indicated that per Mr. Helbling the EPA is contacting the Attorney General. Trustees indicated that we should contact the EPA to check on status of Baabs/Virginia Road.
FIRE INSURANCE: Maniaci indicated that contrary to previous discussions regarding getting Falls Fire Department added as an additional insured to our OTARMA policy, we have it backwards and Falls needs to add Muskingum Township as additional insured to their policy.
SQUAD BILLING: Fell indicated that Falls is still calling and billing for squad runs.
CULVERTS/DITCHING: Maniaci indicated culvert on Wilson Road has been cleaned out.
SALT BID: Hittle indicated that he called and confirmed that the salt bid was accepted and verified confirmation on their website.
NEW BUSINESS:
TEMPORARY HELP: Maniaci indicated he spoke with Kris Kemp and he was checking on his available to help out with running equipment while Curtis was off.
NEW RILEY ROAD: Ted Pickrell on New Riley Road indicated that the edge of the road at the end of his driveway is getting worn away with the road water and ask if we could repair. Trustees agreed to patch with some hot mix.
RICH ABLE: Maniaci indicated Mr. Obley has some culvert and ditching needs at his residence off of New Riley Road.
TREE REMOVAL: Maniaci indicated Mark cleaned off some trees on Chugg Run and McCaslin Road.
HERITAGE ROAD: Hittle indicated that Brent Kimble wants to bore under Heritage Road to connect property to sewer line. Hittle indicated Health Department has been involved and approved and we would have them sign a paper responsible for any road damages.
ZONING: Received some calls regarding Zoning for Stonehenge and Westshore. Trustees indicated our township has no zoning restrictions. The county has right of way 10’ away from property lines.
CHIP SEAL: Trustees discussed roads and total mileage to chip seal: Lower half of Chugg Run, back of New Riley, Dutch School, Stagecoach, Prior, Cranberry, rt 60 to Prior, first half of Fawn. Kenlo also has some needs due to a track hoe damaging the road from a new home being built.
PATCHING: Trustees discussed roads needing some patch work: Frame, My Drive, Eaglepoint, Conn, Tunis, Cassie, Chloe, Fawn to McCaslin, Gorsuch to rt 60. Trustees will get estimate from Jan Crawmer.
PAVING: Trustees discussed roads to look at paving this year: Carolina, Virginia, Georgia, Baabs, and maybe Harper.
GRADING: Maniaci indicated Rock Cut Road needs some grading and will discuss with the county engineer.
ENGINEERS MEETING: Maniaci will call the engineer to schedule time to discuss our chip seal needs.
LEADERSHIP TRAINING: Maniaci indicated that through the years of attending Ohio Township Conference he has accumulated enough hours to become Certified Leader but needs to attend 1 more in August. Fell motioned to approve the $20 registration fee. Hittle seconded.

OLD BUSINESS:
HELBLING: Mr. Helbling was in attendance to address Crestmont property. Mr. Helbling discussed the property, deed, and history of the property and discussions over the years with the county commissioners, auditors and recorder's office. Mr. Helbling indicated that in 2008 the EPA sent letter to county commissioners a letter about cleaning up the property. Mr. Helbling indicated that of the 39 charges against the county office for destruction of public records 22 were against Merkel. Mr. Helbling indicated engineers office estimated $3.1 million to clean up the old sewer plant. Mr. Helbling indicated he would give the commissioner's office until Monday to address before he asks the US Attorney General to take action against the commissioner's office regarding this property and clean up. The trustees indicated to Mr. Helbling that all they want is to get the property cleaned up and mowed to get the water running out of the property better.
SALT: Mr. Frank Cigole of Chloe Lane was in attendance to address the trustees. Mr. Cigole thanked the trustees for taking care of the curb replacement. Mr. Cigole asked about salt for the upcoming plow season. Maniaci indicated that we are getting the new truck outfitted for salt. Maniaci indicated that our salt bin is on hold until the County Engineers office can get out and prepare some drawing for us. Mr. Cigole asked about any restrictions on companies putting up signs in the area as he has seen some mowing service signs being put up in his neighborhood. Maniaci indicated that unfortunately our township has no zoning therefore we cannot stop them. If the neighborhood has an association they can address. Maniaci indicated that the only signs that are regulated are political signs. Mr. Cigole asked about Jones Road and potential of installing culverts or enclosing the ditches along the road as the road is very narrow. Trustees indicated that there is no current plans as they have concern with water issues across the road if the ditches were covered causing more damage to the road and freezing in the winter. The open ditches allow to catch the surface water. Mr. Cigole asked about the discoloring of the roads from the cinders. Hittle indicated that it is probably from the mineral pirate from the cinders. Mr. Cigole asked about chip-seal of Jones Road this year. Trustees indicated that we are getting ready to chip-seal and are in process of prep work and pothole patching before we chip-seal.
ZEMBA BROS, JONES ROAD CULVERT: Trustees indicated they are still waiting on Zemba to address the culvert repair on Jones Road. Fell asked about getting an estimate from Kendrick's. Hittle will get estimate from Kendrick Excavating. Troy Hindel form Zemba indicated to Hittle he would contact him tomorrow and apologized for his company in delaying this project.
CULVERTS: Trustees discussed culverts to install. Trustees received one for Tobi Doyle on Melody Lane. Fell discussed calling Jared to help Mark with installing the 5 culverts on the weekend while Curtis is off. Trustees agreed to offer Jared $20 per hour for the culvert install.
EMS BILLING: Fell indicted that his in-laws has been getting billed for past due squad billings from Falls.
ROAD BIDS: Maniaci spoke with Matt at engineers office about bidding out roads to pave. Trustees will get bid notice in paper for paving of roads to open at next meeting.
NEW TRUCK: Maniaci indicated Curtis said truck would be done in about 3 weeks.
COUNTY ENGINEER MEETING: Trustees discussed meeting with county engineer regarding road projects. They agreed to schedule meeting week of 8/13-8/17.
FIRE CONTRACT INSURANCE: Maniaci indicated that he told Falls Fire Department they need to add Muskingum Township as an additional insured to their policy.
NEW BUSINESS:
FINANCIAL FORECAST/BUDGETS: Fiscal officer presented budget to trustees indicating where we were at currently and projected for the remainder of the year.
BUNTING CEMETARY FENCE: Maniaci indicated that the fence at Bunting Cemetery needs repaired. Maniaci called Strauss fence for an estimate.
NORTHCREST CULVERT REPAIR: Maniaci indicated received call regarding a hole along a culver/catch basin on Northcrest. Maniaci told resident he would help him patch the hole.
MY DRIVE: Maniaci indicated Mike Hutchison asked about holes in the road on My Drive. Maniaci indicated the holes were along his driveway and not township road. STOP SIGNS: Maniaci indicated that Mark Border installed a new stop sign on Catalpa Court.
HEALTH INSURANCE: Fell motioned to accept new insurance renewal policy from Aetna to Anthem Blue Cross Blue Shield due to the premium savings and lower deductible. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
AUDIT: Fiscal Officer Baughman followed up on audit process and indicated the 2016-2017 audit is currently in process.

NEW BUSINESS:

APPLO WAY: Hittle indicated that Mr. Brent Kimble installed culvert, concrete driveway and asphalt approach for resident in Applo Way.
FAWN DRIVE: Hittle indicated that he met with commissioner and engineer regarding Mrs. Riley water issue. The consensus was to put a swail/ditch in from top of her property to the driveway. Mrs. Riley agreed to this solution. The neighboring house also needed some cold mix and taper an approach along the driveway.
SAMS WAY: Hittle discussed Sams Way property. The yards are higher than the road. This would require every driveway to be ditched and pipes in the yards to divert the water under the driveway. There is really no fix that the trustees allowed to do to homeowners water issues on their property.
TERRA SHORES: Fell indicated we still need to fix the cul-de-sac on Forest Circle.
INSURANCE: Fell indicated that with Curtis being off we may want to get an estimate for some short-term and long-term disability insurance.
LOCAL DISTRIBUTION: Trustees approved Local Government Revenues for 2019 from the budget commission of $8,691.87.
ALTERNATE TAX BUDGET 2019: Resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor was approved. The amounts inside the $10mil limitation of $316,172.18 and the amounts outside the $10 mil limitation of $351,157.75. Hittle moved the resolution. Maniaci seconded. FAWN DRIVE: Hittle received call from Erma on Fawn Drive. Due do the rain and the swale/ditch we installed for Mrs. Riley she stated her drive-way washed out. Curtis inspected and there was nothing wrong with her driveway. The little bit of gravel in Erma's driveway washed down to the bottom. Hittle indicated she really needs a culver and catch basin.
MIKE GREAR: Maniaci and Hittle received call from Mike Grear about ditches we cleaned. He indicated the ditches were cleaned out but still having water issues. Maniaci indicated to Grear that the issues is the ground water and not the ditch. Hittle indicated he would look at it.
IRRVILLE CEMETARY: Hittle received call from lady about Irville Cemetery. Hittle indicated that Irville is not Muskingum Township cemetery.
BUNTING CEMETARY FENCE: Maniaci received quote for fence at the Bunting cemetery from Strauss Fence. The estimate was for $8,950 for board fence and $5,935 for woven wire fence. Hittle asked about getting quote for high tensile fence instead. Maniaci and Hittle will get estimate on high tensile fence.
PATCH WORK: Maniaci indicated that Curtis said they could take care of the patch work instead of Crawmer.
FORREST CIRCLE: Trustees indicated we need to get Curtis out to fix the cul-de-sac on Forrest Circle after we get the asphalt completed.
PAVING: Trustees discussed possible paving for 2019. Trustees indicated Saad Court and first half of Tunis and Creamery.
CREAMERY ROAD: Hittle indicated we need to have Jan Crawmer look at patching at the edge of Creamery.
ST/LT DISABILITY INSURANCE: Fell indicated he had nothing new to report at the time of the meeting on exploring Short/Long-term disability insurance.

BUNTING CEMETARY FENCE: Maniaci presented estimate for high tensile fencing for the Bunting Cemetery from Strauss Fence for amount of $3,877. HICKORY HILLS DITCH: Hittle indicated that there is ditch on Hickory Hills that needs cleaned out as the resident who was building house dumped dirt in the ditch. Hittle indicated there was a second ditch that needs cleaned out.
CASSIES WAY: Hittle indicated he spoke with Mr. Ritchey on update with salt spreading on Cassies Way.
VROOM, FAWN AND ST. MARY'S ROAD: Hittle indicated that some tree clean-up was done on Fawn and St. Mary's and Vroom Road.
NEW BUSINESS
MATT SCHLEY: Resident Matt Schley, Baabs Road, was in attendance. He thanked trustees for the asphalt paving on Baabs Road. Matt graduated from Muskingum University and works for the city. He was a township administrator for Medina Township. He has experience in cemeteries, zoning and grant work. He offered his assistance to the trustees if they need anything pertaining to grants or zoning in the future.
HEALTH INSURANCE: Maniaci indicated that Curtis was having some issues with our insurance paying some of his bills. The Aetna contract was terminated 8/1/18 and the new insurance carrier was Anthem Blue Cross Blue Shield. Fell indicatedthat he has had no issues with the billing to-date. Curtis indicated that he has spoken with Rankin for the last 3 months. Fiscal Officer will see if Todd Johnson can stop in and discuss with Curtis to get this straightened out.
CULVERT ON ST. MARY'S: Trustees indicated that a culvert on St. Mary's road has settled and needs repaired.
NEW PLOW TRUCK BLADE: Maniaci indicated that Curtis had issues with the company we purchased the new plow truck from as the plow was not a carbide blade plow and a carbide blade plow is not available with this particular truck. Curtis got the company to swap out the plow they installed on the truck with a new carbide plow. STOP SIGNS: Trustees indicated that we need to replace the stop signs on Baabs Road, Carolina, and look into maybe adding a speed bump.
DONNIE MORAN: Trustees indicated Donnie Moran will help us out with plowing this month.
2016-2017 AUDIT: Based on audit for 2016-2017 trustees and fiscal officer pay for 2017 was underpaid. The township tax budget for 2017 was over $750K. Fell's wage was underpaid by $1,177, Maniaci wage was underpaid by $1,177, Hittle wage was underpaid by $1,297, Fiscal officer wage was underpaid by $2,860. Fiscal officer confirmed with Attorney Maniaci motioned to accept the retro pay for the shortage. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed. Maniaci inquired about other audit findings. Fiscal officer explained the other findings: There was one disbursement that was noted that A Then and Now Certificated should have been used due to the timing of the invoice date, payment date and date of purchase order. There was outstanding deposit for culvert for Tim McCabe. The fiscal officer lost the check. The deposit will need voided and a new check will have to be issued from Mr. McCabe. OPERS - there was an outstanding OPERS payment for $26 at the end of 2017 for wages paid to Donnie Moran that needs posted. There was a Fiscal officer training note in the audit. Fiscal officers are now required to have 18 hours of continuing education. Fiscal officer Baughman has 120 hours for his CPA license. The reason for the finding is because this information has not been updated in their training portal at the time of the audit. The fiscal officer has until end of term to complete.

Maniaci indicated that he spoke with Strauss and indicated that we accepted his bid buty will have to wait until spring to install the new fence from Strauss Fence.
HICKORY HILLS DITCH:
The ditch on Hickory Hills still needs cleaned out. Fell stated that we should charge the resident for us having to clean out the ditch since the resident filled it in. Hittle stated we should send a letter first to the resident indicating a specific date for it to be resolved by the resident and if not met we will charge an amount for us to dig out.
ST MARY'S DIP:
Maniaci indicated we may have to get Jan Crawmer to repair the dip on St. Mary's Road in the spring unless we can to it ourselves with cold patch.
NEW BUSINESS
ZANESVILLE COMMUNITY DEVELOPMENT GRANT:
Maniaci indicated that the trustees received letter from Zanesville Community Development regarding $600,000 of grant money available for Brownfield Properties. According to the definition, the Helbling property would qualify for the grant. Fell indicated that Helbling was suppose to be getting an estimate for the cost of the cleanup. The deadline for the grant application is September 2019.
BACKHOE WINDSHIELD:
Maniaci made motion to accept estimate of $600 to replace the glass windshield in the backhoe. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
GARAGE DOOR INSTALLATION:

Township Equipment:

Hittle stated the inventory is complete and have received confirmation of receipt from County Engineer per O.R.C. 505.04.
Records Commission:
The Records Commission, according to O.R.C. 149.42 will consist of a Chairman of the Board; this being Matt Hittle and the Fiscal Officer, Jason Baughman will be the Records Commission. Hittle made the motion, seconded by Fell. Hittle ayed.
Mileage Reimbursement:
Hittle motion that employees/elected officials who are authorized to use their private vehicles for township business such as conferences, training, etc. will be reimbursed at the standard mileage reimbursement rate established by the I.R.S. of 54.5 cents per mile which is allowable under the O.R.C. Township Meetings:

OLD BUSINESS:
TRUCK: The trustees discussed trading in the 2008 Ford 550 truck. The trustees discussed estimates and options for state bid truck from McHughs, Henderson, Tri-County, and used truck Curtis found in Wisconsin that meets our needs for $33,253 after trade in value of $14K. Maniaci motioned to approve purchase of truck for $33,253 after trade in of our 2008 F550 for $14K plus the cost of the bed of the truck from Henderson. Fell seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
ROAD STOP SIGNAGE: Maniaci indicated that we have 1 year to get our new stop signs and road signs installed.
ROSELLEN JENKINS: Fell indicated that he received another call from Ms. Jenkins about some fence and ditch damage on her property on Gorsuch Road from a vehicle accident due to an icy road. Ms. Jenkins would like the Trustees to discuss and propose a plan of restoration.
NEW BUSINESS:
Mr. Frank Cigole of Cassies Way inquired about the salt situation. He spoke to the trustees last year about using salt instead of sand and cinders Cassies way. Maniaci indicated that due to new employee and equipment situation the trustees didn't feel it was feasible this year to move to 100% salt spreading and will pursue in the future as our new employee gets more training and we address the equipment needs in order to spread salt. Mr. Cigole also ask about the curb damage on the cul-de-sac on his road caused by our plowing. Maniaci indicated that our drivers damaged the curb and we would fix the curb when the weather turns where we can get out to get it fixed.
PAUL DUNFEE (LICKING TOWNSHIP): Mr. Dunfee presented a bill for the chip-seal portion of Vanderbark. The amount is $678.84. Fell motioned to accept and pay the bill. Maniaci seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
ROAD MILEAGE CERTIFICATION: Maniaci motioned to accept the road mileage certification for 2018. The total mileage of Muskingum Township is 47.627 miles.
VERN DOR CULVERT: Maniaci indicated that we received a check for a culvert on Vern Dor. The culvert has been installed.
PERMANANT APPROPRIATIONS: Fiscal Officer Baughman presented the 2018 Permanent Appropriation and the Auditors Official Certificate of Estimated Resources. The total carryover from 2017 is $255,731.88. The 2018 budget from tax estimate is $625,174.62. Revenues from other sources total $210,350.11. The total budget for 2018 is $835,524.73.
ANNUAL FINANCIAL REPORTS: Fiscal officer Baughman indicated that the 2017 Annual Financial Reports are available.
OAKWOOD NORTH CULVERT: Maniaci indicated that resident on Oakwood North was in need of culvert replacement. Champion Services put in the original culvert but the homeowner now wants the culvert lowered as they are installing a concrete driveway. Maniaci indicate whoever puts in the driveway for the resident can go ahead and put in the new culvert.
ROCK CUT CULVERT: Trustees indicated that Curtis gravel filled a concrete culvert on Rock Cut Road.
DITCHING/CULVERTS: Maniaci indicated that there was some culverts we need to clean out on Terra Shores, Gregory Lane, Conn Road and Tiffany Drive.
FIRE CONTRACT INSURANCE: Maniaci indicated that we need to add to our Insurance policy for the new Falls fire contract.
JONES ROAD TREE: Trustees indicated that there was a tree down on Jones Road and Curtis will take care of.
UTILITY TRAILER: Trustees discussed the need of a utility trailer.

MOWING BIDS: Sealed bids for mowing of cemeteries and township garage were opened. Bids were received from Twin Hills Landscaping and Colbie Kinsey. Twin Hills bid was for 7 months at $460 per month for total of $3,220. Colbie Kinsey bid wad for 7 months at $450 per month for total of $3,150. OLD BUSINESS:
UTILITY TRAILER: Hittle and Fell discussed purchase of utility trailer. Fell got an estimate for a 5.5 x 10’ trailer for $2,000 at Deans Trailers. Trustees will explore additional estimates.
INSURANCE: Trustees discussed the need to add Falls Fire Department as an additional insured to our township insurance policy per the new Fire/EMS contract. Trustees stated we need to add the new truck and remove the old truck to our insurance policy. Fiscal officer Baughman will contact Houston insurance and get this information added and changed on our township insurance policy.
ROSELLEN JENKINS: Trustees and Fiscal officer indicated they received letter from Ms. Jenkins regarding the damage to her property on Gorsuch Road. Fell indicated that as soon as the weather breaks we need to get with Ms. Jenkins about a plan to repair her property and ditch damage.
STOP SIGNS: Hittle indicated that we need to get Curtis and Mark to begin installing the new stop signs.
NEW BUSINESS:
NEW TRUCK: Hittle indicated Curtis has picked up the new Truck. Hittle indicated that Henderson Truck is ready to install the new truck bed and plow package for the new truck as soon as we can bring the truck in.
CULVERTS/DITCHING: Fell indicated that we need to look at Wilson Lane about a culvert to repair.
LICKING TOWNSHIP MOWING: Fell indicated Licking Township was interested in using us for some additional mowing service as we have done in the past for them. Mr. Dunfee will let us know when and where.
CHIP-SEAL: Fell and Hittle indicated that trustees need to start looking into the roads that we need to chip-seal this year. Mr. Jerry Miller recommended to the trustees to take some before and after pictures on Dresden Road and Rock Cut road due to some heavy traffic from logging activities that will be going on. There could be possibility of recouping some money from road damages due to the heavy truck usage from the logging activities.

OLD BUSINESS:
SALT BIN: Maniaci indicated that he called 2 concrete companies and left messages for concrete estimates for the salt bin.
CASSIES WAY: Maniaci indicated that he spoke with Jan Crawmer about repairs on Cassie's Way cul-de-sac. Maniaci motioned to accept Crawmer's estimate to repair if reasonable. Roll Call: Hittle ayed, Maniaci ayed,
STOP SIGNS: Maniaci indicated that we have until end of the year to install our new stop signs and have a 1-year extension available.
ROCK CUT ROAD CULVERT: Troy Hindel from Zemba Bros. was in attendance. He indicated to the trustees that the the Rock Cut Road culvert collapsed. Hindel indicated that their top soil operations and Field Day is approaching and are wanting to get the culvert repaired. He indicated that Zemba was willing to donate all the labor to repair if the township would provide the material. Maniaci indicated that they would be willing to assist if they can get the Jones Road culvert repaired. The cost of the culvert 40 x 36 for $1,500 and 60 ton of rock for $3,500 for total of $5,000. Maniaci motioned to pay for the material, Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed. Maniaci also indicated that he spoke with Jeff Jadwin of FEMA and there is potential of recouping some of the cost of the repair due to storm damages. Zemba will get trustees
BAABS/VIRGINIA DITCHING James Stillion was in attendance to discuss some ditch cleanout on Baabs/Virginia Road. Maniaci indicated that the BAABS apartment flooded and he also gave Jadwin Mr. Helbling number to get information on an amount to get the flooding issue resolved on BAABS/Virginia Road. Maniaci indicated that this is an EPA/EMA issue with Mr. Helbling. Mr. Stillion was concerned with ditches and culverts needing cleaned out on Virginia/Baabs road and was causing flooding on his property and the area.
FIRE TRUCK: Fiscal Officer indicated we received first half property tax and levy money. Hittle motioned to approve the final payment on the Fire Truck and submit first payment to Falls Fire. Maniaci seconded. Roll Call: Hittle ayed, Maniaci ayed.
FIRE INSURANCE: Maniaci inquired about our insurance and if Falls Fire has been added as an additional insured. Fiscal Officer Baughman stated he spoke with Diane Houston at Houston Insurance about adding Falls Township and she indicated that it is still under review by their loss control department. Maniaci stated that he also spoke with Houston Insurance 4 months ago about this.
ROSELLEN JENKINS: Hittle indicated that he spoke to Ms. Jenkins about fixing her ditch and we would be over to fix her ditch.
TRUCK LICENSE PLATES: Trustees indicated that we need to get license plates for new truck. Curtis indicated that we need to order them online. Fiscal Officer Baughman indicated that he would look into getting the plates ordered.
LICKING TOWNSHIP MOWING: No update on Licking Township mowing needs.
DRESDEN/ROCK CUT REPAIRS: Trustees will address repairs on Dresden/Rock Cut road and take some before and after pictures of the road due to the logging activities.
NEW BUSINESS:
SAFETY GRANT: Maniaci indicated we need to take advantage of the $500 Safety Grant and would get with Curtis about some safety equipment or clothing so we take advantage of the grant for 2018.
CERTIFIED LETTER: Trustees received certified letter to regarding Dr. James Booth donating an agricultural easement on his property on Dresden Road to the State of Ohio. Maniaci motioned to approve and have no objections to the easement. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed.
COUNTY ENGINEER: No information has been received regarding our County Type 1 and 2 funds with the new county engineer. County Commissioners indicated that they can only go 45 days without an engineer. Marc Eicher is the new county engineer replacing Doug Davis. Trustees will inquire with Matt Russell about the meeting.
GORSUCH ROAD: Maniaci indicated Matt Smith on Gorsuch Road was wanting 30' culvert and would be sending check.
SALT BID ODOT: Hittle read resolution to approve the purchase of salt under the ODOT winter contract. Maniaci motioned for 200 ton of salt for the winter bid. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed.

OLD BUSINESS:
SALT BIN: Maniaci indicated that he found out that we need to get with the county engineer before we proceed with a salt bin as the first thing we will need to get from them is architecture prints.
CASSIES WAY: Maniaci indicated that Jan Crawmer patch work on Cassies Way is complete.
STOP SIGNS: Maniaci indicate that Curtis knows about the stop signs and deadline to install.
ZEMBA BROS.: Maniaci indicated that the 36" culvert on Rock Cut has been installed by Zemba, however we are still waiting on them to fix the ditch and pipe on Jones Road. Curtis indicated that Zemba knows exactly where the pipe is to install. Maniaci will speak with Zemba again to get this done.
DITCHES: Maniaci indicated that ditch work on Georgia is done and waiting to hear back from Jadwin with FEMA about funds.
FIRE TRUCK: Maniaci and Fiscal Officer Baughman indicated that the final fire truck payment was paid.
FIRE CONTRACT PAYMENT: Maniaci and Fiscal Officer Baughman indicated that our first payment to Falls Fire Department has been made per our contract. Maniaci indicated that we need to provide them with a Fire Fund report. Fiscal Officer will get report.
OTARMA INSURNCE: Fiscal Officer Baughman indicated that Houston Insurance and Wendy French at Otarma is still waiting on Otarma Loss Control to get Falls Fire Department added to insurance as an additional insured on our policy.
MEETING WITH ENGINEER: Trustees received letter with dates and times available to meet with county engineer to discuss Type 1 and 2 funds for the year.
ROSELLEN JENKINS: Maniaci indicated the ditch work for Ms. Jenkins is complete.
TRUCK LICENSE PLATES: Fiscal Officer Baughman indicated that the plates have been ordered from the state.
LICKING TOWNSHIP MOWING: Maniaci indicated that we have not heard anything form Licking Township.

FAWN DRIVE: Maniaci indicated he sent the pictures to the insurance people for an estimate. Maniaci to get with Matt Russell on an estimate.
NEW BUSINESS:
CHRIS LUTHI: Gentlemen on Baabs Road contacted Chris Luthi about fixing some downspouts on their property. The property is 2272. Luthi wants to connect the downspouts into the township's catch basin. Maniaci indicated that the main problem on Baabs and Virginia is the ditching. Maniaci indicated he is not opposed to tie into the catch basin however the ditch problem is Mr. Helblings property problem. According to Mr. Helblings attorney we cannot touch his property. Maniaci indicated that he is working with FEMA about getting some funds or grant for some of the storm damages in our area including Baabs/Virginia Road. Maniaci motioned to allow Mr. Luthi to do the work as explained. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
SLOBODEN DITCH: Maniaci indicated that Sloboden looking for someone to assist her with her ditch on her property at the Greens at Vista. The township cannot do anything since the ditch is on her property and not on township property.
JONES ROAD MOWING: Maniaci indicated the mowing on Jones Road is complete.
TARKMAN/WILSON CULVRTS: Maniaci indicated we have couple culverts on Tarkman/Wilson Road to install once we receive payment for the culverts.
TRAILER: Maniaci motioned to purchase utility trailer. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
CHIP SEAL: Maniaci indicated we did 12.14 miles in 2017. Maniaci indicated that we are looking for 8 miles plus some paving for 2018. Fawn Road is on the list to chip seal for 2018.

JULY MEETING: Trustees agreed to change the July 5th meeting to June 28th at 7pm.

CASSIES WAY: Maniaci indicated the curb on Cassies way has been finished.
SALT BIN: Maniaci indicated that the engineer’s office currently busy at the moment but they indicated they would come out and draw up some plans for us for the salt bin as soon as they can.
ZEMBA BROS.: Maniaci indicated that Zemba still has not fixed the pipe on Jones Road.
CHRIS LUTHI: Maniaci indicated that it looks like Luthi hasn’t started the project on Baabs road he spoke about at the prior months. meeting.
SLOBODEN DITCH: Maniaci indicated that Sloboden doesn’t need ditching on their residence now as previously discussed at prior months meeting.
HELBLING: Fell indicated that per Mr. Helbling the EPA is contacting the Attorney General. Trustees indicated that we should contact the EPA to check on status of Baabs/Virginia Road.
FIRE INSURANCE: Maniaci indicated that contrary to previous discussions regarding getting Falls Fire Department added as an additional insured to our OTARMA policy, we have it backwards and Falls needs to add Muskingum Township as additional insured to their policy.
SQUAD BILLING: Fell indicated that Falls is still calling and billing for squad runs.
CULVERTS/DITCHING: Maniaci indicated culvert on Wilson Road has been cleaned out.
SALT BID: Hittle indicated that he called and confirmed that the salt bid was accepted and verified confirmation on their website.
NEW BUSINESS:
TEMPORARY HELP: Maniaci indicated he spoke with Kris Kemp and he was checking on his available to help out with running equipment while Curtis was off.
NEW RILEY ROAD: Ted Pickrell on New Riley Road indicated that the edge of the road at the end of his driveway is getting worn away with the road water and ask if we could repair. Trustees agreed to patch with some hot mix.
RICH ABLE: Maniaci indicated Mr. Obley has some culvert and ditching needs at his residence off of New Riley Road.
TREE REMOVAL: Maniaci indicated Mark cleaned off some trees on Chugg Run and McCaslin Road.
HERITAGE ROAD: Hittle indicated that Brent Kimble wants to bore under Heritage Road to connect property to sewer line. Hittle indicated Health Department has been involved and approved and we would have them sign a paper responsible for any road damages.
ZONING: Received some calls regarding Zoning for Stonehenge and Westshore. Trustees indicated our township has no zoning restrictions. The county has right of way 10’ away from property lines.
CHIP SEAL: Trustees discussed roads and total mileage to chip seal: Lower half of Chugg Run, back of New Riley, Dutch School, Stagecoach, Prior, Cranberry, rt 60 to Prior, first half of Fawn. Kenlo also has some needs due to a track hoe damaging the road from a new home being built.
PATCHING: Trustees discussed roads needing some patch work: Frame, My Drive, Eaglepoint, Conn, Tunis, Cassie, Chloe, Fawn to McCaslin, Gorsuch to rt 60. Trustees will get estimate from Jan Crawmer.
PAVING: Trustees discussed roads to look at paving this year: Carolina, Virginia, Georgia, Baabs, and maybe Harper.
GRADING: Maniaci indicated Rock Cut Road needs some grading and will discuss with the county engineer.
ENGINEERS MEETING: Maniaci will call the engineer to schedule time to discuss our chip seal needs.
LEADERSHIP TRAINING: Maniaci indicated that through the years of attending Ohio Township Conference he has accumulated enough hours to become Certified Leader but needs to attend 1 more in August. Fell motioned to approve the $20 registration fee. Hittle seconded.

OLD BUSINESS:
HELBLING: Mr. Helbling was in attendance to address Crestmont property. Mr. Helbling discussed the property, deed, and history of the property and discussions over the years with the county commissioners, auditors and recorder's office. Mr. Helbling indicated that in 2008 the EPA sent letter to county commissioners a letter about cleaning up the property. Mr. Helbling indicated that of the 39 charges against the county office for destruction of public records 22 were against Merkel. Mr. Helbling indicated engineers office estimated $3.1 million to clean up the old sewer plant. Mr. Helbling indicated he would give the commissioner's office until Monday to address before he asks the US Attorney General to take action against the commissioner's office regarding this property and clean up. The trustees indicated to Mr. Helbling that all they want is to get the property cleaned up and mowed to get the water running out of the property better.
SALT: Mr. Frank Cigole of Chloe Lane was in attendance to address the trustees. Mr. Cigole thanked the trustees for taking care of the curb replacement. Mr. Cigole asked about salt for the upcoming plow season. Maniaci indicated that we are getting the new truck outfitted for salt. Maniaci indicated that our salt bin is on hold until the County Engineers office can get out and prepare some drawing for us. Mr. Cigole asked about any restrictions on companies putting up signs in the area as he has seen some mowing service signs being put up in his neighborhood. Maniaci indicated that unfortunately our township has no zoning therefore we cannot stop them. If the neighborhood has an association they can address. Maniaci indicated that the only signs that are regulated are political signs. Mr. Cigole asked about Jones Road and potential of installing culverts or enclosing the ditches along the road as the road is very narrow. Trustees indicated that there is no current plans as they have concern with water issues across the road if the ditches were covered causing more damage to the road and freezing in the winter. The open ditches allow to catch the surface water. Mr. Cigole asked about the discoloring of the roads from the cinders. Hittle indicated that it is probably from the mineral pirate from the cinders. Mr. Cigole asked about chip-seal of Jones Road this year. Trustees indicated that we are getting ready to chip-seal and are in process of prep work and pothole patching before we chip-seal.
ZEMBA BROS, JONES ROAD CULVERT: Trustees indicated they are still waiting on Zemba to address the culvert repair on Jones Road. Fell asked about getting an estimate from Kendrick's. Hittle will get estimate from Kendrick Excavating. Troy Hindel form Zemba indicated to Hittle he would contact him tomorrow and apologized for his company in delaying this project.
CULVERTS: Trustees discussed culverts to install. Trustees received one for Tobi Doyle on Melody Lane. Fell discussed calling Jared to help Mark with installing the 5 culverts on the weekend while Curtis is off. Trustees agreed to offer Jared $20 per hour for the culvert install.
EMS BILLING: Fell indicted that his in-laws has been getting billed for past due squad billings from Falls.
ROAD BIDS: Maniaci spoke with Matt at engineers office about bidding out roads to pave. Trustees will get bid notice in paper for paving of roads to open at next meeting.
NEW TRUCK: Maniaci indicated Curtis said truck would be done in about 3 weeks.
COUNTY ENGINEER MEETING: Trustees discussed meeting with county engineer regarding road projects. They agreed to schedule meeting week of 8/13-8/17.
FIRE CONTRACT INSURANCE: Maniaci indicated that he told Falls Fire Department they need to add Muskingum Township as an additional insured to their policy.
NEW BUSINESS:
FINANCIAL FORECAST/BUDGETS: Fiscal officer presented budget to trustees indicating where we were at currently and projected for the remainder of the year.
BUNTING CEMETARY FENCE: Maniaci indicated that the fence at Bunting Cemetery needs repaired. Maniaci called Strauss fence for an estimate.
NORTHCREST CULVERT REPAIR: Maniaci indicated received call regarding a hole along a culver/catch basin on Northcrest. Maniaci told resident he would help him patch the hole.
MY DRIVE: Maniaci indicated Mike Hutchison asked about holes in the road on My Drive. Maniaci indicated the holes were along his driveway and not township road. STOP SIGNS: Maniaci indicated that Mark Border installed a new stop sign on Catalpa Court.
HEALTH INSURANCE: Fell motioned to accept new insurance renewal policy from Aetna to Anthem Blue Cross Blue Shield due to the premium savings and lower deductible. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.

NEW RILEY ROAD: Hittle indicated that the patchwork for Mr. Pickerel on New Riley Road is complete.

COUNTY ENGINEER MEETING: Maniaci indicated that the county has completed the repair work on SR60/Fawn Drive for the damage caused by Bell Farms. The cost was $18,100. NEW BUSINESS:
PATCHING: Trustees discussed patching of roads before asphalt paving. Maniaci motioned to approve up to $10,000 of patchwork from Jan Crawmer. Fell seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
APPLO WAY: Hittle indicated that Mr. Brent Kimble installed culvert, concrete driveway and asphalt approach for resident in Applo Way.
FAWN DRIVE: Hittle indicated that he met with commissioner and engineer regarding Mrs. Riley water issue. The consensus was to put a swail/ditch in from top of her property to the driveway. Mrs. Riley agreed to this solution. The neighboring house also needed some cold mix and taper an approach along the driveway.
SAMS WAY: Hittle discussed Sams Way property. The yards are higher than the road. This would require every driveway to be ditched and pipes in the yards to divert the water under the driveway. There is really no fix that the trustees allowed to do to homeowners water issues on their property.
TERRA SHORES: Fell indicated we still need to fix the cul-de-sac on Forest Circle.
INSURANCE: Fell indicated that with Curtis being off we may want to get an estimate for some short-term and long-term disability insurance.
LOCAL DISTRIBUTION: Trustees approved Local Government Revenues for 2019 from the budget commission of $8,691.87.
ALTERNATE TAX BUDGET 2019: Resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor was approved. The amounts inside the $10mil limitation of $316,172.18 and the amounts outside the $10 mil limitation of $351,157.75. Hittle moved the resolution. Maniaci seconded. FIRE CONTRACT: Trustees indicated Falls installed a generator. Trustees discussed contacting Falls about update on quarterly financial report and update on getting us as additional insured on their insurance policy and discuss staffing needs at the township as indicated per our contract.

BOARD OF MUSKINGUM TOWNSHIP TRUSTEES October 4, 2018
PURPOSE OF MEETING: ? The Muskingum Township Trustee met in regular session on October 4, 2018 at 7:00 P.M. in the Fire Building.
ATTENDANCE: ? Trustees: Matt Hittle, Mike Maniaci, Ed Fell ? Fiscal Officer: Jason Baughman. ? Residents: 0 residents in attendance.
MINUTES: Maniaci motioned to approve the minutes. Fell seconded. Checks were approved and signed for payment.
OLD BUSINESS:
FAWN DRIVE: Hittle received call from Erma on Fawn Drive. Due do the rain and the swale/ditch we installed for Mrs. Riley she stated her drive-way washed out. Curtis inspected and there was nothing wrong with her driveway. The little bit of gravel in Erma's driveway washed down to the bottom. Hittle indicated she really needs a culver and catch basin.
MIKE GREAR: Maniaci and Hittle received call from Mike Grear about ditches we cleaned. He indicated the ditches were cleaned out but still having water issues. Maniaci indicated to Grear that the issues is the ground water and not the ditch. Hittle indicated he would look at it.
IRRVILLE CEMETARY: Hittle received call from lady about Irville Cemetery. Hittle indicated that Irville is not Muskingum Township cemetery.
BUNTING CEMETARY FENCE: Maniaci received quote for fence at the Bunting cemetery from Strauss Fence. The estimate was for $8,950 for board fence and $5,935 for woven wire fence. Hittle asked about getting quote for high tensile fence instead. Maniaci and Hittle will get estimate on high tensile fence.
PATCH WORK: Maniaci indicated that Curtis said they could take care of the patch work instead of Crawmer.
FORREST CIRCLE: Trustees indicated we need to get Curtis out to fix the cul-de-sac on Forrest Circle after we get the asphalt completed.
PAVING: Trustees discussed possible paving for 2019. Trustees indicated Saad Court and first half of Tunis and Creamery.
CREAMERY ROAD: Hittle indicated we need to have Jan Crawmer look at patching at the edge of Creamery.
ST/LT DISABILITY INSURANCE: Fell indicated he had nothing new to report at the time of the meeting on exploring Short/Long-term disability insurance.
NEW BUSINESS:
FRAME ROAD: Fell indicated Matt Spiker on Frame Road needs a culvert.
SALT SUPPLY: Hittle asked about time to order salt. We can start as early as October if needed.
PAVING: Maniaci indicated we are just waiting on Shelly Company to start paving.
FIRE/EMS REPORT - SEPTEMBER: No information available at time of meeting.

PURPOSE OF MEETING ? The Muskingum Township Trustee met in regular session on November 1, 2018 at 7:00 P.M. in the Fire Building.
ATTENDANCE ? Trustees: Matt Hittle, Mike Maniaci, Ed Fell ? Fiscal Officer: Jason Baughman. ? Residents: 0 residents in attendance.
MINUTES Maniaci motioned to approve the minutes. Fell seconded.
WARRENTS / CHECKS Checks were approved and signed for payment.
OLD BUSINESS
ST/LT DISABILITY INSURANCE: Fell indicated that he is still waiting on couple quotes for disability insurance.
BUNTING CEMETARY FENCE: Maniaci indicated he had not received any additional estimates on high tensile fence to report at the time of the meeting.
FRAME ROAD CULVERT: Fell indicated that the culvert on Frame Road has been completed.
RIDGELAND HILL DITCHING: Hittle indicated that the ditch on Ridgeland Hill needs cleaned up.
JACKS FAIRWAY: Hittle indicated that he and the county engineer went over to Sams Way and discussed the drainage issue and driveway for Judy Pega. Hittle indicated that the yards are higher than the road. They actually need a culvert and catch basin tied into the storm drain to help with the drainage.
PATCH WORK: Trustees indicated Crawmer hasn't started any patching yet.
NEW BUSINESS
HARPER DRIVE: Fell indicated that he received complaint about the ditch on Harper Drive being tore up from Mr. Nesbit.
ED DICKSON: Maniaci indicated he received call about ruts in driveway by an Ed Dickson.
GEORGIA DRIVE: Maniaci indicated that received call about driveway issue on Georgia Road.
DOUG BROCK: Hittle indicated that Doug Brock purchased 2 lots on Stonehenge/Hampton Court. He cut all the trees down that we were having problems with. He ask about us providing some ditch work on his property. Maniaci indicated that we should talk with Mr. Wagner before doing this as he has some water issues also and we may need to do some ditch work on his property also.
OAKWOOD NORTH: Maniaci indicated that the Thomas's were getting ready to open some additional lots on Oakwood North to develop.
EXXON DITCHING: Fell indicated that we should look into the ditching at the Exxon station.
STONEHENGE / HAMPTON COURT: Maniaci ask trustees about getting and estimate on some ditching from Chris Luthi on Stonehenge/Hampton Court.
SALT SUPPLY: Trustees indicated that they were not ready for any salt delivery at present time.
FALLS FIRE DEPT: Trustees received a profit and loss statement from Falls Fire Department for review.
FALLS EMS BILLING: Fell indicated he received couple calls about some EMS billing still going on by Falls.

PURPOSE OF MEETING • The Muskingum Township Trustee met in regular session on December 6, 2018 at 7:00 P.M. in the Fire Building.
ATTENDANCE • Trustees: Matt Hittle, Mike Maniaci, Ed Fell • Fiscal Officer: Jason Baughman. • Residents: 1 resident in attendance.

OLD BUSINESS
BUNTING CEMETARY FENCE: Maniaci presented estimate for high tensile fencing for the Bunting Cemetery from Strauss Fence for amount of $3,877. They will remove the old fence, install 870 feet of fence plus cattle gate. Maniaci motioned to accept estimate. Fell seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
HICKORY HILLS DITCH: Hittle indicated that there is ditch on Hickory Hills that needs cleaned out as the resident who was building house dumped dirt in the ditch. Hittle indicated there was a second ditch that needs cleaned out.
CASSIES WAY: Hittle indicated he spoke with Mr. Ritchey on update with salt spreading on Cassies Way.
VROOM, FAWN AND ST. MARY'S ROAD: Hittle indicated that some tree clean-up was done on Fawn and St. Mary's and Vroom Road.
NEW BUSINESS
MATT SCHLEY: Resident Matt Schley, Baabs Road, was in attendance. He thanked trustees for the asphalt paving on Baabs Road. Matt graduated from Muskingum University and works for the city. He was a township administrator for Medina Township. He has experience in cemeteries, zoning and grant work. He offered his assistance to the trustees if they need anything pertaining to grants or zoning in the future.
HEALTH INSURANCE: Maniaci indicated that Curtis was having some issues with our insurance paying some of his bills. The Aetna contract was terminated 8/1/18 and the new insurance carrier was Anthem Blue Cross Blue Shield. Fell indicatedthat he has had no issues with the billing to-date. Curtis indicated that he has spoken with Rankin for the last 3 months. Fiscal Officer will see if Todd Johnson can stop in and discuss with Curtis to get this straightened out.
CULVERT ON ST. MARY'S: Trustees indicated that a culvert on St. Mary's road has settled and needs repaired.
NEW PLOW TRUCK BLADE: Maniaci indicated that Curtis had issues with the company we purchased the new plow truck from as the plow was not a carbide blade plow and a carbide blade plow is not available with this particular truck. Curtis got the company to swap out the plow they installed on the truck with a new carbide plow. STOP SIGNS: Trustees indicated that we need to replace the stop signs on Baabs Road, Carolina, and look into maybe adding a speed bump.
DONNIE MORAN: Trustees indicated Donnie Moran will help us out with plowing this month.
2016-2017 AUDIT: Based on audit for 2016-2017 trustees and fiscal officer pay for 2017 was underpaid. The township tax budget for 2017 was over $750K. Fell's wage was underpaid by $1,177, Maniaci wage was underpaid by $1,177, Hittle wage was underpaid by $1,297, Fiscal officer wage was underpaid by $2,860. Fiscal officer confirmed with Attorney Maniaci motioned to accept the retro pay for the shortage. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed. Maniaci inquired about other audit findings. Fiscal officer explained the other findings: There was one disbursement that was noted that A Then and Now Certificated should have been used due to the timing of the invoice date, payment date and date of purchase order. There was outstanding deposit for culvert for Tim McCabe. The fiscal officer lost the check. The deposit will need voided and a new check will have to be issued from Mr. McCabe. OPERS - there was an outstanding OPERS payment for $26 at the end of 2017 for wages paid to Donnie Moran that needs posted. There was a Fiscal officer training note in the audit. Fiscal officers are now required to have 18 hours of continuing education. Fiscal officer Baughman has 120 hours for his CPA license. The reason for the finding is because this information has not been updated in their training portal at the time of the audit. The fiscal officer has until end of term to complete.

PURPOSE OF MEETING· The Muskingum Township Trustee held the end of the year meeting on December 27, 2018 at 7:00 P.M. in the Fire Building.
ATTENDANCE· Trustees: Matt Hittle, Mike Maniaci, Ed Fell
· Fiscal Officer: Jason Baughman.
· Residents: 0 resident in attendance.

OLD BUSINESS
BUNTING CEMETARY FENCE:
Maniaci indicated that he spoke with Strauss and indicated that we accepted his bid buty will have to wait until spring to install the new fence from Strauss Fence.
HICKORY HILLS DITCH:
The ditch on Hickory Hills still needs cleaned out. Fell stated that we should charge the resident for us having to clean out the ditch since the resident filled it in. Hittle stated we should send a letter first to the resident indicating a specific date for it to be resolved by the resident and if not met we will charge an amount for us to dig out.
ST MARY'S DIP:
Maniaci indicated we may have to get Jan Crawmer to repair the dip on St. Mary's Road in the spring unless we can to it ourselves with cold patch.
NEW BUSINESS
ZANESVILLE COMMUNITY DEVELOPMENT GRANT:
Maniaci indicated that the trustees received letter from Zanesville Community Development regarding $600,000 of grant money available for Brownfield Properties. According to the definition, the Helbling property would qualify for the grant. Fell indicated that Helbling was suppose to be getting an estimate for the cost of the cleanup. The deadline for the grant application is September 2019.
BACKHOE WINDSHIELD:
Maniaci made motion to accept estimate of $600 to replace the glass windshield in the backhoe. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
GARAGE DOOR INSTALLATION:
Trustees received estimate of $2,730.50 for installation of 3 new genie commercial automatic garage doors openers for the township garage by 4K Garage Door Sales and Services LLC. which is a resident of our township.
