JANUARY 2016 RE-ORGANIZATION MEETING MINUTES
BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
January 11, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in special session on January 11, 2016 at 7:00 P.M. in the Fire Building for the purpose of the 2016 Re-Organizational Meeting.
ATTENDANCE:
· Trustees: Mike Maniaci, Matt Hittle, Ed Fell.
· Fiscal Officer: Jason Baughman.
· Residents: 3 resident in attendance.
Nomination of President:
· Fell nominated Mike Maniaci for President, Hittle seconded. Maniaci ayed.
Nomination of Burial Committee:
· Maniaci motion to have Matt Hittle and Ed Fell on the Burial Committee. Hittle seconded. Fell ayed.
Emergency Labor:
· Maniaci motion that emergency labor paid as following:
· $14.00 per hour with a CDL license and $12.00 per hour without. Fell seconded. Hittle ayed.
Public Records Policy:
· Maniaci made motion to adopt a change to our current township public records policy.
· Public records will be provided in a timely manner.
· Charge will be: first 10 copies free, $.10 per page, going rate of a flash drive or CD copy. Fell seconded. Hittle ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.
Credit Card Policy:
· Maniaci made a motion to continue and accept our current credit card policy.
· All three trustees, fiscal officer, township maintenance workers will have access to the cards.
· The limits for all cards will be $150 per transaction. If over that amount, permission must be obtained by township trustees. Hittle seconded. Fell ayed.
Township Equipment:
· Maniaci made the motion that the Township equipment can be operated by all road crew and trustees or any other person who has been authorized by the trustees or road crew to do so. Hittle seconded. Fell ayed.
Annual Inventory:
· Maniaci stated the inventory is complete and have received confirmation of receipt from County Engineer per O.R.C. 505.04.
Records Commission:
· The Records Commission, according to O.R.C. 149.42 will consist of a Chairman of the Board; this being Mike Maniaci and the Fiscal Officer, Jason Baughman will be the Records Commission. Maniaci made the motion, seconded by Fell. Hittle ayed.
Mileage Reimbursement:
· Maniaci motion that employees/elected officials who are authorized to use their private vehicles for township business such as conferences, training, etc. will be reimbursed at the standard mileage reimbursement rate established by the I.R.S. of 54 cents per mile which is allowable under the O.R.C. Fell seconded. Hittle ayed.
Township Meetings:
· Maniaci moved to keep the regular monthly township meetings the first Thursday of every month.
· Notice will be posted in the newspaper once, on the website and posted monthly on the sign in the front of the township.
· Special meetings will be posted on the website, sign out in the front of the township hall and newspaper at least 24 hours before the meeting. Hittle seconded. Fell ayed.
Personal Files Policy:
· Maniaci motioned to appoint the fiscal officer to have control of all storage and distribution of personnel files and information.
· All personnel files will be in a locked filing cabinet maintain request log, if there is a question of what can or cannot be released, fiscal officer is to contact legal counsel, Bud Chess. Violation may result in written reprimand issued from the prosecutor’s office and could lead to termination depending on the situation.

2016 Temporary Appropriations:
· Maniaci motioned adoption of the Annual Temporary Appropriations Resolution for fiscal year December 31, 2016 (per O.R.C. 5705.38) until the Amended Official Certificate of Estimated Resources is adopted and received from the Office of Budget Commission, Muskingum County, Ohio. Carryover of $58,487.53, 2016 Estimated Resources $592,870.11 for total budget of $651,357.72. Temporary appropriations of 25% for total of $162,839.43 until permanent appropriation approved. Hittle seconded. Fell ayed.

JANUARY 2016 REGULAR MEETING MINUTES

JANUARY 11, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on January 11, 2016 at 7:00 P.M. in the Fire Building after the 2016 Re-Organizational meeting and 2016 Records Commission meeting.
ATTENDANCE:

MINUTES:
The December 28, 2015 End of year meeting minutes were read and approved.
There were no checks needing signed for payment since the end of year meeting.
OLD BUSINESS:
SALT SUPPLY:
Maniaci discussed salt supply with Curtis. we have approximately 80 tons in storage. We will address the 80% of salt purchase from Cargill as we need.
TREE ON CONN ROAD:
Maniaci indicated that he has not heard from Chris Foster about the tree removal on Conn Road but will follow-up with Mr. Foster about a time for the tree removal.
NEW BUSINESS:
EMPLOYEE WAGE:
Fell indicated that he had one of our employees about any wage increases for 2016. Fiscal Officer Baughman will look up the information for the next meeting.

BAABS ROAD PROPERTY:
Fell asked about the property on Baabs Road. Hittle indicated that John Shirer told him that there was about 100 new units going into the area on Baabs Road.
MUSKINGUM COUNTY RECORDER:
Maniaci indicated we received our annual letter from the Muskingum County Recorder about zoning issues which we do not have in our township and would not apply.
CALL-OUT PROCEDURE:
Hittle inquired about a standard proto-call with our call out. Maniaci indicated that they don't go out until we tell them to or if Troy or Curtis calls us to ask if they need to go out early. The procedure is that they get our approval first.

FEBRUARY 2016 REGULAR MEETING MINUTES
BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
February 4, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on February 4, 2016 at 7:00 P.M. in the Fire Building.

OLD BUSINESS:
HELBLING:
Fell spoke with Helbling about drainage and had doubt that Mr. Helbling would do anything with clean-up.
GORSUCH ROAD:
Fell spoke with Falls fire about the property on Gorsuch that burnt down. Fell indicated that an attorney at the annual township conference stated that they can access the property. Fell indicated Joe Hunt was good at getting back with him but continues to say they can't go on the property. We need to inquire with state fire marshal for more information.
NORTH VISTA ROAD:
Fell indicated that there was still drainage issues on the road at North Vista and if the county engineer sign off on it. Maniaci stated that he has no knowledge of it. They will ask us for a letter of acceptance once they approve the specs of the road. Fell would inquire about this with the engineer.
TREE ON CONN ROAD:
The tree on Conn road has been cut down and went well.
SALT SUPPLY:
Troy and Curtis brought about 3 loads of salt down from the county storage and our building is about 1/2 full.
NEW BUSINESS:
TOWNSHIP CONFERENCE:
Maniaci and Fell went to the conference. Maniaci indicated that they looked at a road dura-patcher at the conference. Cost of investment is about $50K. No decision has been made but Fell and Maniaci indicated we will explore our options, material cost and benefits. Maniaci also spoke of an idea of disaster communication plan learned about at the conference. Fell spoke about learning about RUMA (Road usage agreements) and Nuisance properties plans.
LTAP:
Maniaci indicated that LTAP has road grants for townships but has to have a high fatality rate. Their website has a list and we rank 280 and we don't qualify for the grant.
STOP SIGNS:
Maniaci and Hittle indicated we need to get some stop signs.
TOWNSHIP MOWING 2016:
Jerry Miller presented a proposal for mowing of township cemetery for 2016 at $464 per mow for period of 7 months. Fell motioned to accept the proposal and continue with Twin Hills Landscaping for our mowing of cemeteries for 2016. Maniaci seconded. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.
CEMETARY:
Fell indicated that at the township conference they spoke of mapping policy for cemeteries, spreading of ash policy and scatter gardens.
FIRE & EMS RUN REPORTS:
There was no Fire or EMS run reports available at the time of meeting. Will provide at next regular meeting.
EXECUTIVE SESSION:
Maniaci motioned to move from regular session to enter into executive session for the purpose of Compensation and promotion of employees with invitation to Fiscal Officer Baughman for attendance. Fell seconded. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.
EXECUTIVE SESSION:
Maniaci motioned to move out of executive session and back into regular session. Hittle seconded. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.
EMPLOYEE COMPENSATION:
Maniaci motioned to give Curtis a 5% raise effective February 1, 2016. Fell seconded. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.
TRAINING:
Maniaci indicated Troy was a good worker but asked Curtis to provide Troy some additional training on plowing of roads to help with him getting closer to the roads and to speed him up on improving his performance. Curtis indicated Troy just needs to use the hydraulics, and spreading of sand with backing up and sliding.
ROAD PRE-TRIP RECORDS:
Curtis provided the trustees with pre-trip inspection records for filing.

MARCH 2016 REGULAR MEETING MINUTES
BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
March 3, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on March 3, 2016 at 7:00 P.M. in the Fire Building.
ATTENDANCE:
· Trustees: Mike Maniaci, Matt Hittle, Ed Fell.
· Fiscal Officer: Jason Baughman.
· Residents: 1 resident in attendance.
MINUTES:
The February 4, 2016 Regular minutes were read. Hittle motioned to approve, Fell seconded, Maniaci ayed.

OLD BUSINESS:
STOP SIGNS:
Maniaci indicated the deadline for new stop signs is no longer applicable and townships can update as they can. There has been nothing finalized on the reflection strips.
NORTH VISTA DRIVE:
Fell spoke with Shawn Johnson about drainage issue between the two driveway next to Vista drive thru. The issue wasn't part of the original proposal and we need to discuss with engineer before we approve of specs when time to take over the road. Maniaci indicated the engineer was suppose to have plans for it.
FIRE DEPARTMENT:
Maniaci indicated that we should have some Falls representative at our next meeting to discuss the soft billing issue. Joe stated that in the past someone was at the Township fire station on Friday's and now have changed to Wednesday and Friday.
Maniaci indicated that Joe requested permission to install a washer and dryer at the fire station. Fell motioned to approve, Maniaci ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.
Joe Hunt indicated that next month the feasibility report will be submitted for the fire district and in about 60 days should know more information. As for the fire truck, any payoff and sell of the fire truck will not be done until the fire district feasibility report comes back and without the prosecuting attorneys determination on the fire district and subrogation of property.
GORSUCH ROAD:
Fell indicated he spoke with Joe Hunt from Falls and any from state fire marshal's office. Andy indicated it was their duty to look at the property on Gorsuch if there is a threat of danger. Fell stated he would like some resolution with the Gorsuch property before someone gets hurt.
SALT SUPPLY:
Maniaci indicated we ordered 50 tons of salt from Cargill last month. Waiting on word of storage cost for the additional salt.
NEW BUSINESS:
VERN ROAD SIGN:
Hittle indicated that the Vern Road stop sign and road sign has been replaced.
OXFORD CIRCLE:
Hittle stated Chris Luthi called regarding Oxford Circle not being plowed. Hittle addressed with Troy to go do it.
Another lady asked about sweeping since there was too much sand and cinders.
CONN ROAD/MATTINGLY PROPERTY:
Fell stated there looks to be another tree near the curb at Conn Road and Mattingly property that looks like it might need removed.
OTARMA RISK ASSESSMENT:
Maniaci indicated part of OTARMA insurance and every 3 years someone from Risk Assessment comes here to go over our risk assessment. Maniaci indicated we were in very good shape and there were 3 recommendations made:
1. Document road time - when we ride roads we should maintain logs/records of times for when signs are down and replacement of signs.
2. Continuous training - should incorporate some continuous training with the guys. We need to replace the computer in the garage so Troy and Curtis can do some online training. Baughman will look into getting the old UAN computer in the township garage for Troy and Curtis.
3. Drivers license background checks.

EXECUTIVE SESSION:
The trustees agreed that at this time it is not necessary to go into executive for details relative to the security arrangements and emergency response protocol for public body or public office if disclosure of matter discussed is reasonably be expected to jeopardize the public body or public office. Maniaci indicated he was assured by Falls that it is not affecting any of their normal operations thus far.

APRIL 2016 REGULAR MEETING MINUTES
BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
April 7, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on April 7, 2016 at 7:00 P.M. in the Fire Building.
ATTENDANCE:
· Trustees: Mike Maniaci, Matt Hittle, Ed Fell.
· Fiscal Officer: Jason Baughman.
· Residents: 2 resident in attendance.

The March 3, 2016 Regular minutes were read. Hittle motioned to approve, Fell seconded, Maniaci ayed.

OLD BUSINESS:
FALLS TWP. FIRE DEPT SOFT BILLING:
Joe Hunt from Falls Fire Dept was in attendance to answer questions regarding soft billing, Walnut Hills, fire district, our contract, embezzlement, and Gorsuch Road property.
Fell stated to Mr. Hunt that based on our contract we are to receive reports and communication and feels we have not been receiving this from Falls. He feels our contract is month-to-month and there needs to be better communication and compliance to our contract. Fell stated that he along with some residents has been mislead from our prior levy meeting Falls attended and in regards to the "soft-billing" process and definition of.
Mr. Hunt indicated that this was the first time he has been asked to come out to a meeting and answer questions from anyone from his department.
Mr. Hunt confirmed that Fell and trustees were correct in the billing practice is to have 4 bills sent with 2 phone calls. However, after 4 bills and 2 calls the customer is not turned in to collections for non-payment.
His understanding is that non-collections is "soft-billing."
Mr. Hunt confirmed that Walnut Hills was billed differently because it is a dual response location with Licking Township.
Mr. Hunt explained 3 billing types:
1. Mileage - $20 per loaded mile which is dictated by Medicare and Medicaid
2. Basic support service - $500 (example: broken leg, splint)
3. Advance life support 1 - $650 (example
4. Advance life support 2 - $900
Mr. Hunt indicated Tammy at our billing company does billing for 18 other agencies and receives a percentage commission on the collections approximately 5-10%.
Mr. Hunt will get with Captain Norris regarding more clarification regarding soft billing and possible change in verbiage to the definition of soft billing and communicate this with their billing company.
Mr. Hunt indicated that his and department goal has been to get at least 2 people staffed at the township 24/7.
Mr. Hunt indicated that the fire district feasibility report is expected sometime around mid June.
GORSUCH RD. PROPERTY:
Fell indicated that there has been a resolution on the Gorsuch Road property that was damaged by fire. There is new owner of the Gorsuch Road property and is expected to be cleaned up as the new owner is putting in a car lot.
FALLS CONTRACT SUBLET:
Fell ask Mr. Brady about any sublet fees charged such as for coon hunters. There is no fees charged. Maniaci and Fell indicated trustees just need to know about any sublet and should prepare a basic waiver to be signed for any sublet of the township facilities.
FALLS FIRE DEPT EMBEZZLEMENT UPDATE:
Mr. Hunt indicated that there has been no arrest to-date, the department is operating as is with no change and is financially sound. Legally it is still under investigation and will update as information is available.
SALT UPDATE:
Maniaci indicated he sent an email regarding this year's salt but has not received any information to-date.
OXFORD CIRCLE:
Maniaci indicated that Oxford Circle has been swept and received a thank you email from Miles Freeze.
TREE ON CONN ROAD:
Maniaci indicated nothing done to-date regarding tree on Burkhart property.
MAINTENANCE CREW COMPUTER:
Fiscal Officer Baughman will work on getting old UAN desktop installed so Curtis and Troy has access to training materials.
CLIFF MURPHY:
Hittle asked trustees regarding the Cliff Murphy. Maniaci indicated that we along with CAMM and Doug Davis discussed with Mr. Murphy that we couldn't do anything for his property as it is private property and his driveway was part of a right away. The driveway needed sloped and the only possible thing we could do was run some perforated pipe under his driveway, about 80 feet of pipe with catch basin to divert the water into his ditch.
GREGORY LANE/TERRACE SHORES:
Fell indicated he received all regarding drainage issue on property on Gregory Lane. Manaici asked Curtis possibility of running a pipe along the road to the river or a ditch vs. the existing 4 inch pipe that was installed many years ago by the township, however Maniaci indicated he cannot find any record of a right away that would allow us to proceed with anything.

ROAD UPDATES/ENGINEERS LETTER:
Maniaci indicated we have to schedule our own road meeting with the engineer before May 22. Maniaci will call engineer. Funds available: Type 1 funds $963, Type 2 funds $10,440.
STOP SIGNS:
Curtis indicated that it is the railroads responsibility for the stop sign on the Rock Cut railroad crossing.
TREES:
Maniaci and trustees indicated need to look at tree on corner of Dresden, Rock Cut, Powelson, and Chugg Run and Stonehenge. All Pro Trees will take care of the Stonehenge tree for us.
CHIP SEAL:
Maniaci indicated need to think about and discuss chip-seal. We did heavy oil last year on chip-seal and goal was to do less chip-seal this year and more asphalt. Would be nice to only use remaining stone for chip-seal and not even bid out gravel but will wait and see about the road conditions.
TROY:
Maniaci ask trustees any comments on feedback regarding how Troy was coming. Trustees agreed Troy was progressing and trying and working on getting more comfortable and agreed Curtis needs to progress as well with the training for Troy.

MAY 2016 REGULAR MEETING MINUTES
BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
May 5, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on May 5, 2016 at 7:00 P.M. in the Fire Building.
ATTENDANCE:
· Trustees: Mike Maniaci, Ed Fell.
· Fiscal Officer: Jason Baughman.
· Residents: 2 resident in attendance.
MINUTES:
The April 7, 2016 Regular minutes were read. Hittle motioned to approve, Fell seconded, Maniaci ayed.
CHECKS:
Checks were signed and approved for payment.
COUNTY COMMISSIONER FUNDS:
Fiscal officer Baughman indicated we received $2,500 Financial Grant from County Commissioners for 2016. All Muskingum county townships received the same amount.
OLD BUSINESS:
JONES ROAD:
Mrs. Cohagen stated there is a drain pipe issue on Cassies way where McCarty paved the road for us.
Maniaci indicated has a call into Scott Zemba regarding a crushed pipe from running over on Cassies way.
SALT UPDATE / STORAGE FEE:
Maniaci indicated we have a $10 per ton fee thru 12/31 for salt storage. Fell motioned to pay the $10 per ton fee on the remaining salt after may. The Roll call: Maniaci ayed, Fell ayed.
Maniaci read resolution 018-17 winter bid per ORC 5513.01B, ODOT winter salt bid contract for 100 tons. Roll Call: Maniaci ayed, Fell ayed.
TREE'S LEANING UPDATE:
Maniaci indicated still need to follow up on tree on Conn Road.
COMPUTER FOR MAINTENANCE:
Fiscal Officer indicated our best option is to buy a new computer. Baughman indicated that he doesn't think the old UAN computer is restorable for our intended purpose.
Maniaci motioned to buy a reasonably priced computer for our maintenance workers to use in the township garage. Fell seconded.
STOP SIGNS:
Maniaci indicated that Curtis and Troy received heir stop signs.
ROAD UPDATES / CHIP-N-SEAL:
Maniaci indicted the roads to prep for chip-seal: Georgia, Carolina, Baabs, Virginia, Conn, Fame, Dutch School, McCaslin, Dresden Ct., Tiffany. Curtis will order approximately 100 ton of hot mix to start prepping.
Maniaci stated that we will get estimates from the engineer for asphalt for Tiffany, Dresden Ct., Virgina, Pierre, and Baabs. with a separate bid for Stonehenge before we bid out.
GORSUCH ROAD PROPERTY:
Fell indicated met with new owner of Gorsuch road property, Ashley Roberts. He indicated that he was working on cleaning the property up.

BUILDING FOR SALT UPDATE:
CHARLIE:
Maniaci stated he ran into Charlie and thanked him for his work and he indicated he is not interested in working any more for the township.
MEETING WITH ENGINEER:
Maniaci indicated they had the meeting with the engineer and discussed the bridge on Prior road and St. Mary's and our type 2 money to use. We gave them our stop sign list. Our Type 1 money can be used for our stop signs and for our $500 safety grant.
CULVERTS:
Fell indicated culverts for Mark Gatton, Glenn Willow and Ashley Roberts, Gorsuch/Harper Drive and Wilson.
Fell indicated spoke with Curtis about a sign on Glenn Willow.
Fell indicated property on Conn Road has a 5" pipe in a ditch into a 12" culvert.
Fell indicated Curtis was prepping for culvert on 5007 Bedford Park.
Fell indicated Caw, on Southview had culvert issues on their property.
CARE WORKS:
Maniaci motioned to continue with Frank Gates/Care Works as our TPA for workers compensation. Fell seconded. Roll Call: Maniaci aye, Fell aye.
DELTA DENTAL:
Fell indicated that his spouse wasn't enrolled on his Delta Dental insurance. Fiscal Officer Baughman indicated that she was added and should be active going forward.
OTARMA INSURANCE:

BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
June 9, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on June 9, 2016 at 7:00 P.M. in the Fire Building.
ATTENDANCE:

The May 5, 2016 Regular minutes were read. Fell motioned to approve, Maniaci seconded.

CANDIDATE FOR COUNTY COMMISSIONER:
There was two candidates for County Commissioner in attendance; Dale Phillips and Mollie Crooks.
Dale Phillips is running against Cindy Cameron. Phillips spoke about shared services, communication, and utilizing grant opportunities.
Mollie Crooks is running against incumbent Jerry Lavy. Mollie spoke about communication, having a presence, leadership, working together, getting more with less, working on a vision and being elected to serve the best interest of the citizens as a whole.
Both candidates discussed communication, listening to the needs of the citizens, working with budgets, county engineer, audits and being accountable regardless if a public or private entity. Both plan on focusing on the Commissioner job if elected and not maintaining multiple jobs.
OLD BUSINESS:

Maniaci indicated we have not received any bill from Cargill for salt storage to date.
CONN ROAD:
Fell indicated he spoke with Pat Burkhart about the tree on Conn Road and he has no problem with us removing . Curtis and Troy will take care of.
COMPUTER FOR MAINTENANCE:
Maniaci authorized fiscal officer to purchase reasonably priced computer for the maintenance garage.
ROAD UPDATES:
Maniaci presented estimates from last year for review for asphalt and opened for discussion on chip-seal with Fell and Hittle. Fiscal officer indicated we can start with a budget of approximately $100K plus Type 2 funds as indicated by Maniaci. Tiffany ($23,930), Pierre ($15,322), Dresden Ct.($21,348), Baabs ($30,901), Georgia ($17,648), Virginia ($21,435), Water Cress ($14,117), Manchester ($23,585), Hampton ($43,226). Maniaci and Fell discussed patching and chip-seal for Georgia, Stonehenge, Manchester, Conn, Carolina to start.
Fell motioned to put out to bid asphalt for Dresden Ct., Tiffany, Pierre Dr. and approximately $35K worth of asphalt patching. Bids will be accepted over following three weeks and due at next meeting July 7th. Hittle seconded. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.

Chardon Road - Maniaci discussed with trustees a culvert options on Chardon Road and option to patch, extend it, dig up or replace.
Mark Gatton from Terrace Shores - Fell indicated that he said we don't need to do anything with his culvert.
Welch Road - Hittle indicated received call from a Lisa on Welch Road needs some ditching done.
Conn Road - Hittle indicated received call from Mark Blatt on Baabs Road has water issues near the apartments on Baabs Road.
Jones Road - Hittle presented $200 check from Jason Green for 40' culvert installation.
Dresden Road – Clean out topside ditches, and install rip rap as necessary on lower side.
INSURANCE:
Fell reviewed and discussed quotes from Parker Insurance, Ohio Risk Management, to compare with our current OTARMA insurance. Fell indicated that the annual premium less the premium credits and $500 grant we get from OTARMA vs. the credits we get from Ohio Risk Management the net impact is a wash and at the present time not a considerable savings and recommend continuing with OTARMA. Maniaci indicated that OTARMA is geared toward townships ad back when we had legal issues with the Fire Department OTARMA was there to assist. Maniaci also mentioned we should continue to look for savings for the township for insurance like OTARMA and our health insurance including exploring HSA options.
EMAILS:
Maniaci indicated that in the news there has been decisions regarding emails of public officials in regards to the sunshine law. We have to be careful when utilizing email and text. We don't make any decisions in these means and only at meetings in front of the public.
COMMUNITY GARDEN:
Fell discussed with trustees a community garden option of utilizing the excess land we have next to the township. Maniaci also indicated there may grant options for things such as for playgrounds.

INSURANCE:
Fiscal Officer indicated the Aetna Health Insurance policy renewed July 1. The same plan from Aetna last year was not offered from Aetna this year. The renewal plan is comparable in terms of deductible. Aetna sets the plan co-pays and out-of-pocket. Fiscal officer also presented 2 other HSA options received from Trisha at Rankin if we want to explore other options in the future.
ATTORNEY GENERAL UPDATES:
Fell indicated that attorney general has made some rulings on texts and email communication and as public officials we need to be and we are careful as to wording and communication in these forms of communication.
NEW RILEY ROAD:
Maniaci indicated that the culvert on the New Riley Road resident looks to have a right-away for us and we can take care of it. Maniaci will get Curtis and Troy to take care of the culvert issue.
FAWN ROAD:
Fell indicated there is a ditch on Fawn Road to take a look at. He will get Curtis and Troy to address.
CHRIS FOSTER:
Maniaci indicated he received a call from Chris Foster regarding chip-seal but has not had chance to follow-up with him yet.
ARNIES WAY:
Fell indicated the road and ditches on Arnies Way near the mobile home place were tore up and needed some patching and ditching.
JAN CRAWMER:
Maniaci will speak with Jan Crawmer regarding some patching and chip-seal.
CHIP-SEAL OIL:
Hittle and Maniaci indicated that the heavy oil that we used last year for chip-seal seems to be working better than the light oil used in the past and will consider again this year.

CINDY CAMERON - COUNTY COMMISSIONER:
Cindy Cameron, county commissioner was in attendance. Cindy spoke about the upcoming election. She will be running against Dale Phillips while Mollie Crooks will be running against Jerry Lavy. She spoke about her background. Cindy stated she goes to work every day and does her best to help everyone that comes in our office. She feels as commissioner and she does business with the doors open and lights on and visible to the public.
RESIDENTS OF CASSIES WAY:
Residents of Cassies Way were in attendance to discuss chip-seal and asphalt on Cassies Way off of Jones Road. Residents were concern with the oil mess of chip-seal on the portion of Jones Road leading into Cassies Way. Their concern was that Cassies way was going to be chip-seal over existing asphalt and concern for the safety hazard of the portion of Jones Road that is chip-seal. Maniaci indicated that years ago, his understanding that John McCarty would pay for asphalt from Rt. 60 to Cassies Way but at the time Mr. McCarty never did reimburse the township for this. Maniaci indicated that he and the trustees would look at estimates on asphalt for the portion of Jones Road to Cassies Way. The residents inquired on asphalt cost for Cassies Way. Maniaci indicated that we can get some estimates and the option to assess their taxes for half of 51% of residents agree to or if they remain patient the trustees will look at in the future to put on our list of asphalt projects as we look at each year and our existing budget. Cindy Cameron stated that the county engineer only paved 6 miles in Muskingum County last year. Hittle indicated that we don't plan on going into a subdivision and chip-seal over an asphalt road. Fell indicated if we had the budget we would paved them all but in the mean time use chip-seal to hold the roads together as long as possible. The trustees apologized to the residents and would look at estimates and fix the loose stone and oil issue in the mean time.
Maniaci also indicated on subdivision, developers and owners of these subdivisions that can afford to asphalt the roads, in turn over to the county and when specs are met the county turns over to the townships to maintain going forward adding to the miles of asphalt to maintain with limited budget.
Mr. Scott Ritchie ask about widening of the road. Maniaci indicated that would be expensive project and uncertain at the moment about exactly how to go about this.
Other resident expressed concern with cinders being applied on his cul-de-sac and the mess it leaves and request salt instead of cinders going forward. Hittle stated we paid $74 per ton for salt while other counties on the state purchase agreement paid $49 per ton. We have 2 trucks and 1 small truck to run in the winter. We have 2 full time and some part-time during the winter and the trustees will run the small truck and we maintain 49 miles.
Mr. Scott Ritchie ask about a tornado siren in our township. Hittle will follow-up with Bo Keck about the tornado sirens in the county.
Another resident stated that he moved and has been resident for 4 years in Muskingum Township and indicated the roads have been maintained far better than any township he lived in previously.

DRUG TESTING / TRAINING:
Fell asked about drug testing for employees. Maniaci indicated this has been addressed. Fiscal Officer indicated that this was his oversight for not following up timely and getting the township employees notified of the testing and has and will be addressed going forward.

OLD BUSINESS:

JONES ROAD: Maniaci talked with Kevin regarding the section of Jones Road paving for the residents of Cassies Way. Maniaci stated the estimate from Shelly was approximately $15,500. Kevin was going to discuss with the residents and get back to Maniaci.
STAGECOACH: Fell indicated received complaint from gentlemen on Stage Coach about some stone spreading. The issue has been addressed and resolved and the gentlemen is fine with it.
TREE ON CONN: Fell indicated that the Pat on Conn Road is ok with the tree removal. Maniaci ask Curtis to get him and the trustees list of trees that looks like we need to address while we have the bucket truck for the Conn Road tree removal. Curtis indicated there is a tree on Chugg Run and Prior Road to look at.
NORTH VISTA: Maniaci indicate received call from Commissioners regarding the North Vista project. Maniaci told them that we already have received letter and signed regarding taking over North Vista as long as the commissioner's sign off on. Fell indicated that the portion between the Exxon station and storage and car wash was not part of the original North Vista project. The dedication of the new apartments on North Vista is September 23rd at 10am.
FALLS FIRE: Fell indicated we still have not received follow up on the soft billing we addressed a few months back. Fell stated we have not received any other information surrounding the falls embezzlement issue. Fell indicated that the property that burnt on Gorsuch still needs cleaned up. Maniaci will try to contact Brady on status. Fell stated that if ok with the other two trustees to explore other bids from the likes of Dresden, Zanesville fire departments for service. Maniaci and Hittle indicated they had no problem with Ed addressing. The contract comes up for renewal in 2017. Fell expressed concerns regarding equipment needs and ownership of equipment in the near future. Fiscal officer stated we have 2 remaining payments on the fire truck. Hittle ask why are we as trustees responsible to oversee and receive the fire funds. Maniaci indicated the O.R.C. states trustees and township legally by law are not required to supply fire and ems, however we do. Maniaci indicated that he did speak to the ex-treasurer of Falls and he indicated that Falls Fire books are audited every year by Moore, Riley. Falls Fire also has a board of directors that they report to.

2017 ESTIMATED TAX BUDGET:
Fiscal Officer Baughman presented to the trustees the 2017 resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor. The official certificate of estimated resources for 2017 includes estimated carryover of $26,633, taxes $382,520 and amounts from other sources $210,350 for total 2017 budget of $622,504. The amount approved by budget commission inside the 10 mil limitation $300,329. Amount approved from levies outside the 10 mil limitation $108,949. Maniaci moved the adoption of the resolutions. CURTIS: Curtis indicated we need some new tires for the mower, truck repairs and some safety clothing. Curtis to get some prices on tires and repairs for the trustees and will purchase the safety gear for Jared.

FIRE CONTRACT/FALLS:
Fell indicated that he spoke with Dresden and their interest in providing services when our contract with Falls is up. Dresden staffs 12 hours, 7am to 7pm. Fell is going to speak with Fred Buck with Zanesville. Fell indicated that after last meeting regarding Falls accountants Moore Riley, it sounds like Falls Fire doesn't have an full audit of the financials. Fell indicated Dresden studies for a fire district shows a 4-6 mill levy needed from each township. We are still waiting on Falls to present the results of their fire district study.
NEW BUSINESS:
STORM WATER (CASSIES WAY)
Resident Cole Ryan and Frank Cigole discussed storm water runoff with the trustees, Curtis and Jared. Mr. Ryan is building a house next to Mr. Cigole on Cassies Way. Questions discussed included storm water runoff and ditching and trustees responsibility surrounding the water runoff. The trustees and residents discussed the right-away options, trenching, catch basin and curbs as solution to the water runoff away from Mr. Ryan and Mr. Cigole's property. Mr. Ryan proposed trench drain, box drain in the right-away and has quotes from Steve Tetrak for installation of the trench drain while installing Mr. Ryan's driveway. The original road and ditch specifications were accepted by the county engineer and commissioners. The township takes over the maintenance of the roads and ditches only after the acceptance from the county engineer and commissioners. Maniaci stated he would have to discuss storm water and trustee responsibility with the prosecuting attorney for more clarity on storm water. Mr. Cigole indicated that after discussing, the development issues falls off on the county. Mr. Ryan and Mr. Cigole will discuss with county engineer of alternative options after discussing with the trustees.

November 3, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on November 3, 2016 at 7:00 P.M. in the Fire Building.
ATTENDANCE:

OLD BUSINESS:
FIRE CONTRACT:
Fell indicated he is going to meet with Mr. Buck from Zanesville City to discuss Fire Contract Services.
DRAINAGE ON CASSIES WAY:
Maniaci provided follow-up regarding drainage on Cassies Way and responsibilities of the Trustees. We have options. Per ORC 5543.12, County Engineer Right Of Entry, may enter any lands adjacent to any highways along county for the purpose of opening an existing ditch or drain or for digging a new ditch or drain for free passage of water for the drainage of highways. Doug Davis indicated if we were to do this it would be a one-time entry with a work order agreement and recorded with county recorder and tied to the landowners deed. Bud Chess indicated that the township's responsibility is to keep roads and ditches clear and safe. Doug Davis indicated that this was a Loren Camp subdivision and Mark Icoff was the architect of the development and how do we know the lots on the cul-de-sac was intended for sale and to be used for water runoff.
TREES ON STAGECOACH:
Maniaci indicated he has not spoke to the gentlemen on Stagecoach regarding the trees.
BRIDGES:
Maniaci indicated he spoke with Doug Davis regarding the bridges on St. Mary's and Green Road. Davis indicated that there isn't much we can do with Green Road unless something happens to it and if anything the road and bridge would need raised. St. Mary's bridge repair option would be to build it up with rip rap. Maniaci indicated he will get Davis to give us an estimate on repairing with concrete.
SALT BIN:
Maniaci spoke with Davis regarding a salt bin. Davis as the beams to do this and we can use our issue 2 money and go up to 3 years worth of issue 2 money. Trustees, Curtis and Jared discussed salt options. Fell indicated using pure salt on some of these hills may melt better and eliminate the need to go back and sweep the cinders we currently have been using. Maniaci will look into options for outfitting our trucks for salt only and get estimate from Davis for salt building.
NEW BUSINESS:
ROAD GRADER:
Mr. Stephen and Adam West from Southeastern Equipment was in attendance do discuss Road Grader options and presented two Road Grader proposals for the trustees to review. 2016 Case 865B Motor Grader for $193,457 and a 2013 Case 865B Motor Grader for $175,000. Trustees discussed trade-in vs. bidding out options for the old grader.
LICKING TOWNSHIP - PAUL DUNFEE
Mr. Dunfee from Licking Township was in attendance to discuss hiring out 1 or 2 days of our service for some boom mowing for Licking Township. Trustees will contact Mr. Dunfee to arrange and determine price per hour.

PURPOSE OF MEETING:

OLD BUSINESS:
ROAD GRADER:
Mr. Adam West from Southeastern Equipment was in attendance do discuss Road Grader options with the trustees. Trustees discussed warranty options, trade-in options and emission issues when purchasing new grader vs. a used option and financing options. Trustees will table grader discussion until end of year meeting.
SALT BIN:
Trustees discussed salt bin options. Maniaci spoke with Doug Davis about pricing. Davis quoted steel in ground 20' x 40' building using I beams for $30,000 plus roof. Trustees, Curtis, and Jared discussed looking for other options and estimates.
PATCHING:
Maniaci indicated Stonehenge and Conn Road patching is complete. Georgia patching will be done in the spring of 2017.
FIRE DEPT:
Fell indicated Zanesville seems receptive to a fire contract. We have till June to decide on fire contract renewals.
FIRE LEVY:
Maniaci indicated falls inquired on a replacement levy on the spring ballot. The existing fire levy expires December 21, 2017. Trustees and fiscal officer indicated that the deadline has expired to add any additional levy on the spring ballot.
FIRE EQUIPMENT:
Mrs. Sellers inquired about fire equipment owned by the township. Maniaci and trustees indicated most of the old equipment is out dated and replaced by Falls. We still own the two fire trucks and Yukon.
BRIDGES:
Fell indicated that Green Road bridge was the county. Maniaci indicate that Doug Davis never actually looked at the bridge and the county was not going to do anything with this bridge. Davis indicated that we as township can rip rap it if we want to.
PRIOR ROAD:
Maniaci indicated that the Prior Road guard rail has been completed.
NEW BUSINESS:
NORTH VISTA:
Maniaci received resolution from county commissioners for the dedication of North Vista Drive. Resolution 16-0911. Per ORC 5553.31. The county commissioners dedicate North Vista Drive to Muskingum Township to maintain.

STAGECOACH:
Maniaci indicated that nothing to date has been done with pine trees on Stagecoach Road.
CASSIES WAY:
Hittle and the trustees will follow-up with Cole on Cassies Way property and what has been done with the drainage.
CINDERS:
Curtis indicated that the power plant has been shut down temporarily and we haven't been able to get any cinders hauled.
EQUIPEMENT:
Curtis indicated the snow plow needs a back hoe cutter for $250.

Mr. Adam West from Southeastern Equipment was in attendance do discuss Road Grader options with the trustees. Our existing grader has issues with getting parts due to the age of the equipment. Adam West agreed to provide free of charge 4 new tires to the purchase of the 2013 Case 865B Motor Grader. Maniaci motioned to accept the purchase of the 2013 Case 865B Motor Grader for $157,770, estimated annual 3.1%, $1,530 down plus $16,000 trade-in-value, six year term with payments of $29,220.55 with the first payment due one year from date of close. The trustees will put out to bid the old grader. Hittle indicated that he will discuss with the county as our old grader may be of interest to them. Fell seconded. LICKING TOWNSHIP - PAUL DUNFEE
Mr. Dunfee from Licking Township was in attendance to discuss billing of our service for some boom mowing for Licking Township. Total hours spent by Curtis were 18 hours and Jared 18 hours. Trustees agreed with Mr. Dunfee of a rate of $50 per hour for a total of $1,800. Fiscal Officer Baughman will mail Fiscal Officer David Hanby of Licking Township the invoice.
STAGECOACH TREES:
Maniaci indicated no word on the trees to date.
SALT BIN PRICING:
Maniaci indicated that Curtis and Jared hasn't provided any estimates for us to review.
FIRE LEVY:
Maniaci indicated that he spoke with board of elections and time has passed in order for any additional levies to be added to the spring ballot.
CASSIES WAY PROPERTY:
Hittle and trustees has not spoke to Cole to date regarding the drainage on Cassies Way and will have to wait and see.
SAFETY GRANT:
Fiscal Officer Baughman indicated that the $500 More Safety Grant was received.

2014-2015 AUDIT:
Maniaci indicated that the 2014-2015 audit has been completed and available and everything was in compliance per the audit and the trustees commended Fiscal Officer for his work.
2017 BUDGET:
Maniaci indicated that budget wise we are in good health with a nice carryover going into 2017.
TOWNSHIP TRASH SERVICE:
Hittle presented the idea to trustees about exploring having one main trash company for the entire township opposed to having 3 or 4 different company's trafficking on our roads. Other townships, villages, cities have this and could help save on the repair and maintenance of our roads by eliminating some of the heavy truck trafficking on our roads.
YEAR-END INVENTORY:
Maniaci indicated Curtis has completed the annual year-end inventory and will get it submitted to the county engineer.
RE-ORGIZATIONAL MEETING:
Maniaci reminded everyone of the 2017 re-organization meeting, records commission and regular meeting is scheduled for January 5, 2017 at 7pm. Maniaci also commended the trustees and fiscal officer for a good year and all their help.

January 11, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in special session on January 11, 2016 at 7:00 P.M. in the Fire Building for the purpose of the 2016 Re-Organizational Meeting.
ATTENDANCE:

Nomination of President:
· Fell nominated Mike Maniaci for President, Hittle seconded. Maniaci ayed.
Nomination of Burial Committee:
· Maniaci motion to have Matt Hittle and Ed Fell on the Burial Committee. Hittle seconded. Fell ayed.
Emergency Labor:
· Maniaci motion that emergency labor paid as following:
· $14.00 per hour with a CDL license and $12.00 per hour without. Fell seconded. Hittle ayed.
Public Records Policy:
· Maniaci made motion to adopt a change to our current township public records policy.
· Public records will be provided in a timely manner.
· Charge will be: first 10 copies free, $.10 per page, going rate of a flash drive or CD copy. Fell seconded. Hittle ayed. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.
Credit Card Policy:
· Maniaci made a motion to continue and accept our current credit card policy.
· All three trustees, fiscal officer, township maintenance workers will have access to the cards.
· The limits for all cards will be $150 per transaction. If over that amount, permission must be obtained by township trustees. Hittle seconded. Fell ayed.
Township Equipment:
· Maniaci made the motion that the Township equipment can be operated by all road crew and trustees or any other person who has been authorized by the trustees or road crew to do so. Hittle seconded. Fell ayed.
Annual Inventory:
· Maniaci stated the inventory is complete and have received confirmation of receipt from County Engineer per O.R.C. 505.04.
Records Commission:
· The Records Commission, according to O.R.C. 149.42 will consist of a Chairman of the Board; this being Mike Maniaci and the Fiscal Officer, Jason Baughman will be the Records Commission. Maniaci made the motion, seconded by Fell. Hittle ayed.
Mileage Reimbursement:
· Maniaci motion that employees/elected officials who are authorized to use their private vehicles for township business such as conferences, training, etc. will be reimbursed at the standard mileage reimbursement rate established by the I.R.S. of 54 cents per mile which is allowable under the O.R.C. Fell seconded. Hittle ayed.
Township Meetings:
· Maniaci moved to keep the regular monthly township meetings the first Thursday of every month.
· Notice will be posted in the newspaper once, on the website and posted monthly on the sign in the front of the township.
· Special meetings will be posted on the website, sign out in the front of the township hall and newspaper at least 24 hours before the meeting. Hittle seconded. Fell ayed.
Personal Files Policy:
· Maniaci motioned to appoint the fiscal officer to have control of all storage and distribution of personnel files and information.
· All personnel files will be in a locked filing cabinet maintain request log, if there is a question of what can or cannot be released, fiscal officer is to contact legal counsel, Bud Chess. Violation may result in written reprimand issued from the prosecutor’s office and could lead to termination depending on the situation.

2016 Temporary Appropriations:
· Maniaci motioned adoption of the Annual Temporary Appropriations Resolution for fiscal year December 31, 2016 (per O.R.C. 5705.38) until the Amended Official Certificate of Estimated Resources is adopted and received from the Office of Budget Commission, Muskingum County, Ohio. Carryover of $58,487.53, 2016 Estimated Resources $592,870.11 for total budget of $651,357.72. Temporary appropriations of 25% for total of $162,839.43 until permanent appropriation approved. HELBLING:
Fell spoke with Helbling about drainage and had doubt that Mr. Helbling would do anything with clean-up.
GORSUCH ROAD:
Fell spoke with Falls fire about the property on Gorsuch that burnt down. Fell indicated that an attorney at the annual township conference stated that they can access the property. Fell indicated Joe Hunt was good at getting back with him but continues to say they can't go on the property. We need to inquire with state fire marshal for more information.
NORTH VISTA ROAD:
Fell indicated that there was still drainage issues on the road at North Vista and if the county engineer sign off on it. Maniaci stated that he has no knowledge of it. They will ask us for a letter of acceptance once they approve the specs of the road. Fell would inquire about this with the engineer.
TREE ON CONN ROAD:
The tree on Conn road has been cut down and went well.
SALT SUPPLY:
Troy and Curtis brought about 3 loads of salt down from the county storage and our building is about 1/2 full.
NEW BUSINESS:
TOWNSHIP CONFERENCE:
Maniaci and Fell went to the conference. Maniaci indicated that they looked at a road dura-patcher at the conference. Cost of investment is about $50K. No decision has been made but Fell and Maniaci indicated we will explore our options, material cost and benefits. Maniaci also spoke of an idea of disaster communication plan learned about at the conference. Fell spoke about learning about RUMA (Road usage agreements) and Nuisance properties plans.
LTAP:
Maniaci indicated that LTAP has road grants for townships but has to have a high fatality rate. Their website has a list and we rank 280 and we don't qualify for the grant.
STOP SIGNS:
Maniaci and Hittle indicated we need to get some stop signs.
TOWNSHIP MOWING 2016:
Jerry Miller presented a proposal for mowing of township cemetery for 2016 at $464 per mow for period of 7 months. Fell motioned to accept the proposal and continue with Twin Hills Landscaping for our mowing of cemeteries for 2016. Maniaci seconded. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.
CEMETARY:
Fell indicated that at the township conference they spoke of mapping policy for cemeteries, spreading of ash policy and scatter gardens.

Maniaci indicated Troy was a good worker but asked Curtis to provide Troy some additional training on plowing of roads to help with him getting closer to the roads and to speed him up on improving his performance. STOP SIGNS:
Maniaci indicated the deadline for new stop signs is no longer applicable and townships can update as they can. There has been nothing finalized on the reflection strips.
NORTH VISTA DRIVE:
Fell spoke with Shawn Johnson about drainage issue between the two driveway next to Vista drive thru. The issue wasn't part of the original proposal and we need to discuss with engineer before we approve of specs when time to take over the road. Maniaci indicated the engineer was suppose to have plans for it.
FIRE DEPARTMENT:
Maniaci indicated that we should have some Falls representative at our next meeting to discuss the soft billing issue. Joe stated that in the past someone was at the Township fire station on Friday's and now have changed to Wednesday and Friday.

Joe Hunt indicated that next month the feasibility report will be submitted for the fire district and in about 60 days should know more information. As for the fire truck, any payoff and sell of the fire truck will not be done until the fire district feasibility report comes back and without the prosecuting attorneys determination on the fire district and subrogation of property.
GORSUCH ROAD:
Fell indicated he spoke with Joe Hunt from Falls and any from state fire marshal's office. Andy indicated it was their duty to look at the property on Gorsuch if there is a threat of danger. Fell stated he would like some resolution with the Gorsuch property before someone gets hurt.
SALT SUPPLY:
Maniaci indicated we ordered 50 tons of salt from Cargill last month. Waiting on word of storage cost for the additional salt.

Fell stated there looks to be another tree near the curb at Conn Road and Mattingly property that looks like it might need removed.
OTARMA RISK ASSESSMENT:
Maniaci indicated part of OTARMA insurance and every 3 years someone from Risk Assessment comes here to go over our risk assessment. Maniaci indicated we were in very good shape and there were 3 recommendations made:
1. Document road time - when we ride roads we should maintain logs/records of times for when signs are down and replacement of signs.
2. Continuous training - should incorporate some continuous training with the guys. We need to replace the computer in the garage so Troy and Curtis can do some online training. Baughman will look into getting the old UAN computer in the township garage for Troy and Curtis.
3. Drivers license background checks.

BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
April 7, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on April 7, 2016 at 7:00 P.M. in the Fire Building.
ATTENDANCE:

OLD BUSINESS:
FALLS TWP. FIRE DEPT SOFT BILLING:
Joe Hunt from Falls Fire Dept was in attendance to answer questions regarding soft billing, Walnut Hills, fire district, our contract, embezzlement, and Gorsuch Road property.
Fell stated to Mr. Hunt that based on our contract we are to receive reports and communication and feels we have not been receiving this from Falls. He feels our contract is month-to-month and there needs to be better communication and compliance to our contract. Fell stated that he along with some residents has been mislead from our prior levy meeting Falls attended and in regards to the "soft-billing" process and definition of.
Mr. Hunt indicated that this was the first time he has been asked to come out to a meeting and answer questions from anyone from his department.
Mr. Hunt confirmed that Fell and trustees were correct in the billing practice is to have 4 bills sent with 2 phone calls. However, after 4 bills and 2 calls the customer is not turned in to collections for non-payment.
His understanding is that non-collections is "soft-billing."
Mr. Hunt confirmed that Walnut Hills was billed differently because it is a dual response location with Licking Township.
Mr. Hunt explained 3 billing types:
1. Mileage - $20 per loaded mile which is dictated by Medicare and Medicaid
2. Basic support service - $500 (example: broken leg, splint)
3. Advance life support 1 - $650 (example
4. Advance life support 2 - $900
Mr. Hunt indicated Tammy at our billing company does billing for 18 other agencies and receives a percentage commission on the collections approximately 5-10%.
Mr. Hunt will get with Captain Norris regarding more clarification regarding soft billing and possible change in verbiage to the definition of soft billing and communicate this with their billing company.
Mr. Hunt indicated that his and department goal has been to get at least 2 people staffed at the township 24/7.
Mr. Hunt indicated that the fire district feasibility report is expected sometime around mid June.
GORSUCH RD. PROPERTY:
Fell indicated that there has been a resolution on the Gorsuch Road property that was damaged by fire. There is new owner of the Gorsuch Road property and is expected to be cleaned up as the new owner is putting in a car lot.
FALLS CONTRACT SUBLET:
Fell ask Mr. Brady about any sublet fees charged such as for coon hunters. There is no fees charged. Maniaci and Fell indicated trustees just need to know about any sublet and should prepare a basic waiver to be signed for any sublet of the township facilities.
FALLS FIRE DEPT EMBEZZLEMENT UPDATE:
Mr. Hunt indicated that there has been no arrest to-date, the department is operating as is with no change and is financially sound. Legally it is still under investigation and will update as information is available.
SALT UPDATE:
Maniaci indicated he sent an email regarding this year's salt but has not received any information to-date.
OXFORD CIRCLE:
Maniaci indicated that Oxford Circle has been swept and received a thank you email from Miles Freeze.
TREE ON CONN ROAD:
Maniaci indicated nothing done to-date regarding tree on Burkhart property.
MAINTENANCE CREW COMPUTER:
Fiscal Officer Baughman will work on getting old UAN desktop installed so Curtis and Troy has access to training materials.
CLIFF MURPHY:
Hittle asked trustees regarding the Cliff Murphy. Maniaci indicated that we along with CAMM and Doug Davis discussed with Mr. Murphy that we couldn't do anything for his property as it is private property and his driveway was part of a right away. The driveway needed sloped and the only possible thing we could do was run some perforated pipe under his driveway, about 80 feet of pipe with catch basin to divert the water into his ditch.
GREGORY LANE/TERRACE SHORES:
Fell indicated he received all regarding drainage issue on property on Gregory Lane. Manaici asked Curtis possibility of running a pipe along the road to the river or a ditch vs. the existing 4 inch pipe that was installed many years ago by the township, however Maniaci indicated he cannot find any record of a right away that would allow us to proceed with anything.

Curtis indicated that it is the railroads responsibility for the stop sign on the Rock Cut railroad crossing.
TREES:
Maniaci and trustees indicated need to look at tree on corner of Dresden, Rock Cut, Powelson, and Chugg Run and Stonehenge. All Pro Trees will take care of the Stonehenge tree for us.
CHIP SEAL:
Maniaci indicated need to think about and discuss chip-seal. We did heavy oil last year on chip-seal and goal was to do less chip-seal this year and more asphalt. Would be nice to only use remaining stone for chip-seal and not even bid out gravel but will wait and see about the road conditions.
TROY:
Maniaci ask trustees any comments on feedback regarding how Troy was coming. Trustees agreed Troy was progressing and trying and working on getting more comfortable and agreed Curtis needs to progress as well with the training for Troy.

Maniaci stated that we will get estimates from the engineer for asphalt for Tiffany, Dresden Ct., Virgina, Pierre, and Baabs. with a separate bid for Stonehenge before we bid out.
GORSUCH ROAD PROPERTY:
Fell indicated met with new owner of Gorsuch road property, Ashley Roberts. He indicated that he was working on cleaning the property up.

CANDIDATE FOR COUNTY COMMISSIONER:
There was two candidates for County Commissioner in attendance; Dale Phillips and Mollie Crooks.
Dale Phillips is running against Cindy Cameron. Phillips spoke about shared services, communication, and utilizing grant opportunities.
Mollie Crooks is running against incumbent Jerry Lavy. Mollie spoke about communication, having a presence, leadership, working together, getting more with less, working on a vision and being elected to serve the best interest of the citizens as a whole.
Both candidates discussed communication, listening to the needs of the citizens, working with budgets, county engineer, audits and being accountable regardless if a public or private entity. Both plan on focusing on the Commissioner job if elected and not maintaining multiple jobs.

Maniaci and Fell discussed patching and chip-seal for Georgia, Stonehenge, Manchester, Conn, Carolina to start.

Dresden Road – Clean out topside ditches, and install rip rap as necessary on lower side.
INSURANCE:
Fell reviewed and discussed quotes from Parker Insurance, Ohio Risk Management, to compare with our current OTARMA insurance. Fell indicated that the annual premium less the premium credits and $500 grant we get from OTARMA vs. the credits we get from Ohio Risk Management the net impact is a wash and at the present time not a considerable savings and recommend continuing with OTARMA. Maniaci indicated that OTARMA is geared toward townships ad back when we had legal issues with the Fire Department OTARMA was there to assist. Maniaci also mentioned we should continue to look for savings for the township for insurance like OTARMA and our health insurance including exploring HSA options.
EMAILS:
Maniaci indicated that in the news there has been decisions regarding emails of public officials in regards to the sunshine law. We have to be careful when utilizing email and text. We don't make any decisions in these means and only at meetings in front of the public.
COMMUNITY GARDEN:
Fell discussed with trustees a community garden option of utilizing the excess land we have next to the township. Maniaci also indicated there may grant options for things such as for playgrounds.

INSURANCE:
Fiscal Officer indicated the Aetna Health Insurance policy renewed July 1. The same plan from Aetna last year was not offered from Aetna this year. The renewal plan is comparable in terms of deductible. Aetna sets the plan co-pays and out-of-pocket. Fiscal officer also presented 2 other HSA options received from Trisha at Rankin if we want to explore other options in the future.
ATTORNEY GENERAL UPDATES:
Fell indicated that attorney general has made some rulings on texts and email communication and as public officials we need to be and we are careful as to wording and communication in these forms of communication.
NEW RILEY ROAD:
Maniaci indicated that the culvert on the New Riley Road resident looks to have a right-away for us and we can take care of it. Maniaci will get Curtis and Troy to take care of the culvert issue.
FAWN ROAD:
Fell indicated there is a ditch on Fawn Road to take a look at. He will get Curtis and Troy to address.
CHRIS FOSTER:
Maniaci indicated he received a call from Chris Foster regarding chip-seal but has not had chance to follow-up with him yet.
ARNIES WAY:
Fell indicated the road and ditches on Arnies Way near the mobile home place were tore up and needed some patching and ditching.

CINDY CAMERON - COUNTY COMMISSIONER:
Cindy Cameron, county commissioner was in attendance. Cindy spoke about the upcoming election. She will be running against Dale Phillips while Mollie Crooks will be running against Jerry Lavy. She spoke about her background. Cindy stated she goes to work every day and does her best to help everyone that comes in our office. She feels as commissioner and she does business with the doors open and lights on and visible to the public.
RESIDENTS OF CASSIES WAY:
Residents of Cassies Way were in attendance to discuss chip-seal and asphalt on Cassies Way off of Jones Road. Residents were concern with the oil mess of chip-seal on the portion of Jones Road leading into Cassies Way. Their concern was that Cassies way was going to be chip-seal over existing asphalt and concern for the safety hazard of the portion of Jones Road that is chip-seal. Maniaci indicated that years ago, his understanding that John McCarty would pay for asphalt from Rt. 60 to Cassies Way but at the time Mr. McCarty never did reimburse the township for this. Maniaci indicated that he and the trustees would look at estimates on asphalt for the portion of Jones Road to Cassies Way. The residents inquired on asphalt cost for Cassies Way. Maniaci indicated that we can get some estimates and the option to assess their taxes for half of 51% of residents agree to or if they remain patient the trustees will look at in the future to put on our list of asphalt projects as we look at each year and our existing budget. Cindy Cameron stated that the county engineer only paved 6 miles in Muskingum County last year. Hittle indicated that we don't plan on going into a subdivision and chip-seal over an asphalt road. Fell indicated if we had the budget we would paved them all but in the mean time use chip-seal to hold the roads together as long as possible. The trustees apologized to the residents and would look at estimates and fix the loose stone and oil issue in the mean time.
Maniaci also indicated on subdivision, developers and owners of these subdivisions that can afford to asphalt the roads, in turn over to the county and when specs are met the county turns over to the townships to maintain going forward adding to the miles of asphalt to maintain with limited budget.
Mr. Scott Ritchie ask about widening of the road. Maniaci indicated that would be expensive project and uncertain at the moment about exactly how to go about this.
Other resident expressed concern with cinders being applied on his cul-de-sac and the mess it leaves and request salt instead of cinders going forward. Hittle stated we paid $74 per ton for salt while other counties on the state purchase agreement paid $49 per ton. We have 2 trucks and 1 small truck to run in the winter. We have 2 full time and some part-time during the winter and the trustees will run the small truck and we maintain 49 miles.
Mr. Scott Ritchie ask about a tornado siren in our township. Hittle will follow-up with Bo Keck about the tornado sirens in the county.
Another resident stated that he moved and has been resident for 4 years in Muskingum Township and indicated the roads have been maintained far better than any township he lived in previously.

DRUG TESTING / TRAINING:
Fell asked about drug testing for employees. Maniaci indicated this has been addressed. Fiscal Officer indicated that this was his oversight for not following up timely and getting the township employees notified of the testing and has and will be addressed going forward.

OLD BUSINESS:
DITCHES: Fell indicated ditches on Hickory Hills, Chardon, Georgia and Fawn Drive have been cleaned out.
CULVERTS: Maniaci spoke with gentlemen with culvert issue on New Riley and Curtis and Jarrod will take care of.
DANA BALDWIN CULVERT: We received check from Dana Baldwin for culvert install.
JONES ROAD: Maniaci talked with Kevin regarding the section of Jones Road paving for the residents of Cassies Way. Maniaci stated the estimate from Shelly was approximately $15,500. Kevin was going to discuss with the residents and get back to Maniaci.
STAGECOACH: Fell indicated received complaint from gentlemen on Stage Coach about some stone spreading. The issue has been addressed and resolved and the gentlemen is fine with it.
TREE ON CONN: Fell indicated that the Pat on Conn Road is ok with the tree removal. Maniaci ask Curtis to get him and the trustees list of trees that looks like we need to address while we have the bucket truck for the Conn Road tree removal. Curtis indicated there is a tree on Chugg Run and Prior Road to look at.
NORTH VISTA: Maniaci indicate received call from Commissioners regarding the North Vista project. Maniaci told them that we already have received letter and signed regarding taking over North Vista as long as the commissioner's sign off on. Fell indicated that the portion between the Exxon station and storage and car wash was not part of the original North Vista project. The dedication of the new apartments on North Vista is September 23rd at 10am.
FALLS FIRE: Fell indicated we still have not received follow up on the soft billing we addressed a few months back. Fell stated we have not received any other information surrounding the falls embezzlement issue. Fell indicated that the property that burnt on Gorsuch still needs cleaned up. Maniaci will try to contact Brady on status. Fell stated that if ok with the other two trustees to explore other bids from the likes of Dresden, Zanesville fire departments for service. Maniaci and Hittle indicated they had no problem with Ed addressing. The contract comes up for renewal in 2017. Fell expressed concerns regarding equipment needs and ownership of equipment in the near future. Fiscal officer stated we have 2 remaining payments on the fire truck. Hittle ask why are we as trustees responsible to oversee and receive the fire funds. Maniaci indicated the O.R.C. states trustees and township legally by law are not required to supply fire and ems, however we do. Maniaci indicated that he did speak to the ex-treasurer of Falls and he indicated that Falls Fire books are audited every year by Moore, Riley. Falls Fire also has a board of directors that they report to.

2017 ESTIMATED TAX BUDGET:
Fiscal Officer Baughman presented to the trustees the 2017 resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor. The official certificate of estimated resources for 2017 includes estimated carryover of $26,633, taxes $382,520 and amounts from other sources $210,350 for total 2017 budget of $622,504. The amount approved by budget commission inside the 10 mil limitation $300,329. Amount approved from levies outside the 10 mil limitation $108,949. Maniaci moved the adoption of the resolutions. CURTIS: Curtis indicated we need some new tires for the mower, truck repairs and some safety clothing. Curtis to get some prices on tires and repairs for the trustees and will purchase the safety gear for Jared.

FIRE CONTRACT/FALLS:
Fell indicated that he spoke with Dresden and their interest in providing services when our contract with Falls is up. Dresden staffs 12 hours, 7am to 7pm. Fell is going to speak with Fred Buck with Zanesville. Fell indicated that after last meeting regarding Falls accountants Moore Riley, it sounds like Falls Fire doesn't have an full audit of the financials. Fell indicated Dresden studies for a fire district shows a 4-6 mill levy needed from each township. We are still waiting on Falls to present the results of their fire district study.
NEW BUSINESS:
STORM WATER (CASSIES WAY)
Resident Cole Ryan and Frank Cigole discussed storm water runoff with the trustees, Curtis and Jared. Mr. Ryan is building a house next to Mr. Cigole on Cassies Way. Questions discussed included storm water runoff and ditching and trustees responsibility surrounding the water runoff. The trustees and residents discussed the right-away options, trenching, catch basin and curbs as solution to the water runoff away from Mr. Ryan and Mr. Cigole's property. Mr. Ryan proposed trench drain, box drain in the right-away and has quotes from Steve Tetrak for installation of the trench drain while installing Mr. Ryan's driveway. The original road and ditch specifications were accepted by the county engineer and commissioners. The township takes over the maintenance of the roads and ditches only after the acceptance from the county engineer and commissioners. Maniaci stated he would have to discuss storm water and trustee responsibility with the prosecuting attorney for more clarity on storm water. Mr. Cigole indicated that after discussing, the development issues falls off on the county. Mr. Ryan and Mr. Cigole will discuss with county engineer of alternative options after discussing with the trustees.

OLD BUSINESS:
FIRE CONTRACT:
Fell indicated he is going to meet with Mr. Buck from Zanesville City to discuss Fire Contract Services.
DRAINAGE ON CASSIES WAY:
Maniaci provided follow-up regarding drainage on Cassies Way and responsibilities of the Trustees. We have options. Per ORC 5543.12, County Engineer Right Of Entry, may enter any lands adjacent to any highways along county for the purpose of opening an existing ditch or drain or for digging a new ditch or drain for free passage of water for the drainage of highways. Doug Davis indicated if we were to do this it would be a one-time entry with a work order agreement and recorded with county recorder and tied to the landowners deed. Bud Chess indicated that the township's responsibility is to keep roads and ditches clear and safe. Doug Davis indicated that this was a Loren Camp subdivision and Mark Icoff was the architect of the development and how do we know the lots on the cul-de-sac was intended for sale and to be used for water runoff.
TREES ON STAGECOACH:
Maniaci indicated he has not spoke to the gentlemen on Stagecoach regarding the trees.
BRIDGES:
Maniaci indicated he spoke with Doug Davis regarding the bridges on St. Mary's and Green Road. Davis indicated that there isn't much we can do with Green Road unless something happens to it and if anything the road and bridge would need raised. St. Mary's bridge repair option would be to build it up with rip rap. Maniaci indicated he will get Davis to give us an estimate on repairing with concrete.
SALT BIN:
Maniaci spoke with Davis regarding a salt bin. Davis as the beams to do this and we can use our issue 2 money and go up to 3 years worth of issue 2 money. Trustees, Curtis and Jared discussed salt options. Fell indicated using pure salt on some of these hills may melt better and eliminate the need to go back and sweep the cinders we currently have been using. Maniaci will look into options for outfitting our trucks for salt only and get estimate from Davis for salt building.

Mr. Stephen and Adam West from Southeastern Equipment was in attendance do discuss Road Grader options and presented two Road Grader proposals for the trustees to review. 2016 Case 865B Motor Grader for $193,457 and a 2013 Case 865B Motor Grader for $175,000. Trustees discussed trade-in vs. bidding out options for the old grader.
LICKING TOWNSHIP - PAUL DUNFEE
Mr. Dunfee from Licking Township was in attendance to discuss hiring out 1 or 2 days of our service for some boom mowing for Licking Township. Trustees will contact Mr. Dunfee to arrange and determine price per hour.

ROAD GRADER:
Mr. Adam West from Southeastern Equipment was in attendance do discuss Road Grader options with the trustees. Trustees discussed warranty options, trade-in options and emission issues when purchasing new grader vs. a used option and financing options. Trustees will table grader discussion until end of year meeting.
SALT BIN:
Trustees discussed salt bin options. Maniaci spoke with Doug Davis about pricing. Davis quoted steel in ground 20' x 40' building using I beams for $30,000 plus roof. Trustees, Curtis, and Jared discussed looking for other options and estimates.
PATCHING:
Maniaci indicated Stonehenge and Conn Road patching is complete. Georgia patching will be done in the spring of 2017.
FIRE DEPT:
Fell indicated Zanesville seems receptive to a fire contract. We have till June to decide on fire contract renewals.
FIRE LEVY:
Maniaci indicated falls inquired on a replacement levy on the spring ballot. The existing fire levy expires December 21, 2017. Trustees and fiscal officer indicated that the deadline has expired to add any additional levy on the spring ballot.
FIRE EQUIPMENT:
Mrs. Sellers inquired about fire equipment owned by the township. Maniaci and trustees indicated most of the old equipment is out dated and replaced by Falls. We still own the two fire trucks and Yukon.
BRIDGES:
Fell indicated that Green Road bridge was the county. Maniaci indicate that Doug Davis never actually looked at the bridge and the county was not going to do anything with this bridge. Davis indicated that we as township can rip rap it if we want to.
PRIOR ROAD:
Maniaci indicated that the Prior Road guard rail has been completed.
NEW BUSINESS:
NORTH VISTA:
Maniaci received resolution from county commissioners for the dedication of North Vista Drive. Resolution 16-0911. Per ORC 5553.31. The county commissioners dedicate North Vista Drive to Muskingum Township to maintain.

Maniaci motioned to accept the purchase of the 2013 Case 865B Motor Grader for $157,770, estimated annual 3.1%, $1,530 down plus $16,000 trade-in-value, six year term with payments of $29,220.55 with the first payment due one year from date of close. The trustees will put out to bid the old grader. Hittle indicated that he will discuss with the county as our old grader may be of interest to them. Fell seconded. LICKING TOWNSHIP - PAUL DUNFEE
Mr. Dunfee from Licking Township was in attendance to discuss billing of our service for some boom mowing for Licking Township. Total hours spent by Curtis were 18 hours and Jared 18 hours. Trustees agreed with Mr. Dunfee of a rate of $50 per hour for a total of $1,800. Fiscal Officer Baughman will mail Fiscal Officer David Hanby of Licking Township the invoice.

Maniaci indicated that he spoke with board of elections and time has passed in order for any additional levies to be added to the spring ballot.
CASSIES WAY PROPERTY:
Hittle and trustees has not spoke to Cole to date regarding the drainage on Cassies Way and will have to wait and see.
SAFETY GRANT:
Fiscal Officer Baughman indicated that the $500 More Safety Grant was received.
CINDERS/SAND:
Maniaci indicated that we have received cinders, sand and salt this month.
NEW BUSINESS:
2014-2015 AUDIT:
Maniaci indicated that the 2014-2015 audit has been completed and available and everything was in compliance per the audit and the trustees commended Fiscal Officer for his work.
2017 BUDGET:
Maniaci indicated that budget wise we are in good health with a nice carryover going into 2017.
TOWNSHIP TRASH SERVICE:
Hittle presented the idea to trustees about exploring having one main trash company for the entire township opposed to having 3 or 4 different company's trafficking on our roads. Other townships, villages, cities have this and could help save on the repair and maintenance of our roads by eliminating some of the heavy truck trafficking on our roads.
YEAR-END INVENTORY:
Maniaci indicated Curtis has completed the annual year-end inventory and will get it submitted to the county engineer.
RE-ORGIZATIONAL MEETING:
Maniaci reminded everyone of the 2017 re-organization meeting, records commission and regular meeting is scheduled for January 5, 2017 at 7pm. Maniaci also commended the trustees and fiscal officer for a good year and all their help.
