ATTENDANCE:• Trustees: Mike Maniaci, Matt Hittle, Ed Fell. • Fiscal Officer: Jason Baughman.• Residents: 0 in attendance.
Nomination of President: • Hittle nominated Mike Maniaci for President, Fell seconded. Roll Call: Hittle ayed, Maniaci abstain, Fell ayed.
Nomination of Burial Committee: • Maniaci motion to have Ed Fell and Matt Hittle on the Burial Committee. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Emergency Labor: • Maniaci motion that emergency labor paid as following: • $16.00 per hour with a CDL license and $12.00 per hour without. Fell seconded. Hittle ayed. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Public Records Policy: • Maniaci made motion to adopt current township public records policy.• Public records will be provided in a timely manner. • Charge will be: first 10 copies free, $.10 per page, going rate of a flash drive or CD copy. Credit Card Policy: • Maniaci made a motion to continue and accept our current credit card policy. • All three trustees, fiscal officer, township maintenance workers will have access to the cards.• The limits for all cards will be $150 per transaction. Township Equipment: • Maniaci made the motion that the Township equipment can be operated by all road crew and trustees or any other person who has been authorized by the trustees or road crew to do so. Fell seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Records Commission: • The Records Commission, according to O.R.C. 149.42 will consist of a Chairman of the Board; this being Mike Maniaci and the Fiscal Officer, Jason Baughman will be the Records Commission. Mileage Reimbursement: • Maniaci motion that employees/elected officials who are authorized to use their private vehicles for township business such as conferences, training, etc. will be reimbursed at the standard mileage reimbursement rate established by the I.R.S. of 58.5 cents per mile which is allowable under the O.R.C. Township Meetings: • Maniaci moved to keep the regular monthly township meetings the first Thursday of every month.• Notice will be posted in the newspaper once, on the website and posted monthly on the sign in the front of the township. • Special meetings will be posted on the website, sign out in the front of the township hall and newspaper at least 24 hours before the meeting. Personal Files Policy: • Maniaci motioned to appoint the fiscal officer to have control of all storage and distribution of personnel files and information. • All personnel files will be in a locked filing cabinet maintain request log, if there is a question of what can or cannot be released, fiscal officer is to contact legal counsel. Violation may result in written reprimand issued from the prosecutor’s office and could lead to termination depending on the situation. • Hittle seconded. 2022 Temporary Appropriations: • Maniaci motioned adoption of the Annual Temporary Appropriations Resolution for fiscal year December 31, 2022 (per O.R.C. 5705.38) until the Amended Official Certificate of Estimated Resources is adopted and received from the Office of Budget Commission, Muskingum County, Ohio. Estimated carryover of $523,138.46, 2021 Estimated Tax $694,842.18, other sources $240,199.76 for total budget of $1,458180.40. Grants Authority:Maniaci motioned to authorize himself as appointed representative and point of contact on FEMA and MORE grants for the township. Fell seconded. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.

OLD BUSINESS
MAILBOXES:Maniaci indicated that we will reimburse up to $40 for mailboxes hit by our trucks when plowing snow. Residents replace and send us receipt and we will reimburse.
EQUIPMENT BUILDING:Maniaci indicated that the county engineer is still working on our building plans.
SALT BIN:Trustees discussed future salt bin. Need wider walls and possible to store 400 tons or more of salt.
EMPLOYEES:Maniaci indicated that need to stress to Casey that, although his opinion matters and his ideas, his supervisor is and he works for Jared and the Trustees. Hittle indicated that we need to have regular meetings with the workers.
SALT:Maniaci indicated Cargill is letting us get more salt. Currently we have 100 ton of salt to get.
NEW BUSINESS
ARPA FUNDS:Maniaci indicated that we can do anything we want with the ARPA Funds if used to better your township and the townships future. This includes mowers, salt bin, paving, etc. and if the funds are under $10million ARPA Funds specify we just need to show how we spend the money and we don’t have to prove that our budget took a hit because of COVID.
ARPA FUNDS RESOLUTION:Maniaci indicated that we will need to do a resolution for spending the ARPA Funds. We can do at later meeting when we have the resolution ready.
TOWNSHIP CONFERENCE:Maniaci indicated that he saw a machine at the annual conference that can be used to make our own premix. Brine is also an option. Trustees discussed option of getting storage tank to store brine in the future.Maniaci indicated that he also saw a machine that will turn up your old road and re-asphalt back. Would still have to apply a topcoat. Maniaci indicated he would see about getting guy down at our township to look at our roads before we would consider this option.
PUBLIC RECORDS TRAINING:Maniaci indicated that he completed the required public records training at the Ohio Township Annual conference for all the trustees.
WILSHIRE:Maniaci indicated received call thanking us for not using cinders anymore.
SAND: Jared indicated we used over 1200 tons of sand this winter.
NEW SPREADER:Jared indicated that Casey’s truck is slow and needs a new broom and spreader.

OLD BUSINESS
BRIAN & KIM SUMMERS:Brian and Kim Summers was in attendance to discuss water issues on Virginia Road and ask if any update on plans or funding as mentioned by the commissioners. Maniaci indicated that last time we met the ARPA funds were solely for roads and ditches and since last meeting they have came out with now we are allowed to other projects. Brian indicated he has no luck with anyone (army core of engineers or commissioners) with a solution. Maniaci indicated that we can get with commissioners to determine a plan and project cost. The county didn't say they were not going to pay for the project they just haven't came up with a game plan or cost estimate. The first step is for us to give them a plan. Fell indicated that commissioners waiting on a cost. Maniaci indicated that we need to get something in writing with them to get things moving. Hittle indicated that he was informed the creek behind his resident is his responsibility. Mr. Adornetto mentioned that Andy Roberts can give you a map and include all the owners of property in the area. Brian indicated that anything that the Trustees could do to help get this rolling with the commissioners would be appreciated. Brian forward a text to trustees he received indicating Randy Campbell from Army Corps of engineers had told him that the Muskingum County Watershed Conservancy District would have funding and the county would have the authority to clean up creek beds.
CHAMPION SERVICE:Champion Service completed project at Greens at Vista. They will be back in spring to do the final dirt work. Fell indicated that we fixed the problem that the resident and West created. We got used in this situation and it turned into a he said she said situation.
TREES:Trustees reviewed estimate from Tree top trimming that did some work on Jones Road and Conn Road.
WEST SHORE:Trustees discussed Terra Shores water issues and discussed whether it is a township issue with our roads or non-township issue. Trustees agreed to estimate from Tree Tops Service to trim the tree for $300 but not pay to remove it.
SALT BUILDING:Maniaci indicated that Frans Frueh built Cass Township salt building and would ask him about his interest in building or salt building. Still waiting on estimates. If done through Sourcewell we wouldn't have o bid since they already qualify under the state bid service.
SALT:Hittle indicated that we are all good on salt and will be paying bill for last salt purchase from Cargill we borrowed.
NEW BUSINESS
ANTHONY ADORNETTO:Anthony Adornetto was in attendance as he is running for Muskingum County Commissioner. He lives on Tiffany Drive. Muskingum College Grad, Military, worked for Bill Johnson 3 years with constituents outreach. Worked at Zane State chief of staff and running foundation. Self-employed.
MELISSA BELL:Melissa Bell stopped by as she is running for Muskingum County Commissioner. She has 25 year non-profit experience and budgeting. Grass roots conservative. Agriculture is her wheel house and representing that constituency.
RESOLUTION FIRE LEVY:Trustees adopted resolution declaring the necessity to levy a tax in excess of the ten-mill limitation RC5705.19(I0, RC5705.191, RC5705.25, RC5705.26, 3.75 mill to be submitted to electors on November 8, 2022, placed on tax list commencing in 2022, first due in 2023. Maniaci moved adoption. Hittle seconded. Roll call: Maniaci ayed, Fell ayed, Hittle ayed.
RESOLUTION ARPA FUNDS:Trustees adopted resolution 03032022-1 authorizing expenditure from American Rescue Plan Act Funds. The township has received distribution from the ARP Act 2021 and have appropriated money use of the funds for government services as listed in the resolution and our township is under the $10mill threshold. RESOLUTION ARPA FUNDS:Trustees adopted resolution 03032022-2 authorizing expenditure of American Rescue Plan Act Funds. Trustees have identified the project of culvert drainage work in Oakwood North subdivision and the Greens at Vista. Hittle seconded. Roll Call: Maniaci ayed, Fell ayed, Hittle ayed.
COMP TIME:Maniaci discussed with trustees change in employee policy that would increase employees comp time bank from 60 to 80 hours allowed. Trustees to discuss at later date.
MAYOR:Mayor Don Mason was planning on attending meeting but had another obligation. He mentioned our township looking into JEDD and work with Zanesville on some properties at the corner of North Point and our township opposed to annexation.
EMAIL:Maniaci indicated we received email from Mrs. Cohagen regarding a tree leaning over Jones Road power line and property located on Rt 60 that is a mess and vehicles and potential health hazard. She indicated that she was going to contact children's services and ask for us to look into what we could do.
BROOM QUOTE:We are still waiting on broom quote from Justin Flowers.
MILEAGE CERTIFICATION:Trustees approved 2022 Mileage Certification. Muskingum Township has 47.676 miles of public roads.

NEW BUSINESS
MOWING BID:Lawler's Mowing was in attendance asking about mowing contract for 2022. They indicated the in the past the mowing bid has been way under due to rising fuel prices, cost of maintaining cemeteries and the additional lots at the township garage. The bid for 2022 is $900 for seven months. Maniaci motioned to accept bid. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
FRANK CIGOLE:Mr. Cigole was in attendance and ask some questions to the trustees. He ask about any Jones Road improvements like drainage. Maniaci indicated that they just cut trees along Jones Road and we do have plans to work on the drainage issues. Cigole ask about using a mixture of salt and sand this past winter instead of 100% salt like in the past. He indicated that salt and sand creates a mess on the cul-de-sac. Maniaci indicated that this year we had issues with the available salt supply. We had to do this to get the roads cleaned. We even had to borrow salt this winter. Maniaci indicated that we are actively pursuing building a new salt building to help with our salt supply issues in the future. Mr. Cigole ask about any plans for repairing the Cassies Way area. Maniaci indicated that we do plan to look at that and other areas but made no promises as it comes down to time and money available. We will do our best to prioritize the best we can with our budget. Maniaci indicated that we have tried to apply for road grants in past but have been denied due to our roads not being dangerous enough to meet the funding requirements. Mr. Cigole indicated that it's unfortunate that our Ohio townships get limited funding. Maniaci indicated that some townships and we could ask for a road levy on the ballot. We prefer not to go that route. Maniaci indicated that we think we try our best to stretch our limited funds we get the best we can.
GEORGIA ROAD: James Stillion ask about Georgia Road drainage. Maniaci indicated that Fell drafted letter to commissioner regarding this area. Maniaci indicated that the engineer drove road and found some blockage and cleaned up the area. Maniaci indicate that they would talk to the homeowners along there to see if they can with cleaning up. We have been told the army corp. of engineers have some money for these issues. James ask about looking at culvert on Baabs Road. Maniaci indicated that we can look at to see if the end is opened. James thanked the trustees for the help with the water issues he had.
CAROLINA:Maniaci indicated that the prosecuting attorney indicated that the ditch and culvert needing cleaned out is the responsibility of the homeowner and not our responsibility.
CONN ROAD:Maniaci indicated that ditch on Conn Road is backed up. He spoke to county engineer about it. He indicated prosecuting attorney said that creek beds on residents property are responsibility of homeowner. Fell indicated that the county can go in and clean out. Maniaci indicated he would discuss with homeowners. PRIOR CONN REUNION:Maniaci indicated that received email about Prior/Conn reunion in our township. Maniaci offered to use township building for the reunion. Maniaci will have them sign a waiver and will be there.
FIRE LEVY:Maniaci read resolution determining to proceed with the submission to the electors of the levying a tax in excess of the ten-mill limitation to be placed on the November 8, 2022 ballot. The levy is a renewal of an existing levy for purpose of providing and maintaining fire and EMS service to Muskingum Township. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
VROOM ROAD:Maniaci met with guy regarding the resurface application he spoke about at last meeting. Apparently according to him our roads are not in that bad of shape where this resurfacing would be recommended. The process is better when it is a total restoration. The only place where he indicated this might be an option was at the entry way off of Route 146 and Vroom road. His suggestion was motor paving on our roads instead of resurfacing. Maniaci county already put out to bid. Cass is motor paving front half of Fulton and ask if we want to do the back half. If we do motor pave this year we will need to fog seal next year.
CULVERTS:Fell indicated that Jamie Slate was needing culvert.
DODGE:Casey indicated that we need to get new brakes on the Dodge and need a light bar also.
SWEEPING ROADS:Trustees indicated that we will be sweeping roads.

RICHIE BEECH:Trustees indicated Richie Beech will be starting Monday May 9th to replace Jared.
CONN ROAD:Maniaci indicated spoke with John Stubbs on Conn Road about the water issue. The commissioner agree to help with. John will allow them to come do the work. Maniaci will ask commissioners to see what needs done.
VROOM ROAD MOTOR PAVE:Estimate on motor pave our portion of Vroom road approximately $78K.Trustees to table discussion at later time.
FULTON ROAD:Maniaci motioned to motor pave 3 1/2 tenths of Fulton road using AARP funds. Estimate approximately $29K not to exceed $35K. Hittle seconded. Roll Call: Maniaci ayed, Fell ayed, Hittle ayed.
NEW BUSINESS
RON & BESY THOMAS:Ron and Betsy Thomas were in attendance to discuss Oakwood North and Stonehenge North.They indicated that there was going to be quite a bit of construction going on at Oakwood North and Stonehenge.In 2015 the sold 25 lots to Slaybach Company and over the 7 years they agreed to build homes.They indicated with the increase in homes there will be some additional tax money coming to the township.They ask trustees to look at roads in the area but due to the traffic that will be going on over the next few months to hold off until the building settles down. They also ask trustees to look at water issue on Wilshire road. They also ask trustees to look at culvert issues on entrance of Stonegate and Stonehenge when they get a chance. They also ask about fixing some pot holes and consider asphalt and chip seal in the future.

OLD BUSINESS
BRIAN SUMMERS:Maniac indicated that they haven't got with the commissioners to see if they can help with getting the creek cleaned out. There are trees blocking the creek causing the flooding in Brian's area.Maniac indicated that John Stubbs was fine with cleaning out his area of the creek as long as he didn't have to pay for it.Hittle indicated that the creeks need straightened and cleaned out. The prosecuting attorney indicated that the landowner is responsible for the clean out and maintaining the creeks along homeowners property.Maniaci indicated to Brian that he could contact Mark Zanghi the prosecuting attorney.Maniaci indicated that he would get with the homeowners and county commissioners about the storm water project money they spoke about on television.Hittle indicated he spent $2,500 on the creek bed on his property.Brian also mentioned that Mr. Helblings property needs mowed again.
NEW BUSINESS
SCOTT DURST JONES ROAD:Scott Durst ask about the flooding on Jones Road. There is some culvert issues on Jones/Cassies Way. Flooding his property. There is a lot of construction in the area that isn't helping. He ask what could be done to fix issue and divert it. He also mentioned that our guys were doing a good job. Maniaci indicated that we just filled in some pot holes on Cassies way. Maniaci said they would look at and said the biggest thing is to give us time.
CRAIG EVANS:Craig Evans head of homeowners association on Jacks Fairway asked about chip seal and some patching in subdivision. Maniaci indicated that was getting asphalt company to go around township and look at patching. He asked about culverts and drainage in the subdivision. He asked about replacing missing street signs in subdivision. He mentioned the damage to roads due to all the different trash trucks. Maniaci indicated that not something we look to do this year but would have to get with attorney and may discuss in the future. Maniaci also indicated that before we can cut out any homeowners ditches to help with the drainage we would have to get with homeowners association for approval. Maniaci also indicated that the township inherits the roads that the county gives us.
CULVERT REPLACEMENT:Trustees indicated that culverts are approximately $10 per foot. There is a culvert replacement form on our website for homeowners to complete. Hittle motioned to charge culvert replacement for $12.50 square foot to cover cost of culvert, supplies and installation. Maniaci seconded. Roll Call: Maniac ayed, Hittle ayed, fell ayed.
SWEEPING:Trustees indicated road sweeping is complete.

LAWN SERVICE:Fell indicated that our lawn service hasn't been mowing cemeteries. Trustees called Lawler's. They indicated that they were behind two weeks but are all caught up on the mowing.

OTARMA: Maniaci indicated that OTARMA indicated that pretrip checklist should be done, BMV records background checks should be done and no more than 6 points on license is required.
SUBURBAN:The trustees indicated that the Suburban is for sale.
FALLS FIRE/EMS BILLING:Fell indicated that Falls was still sending out bills and collection notices to our township residents. The chief told us that they would not be turned into collections.The trustees called Chief Brady. Chief indicated that they get 4 bills and a phone call then the bill goes away. They do not turn into collections. Trustees indicated to Brady that the wording on the bills needs changed.

FALLS BILLING:Trustees reviewed a bill from Falls Fire/EMS. Fell indicated that at some point they indicated they were not going to bill the resident. Maniaci indicated that he thought they said they would remove the collection language but never heard from them that they would not bill.
MOTOR PAVE: Maniaci indicated that motor paving of Fulton is on the schedule for next week depending on weather.
NEW BUSINESS
BATTERY PACKS: Maniaci indicated that we need to purchase a new battery packs for the security cameras.
BROOM BRUSHES:Maniaci indicated we purchased new brushes for the broom. He thought we had just purchased not too long ago and questioned the pricing. Fiscal Officer will look to see when last time we purchased.
HELBLING:Fell indicated that Helbling property needs mowed. Maniaci indicated we warned him before and should just hire mowers to go mow it and put it on his taxes.
WATER ISSUES VIRGINIA, CONN:Maniaci indicated that he has been thinking of way to help with water issue on Virginia, Conn Road. He proposed to see what Brian is willing to pay along with homeowners to fix the problem if we match up to a certain amount. Maniaci not sure of amount. Maniaci motioned to contribute $2,000 toward Conn Road ditch cleaning due to the fact the water overflowing the ditches are affecting our road. Fell seconded. TERRACE SHORES:Trustees discussed Terra Shores water issue. Maniaci indicated that it is not our responsibility putting drain pipe in personal property. Maniaci not opposed to contributing to the solution if homeowner is willing but it is not our responsibility and not going on personal property. Maniaci told him to discuss with his neighbors to help. We will help with assisting a waterway to alleviate the water problem for an entire subdivision.
JONES ROAD:Maniaci indicated that Casey wanted to move culverts on Jones Road. Maniaci indicated we are not installing culverts and cross culverts rerouting water because one persons property gets wet. Trustees indicated that we are responsible for ditches and getting water off our roads. If there is somehow to help the resident we will do what we can and not opposed to helping.
MAPLE CREEK:Fell indicated that a Jeremy on Maple Creek is starting an association and ask about looking at the roads. Fell indicated that the concrete is their responsibility.

OLD BUSINESS
JONES ROAD:Scott Durst was in attendance to discuss Jones Road water issue. He indicated that it has been 8 weeks and has heard nothing back from trustees since last discussion. He indicated that he also there was no notice on the tree trimming and all the construction on Cassies Way and Jones. He indicated he has been very patient and just ask for more communication from trustees as to what is going to be done. He indicated that he is keeping his property the best he can and is willing to help with the water issue. Scott indicated that his property gets all the water runoff. We need to get a path for it to run away or slow the water down before it gets to his property. A culvert needs to be across Cassies Way. He also indicated fire hydrant will need to be addressed also before anything done. Scott ask about ARPA funds available. He also ask if possible for more speed limit signs on Jones Road due to the high traffic and it being a bus route. He offered any assistance he can and have Casey get with him tomorrow before they do anything.Mrs. Cohagen indicated that Cassies Way culvert fills up and goes over the road. She indicated the water issue wasn't affecting just one residents.
Maniaci indicated he didn't think rearranging the entire culvert was the solution.Maniaci apologized and indicated he wasn't' discarding it and ask to be patient and we will get to it as soon as possible.Maniaci indicated he would get with Casey to run some stone up tomorrow and would mark out to see what needs done.Maniaci indicated that ARPA funds are not as restricted as original issued and can be used for various things.Maniaci indicated that we cannot set speed limit signs on roads.
VIRGNIA ROAD:Brian Summers was in attendance do discuss Virginia Road water issues.Brian indicated behind the trailer park is still a mess.Brian ask about ARPA money to help.Brian indicated that the county said the trustees signed all the ARPA money to the storm sewage project.Brian presented handout from WHIZ regarding the ARPA money and sewage project indicted.Brian indicated to Mike he was glad Maniaci got Stubbs willing to help and ask when.
Maniaci indicated that Mr. Stubbs was willing to help but not sure yet when.Maniaci indicated that our letter to them has never been a sewer project. We just ask them for some engineering estimates to see what it would cost and what needed done.Maniaci indicted that we told them how much we were getting but did not pledge anything thing. We were just looking for estimates.Maniaci indicated that there was no document with all three of us pledging to give all the ARPA money.Maniaci told Brian to get with the county, congressmen on the storm water. Adam Holmes is our state representative and he lives on Creamery Road.Fell indicated we can't fix personal property.Fell indicated we only ask for estimates and engineering and not pledging any funds.Maniaci indicated that the county commissioners said they were not pledging any money if the township was not.Maniaci indicated that the county engineer is not employed by the commissioners. VROOM ROAD:Maniaci indicated that Vroom road is already patched and looks pretty good for now.
FULTON ROAD:Maniaci indicated Fulton motor paving is complete.
VISTA:Maniaci indicated that he was going to ask GIS to take a look at the Vista area and see if it might be in flood plain.
NEW BUSINESS
SADDLEBROOK DRIVE:Residents of Saddlebrook was in attendance. They indicated that they do not want chip-seal or patching on their roads anymore. They are there to ask for asphalt. They ask about any grants available to asphalt their roads. They want a better road and ask how do we get to that point. They indicated lot of residents been there for 20 years and they pay a lot of taxes. The same spots continue to get patched over and over. They want to know they are on the list of roads to be paved. They also indicated it takes forever to get our road cleared during winter snow.
Maniaci indicated that to his knowledge we have never chip-sealed a patch with tar and gravel. Maniaci indicated we have no means of chip-seal and we hire the county to do any chip-seal for us.Fell indicated he would not argue that the road is bad.Hittle indicated it is approximately $140K per mile to asphalt.Maniaci indicated we still need to patch before we asphalt. Maniaci indicated anything over $50K we have to put out to bid. Maniaci indicated that he would send Troy Martin all the details.Maniaci indicated he would contact Adam Forche at Shelly to get a quote for both patching and paving. We have also used Shelly Company, Shelly and Sands and Smalls in the past for paving projects.Hittle indicated that we might have to postpone patching until spring when they can get out to paving due to the temperatures.Hittle indicated we have proposals tonight to review for patching of roads and Saddlebrook is on the list.Maniaci indicated a proposal that if 1/2 the residents agree to pay 1/2 of cost of the paving the township can pay half and would have to put out to bid. Maniaci indicated that if you the residents want to proceed with paying 1/2 for the cost of paving we will draw up it up and have to submit to the prosecuting attorney and if you get 51% of your residents to agree we can proceed. We would ask county for estimate and put out to bid.Fell indicated that each lot would be assessed its portion.Fell indicated that a $500K home pays approximately $500-$600 per year in taxes. Maniaci indicated he can't promise anything this year.Maniaci indicated that he had applied for road grants however due to the way they award points and award grants for road we didn't qualify because the results indicated that our roads were not dangerous enough. The trustees indicated that Saddlebrook was #1 on our list.Hittle indicated that we received estimate for patching of Saddlebrook for $47K.Maniaci indicated that with the ARPA money we might have to do some paving with the money.Maniaci indicated that we also have a salt bin going up that ARPA funds will be used for since they prefer we use the funds on capital projects.
JACKS FAIRWAY:Mr. Todd Slaboden of Jacks Fairway was in attendance to discuss flooding in their neighborhood. He indicated that water is flowing faster and there seems to be blockage at bridge on golf course.He indicated that the county has storm water management codes that you can't flood your neighbors property.Mr. Slaboden was asking for guidance.He indicated that the county cleaned only 3 times past 3 years.He ask if county would help if trouble continued on their road. He indicated that the county said the issue was the culvert on Creamery.Maniaci indicated that Creamery is a county road and we can't do anything on it.Maniaci indicted the county was looking at issue but not on their list and they didn't feel it was a big enough problem for them.Maniaci indicated that if the water overflows onto their roads or our roads hey would first try cleaning it out.Maniaci indicated that unfortunately water on residents property are personnel property issues.Maniac indicated that our council for such problems is the prosecuting attorney.Maniac indicated that years ago we had zoning issue on table but it never went anywhere.Maniac ask if residents might discuss with owner of Vista, Lepi, about cleaning out there ditches.Hittle indicated that creek beds on personal property are responsibility of the resident. He spent $1,500 to have his cleaned out.
MRS. COHAGEN:Mrs. Cohagen indicated we are the 3rd or 4th largest township in Muskingum County.Mrs. Cohagen ask if we've seen decrease in gas tax. Fiscal Officer indicated that we get about $14-16K per month in local government tax, gas tax, permissive sales tax and motor vehicle license tax in addition to our semi-annual property tax settlement.
Mr. Cohagen discussed Route 60 property. Mrs. Cohagen indicated that there are children living there, there is junk in the yard, roof is bad and would like the trustees to do whatever they can. She indicated that she would like to be able to tell child services that our trustees are helping out. Maniaci indicated that he would contact the health department and get nuisance letters prepared to send.
Mrs. Cohagen discussed the storage units at end of Jones Road. She indicated she didn't mind them building however she has concern with the drainage issues they have and the mess it causes and having to wash her car every day. Mrs. Cohagen indicated it's been 23 years since our township addressed zoning and she ask about getting a feeler out. She indicated to the trustees hat she was willing to work on Zoning if all 3 trustees are for zoning in our township. She would like to see what Mr. Obenhour worked on in the last time our township was considering zoning and see if we couldn't get a committee started to pursue zoning for our township. She indicated that we have to have leverage in the township and without zoning we have none. She indicated that there are different levels of zoning and she don't think people are informed when it comes to zoning. Maniaci indicated that the storage building on Chardon was last time residents had issue with and could have been helped with zoning. Maniaci indicated that if we can get 30% on a petition based on last presidential election to sign and say we want zoning we will pursue.
Mrs. Cohagen ask about building for machinery. Maniaci indicated that yes we have been discussing for quite some time unfortunately we can't do everything and currently have a salt building in the works and probably won't get to storage building just yet.
NEW RILEY ROAD:Maniaci indicated that Andrea Pickrill contacted him about the culver change and she was all in. We will get in touch with her to do.
PATCHING ESTIMATES:Maniaci motioned to accept Birkheimer estimate for patching of Saddlebrook, with stipulation of we will table the Birkheimer estimate for just patching if Shelly Company estimate comes in cheaper for combined paving and patching project. ARPA FUNDS:Maniaci motioned to use ARPA funding for the patching of #1 - Saddlebrook and Bridle Trail roads, if it is deemed that this patching will be bid with the paving of the roads, then #2 Arnie’s Way $23,000.00, and #3 Eagle Point Dr. for $19,000.00. Fell second, roll call Maniaci – Aye, Fell – Aye, Hittle - AyeCULVERTS:Maniaci indicated Casey said our equipment will reach and they can do the culverts on Kenlo Woods. Maniaci indicated he would tell Casey and Richie to do.
GORSUCH ROAD:Fell indicated that Brian Hennessey on Gorsuch road needs culvert cleaned out.
FRAME ROAD:Scott Durst expressed concern with Frame Road and indicated that there were a lot of roads hard to turn around for the school busses.
OPIOID MONEY:Maniaci indicated we would table any resolution on Opioid Money available until it comes out and we have more information on. Apparently there is a task force being started and we will just have to wait and see where it goes before we make any decisions.
CASEY AND RICHIE:Maniaci indicated that Casey has just been here about a year and Richie only a few months. They seem to get along and work well together.
LOCAL GOVERNEMENT MONEY 2023:Trustees approved official certification of local government money for 2023 for total of $11,336.64.

Maniaci seconded WARRANTS / CHECKS Checks approved and signed for payment. OLD BUSINESS SADDLEBROOK DRIVE: Residents of Saddlebrook Drive was in attendance to discuss paving of their road. Mr. Troy Martin indicated that the quote they received from Shelly Company for patch and pave was $220K. They were not in favor of assessing the property owners taxes to pay for it since no other residents in the township was assessed for their road paving. Maniaci indicated that would take the entire road and bridge taxes money we receive. They ask about use of AARPA money. Maniaci indicated that AARPA money is possible but to be responsible we cannot use just for Saddlebrook. The residents indicated that they have been paying taxes to township for 20 plus years and nothing continues to be done to our road other than patching and time for something new. They indicated that they don't feel the amount of tax money over the past 20 years paid to Muskingum Township from residents of Saddlebrook has received that money back on our roads. The residents indicated that with the AARPA money and road taxes there is enough money to address our road and shouldn't ask to assess our property tax for this project. The township assumed that road and is responsible for the road. Fell indicted that taxes on $500K home is approximately $500 in taxes. That includes taxes paid to county, township and school district. Maniaci indicated that the most recent patch work was not good. We used a new system of patching, we were trying something different and thought we were doing the best for the current situation at the time and unfortunately it didn't work. Maniaci indicated we did not say we had to assess your taxes. We have already discussed that we are going to address it and Saddlebrook was #1 on our list. Maniaci indicated that one think we are kicking around is a township wide road levy. Troy asked about township budget per mile. Maniaci indicated that our budget includes just more than paving a road. The entire budget covers, paving, chip-seal, wages, patching, utilities, salt, equipment etc. The road and bridge fund from tax money received per year is approximately $269K. Fell indicted that we are looking at road levies, zoning. Fell indicated that he and others would have to pay the levy if passed even though he and some others don't actually live on township road. We also have been looking into building salt building and equipment building. Maniaci indicated that the equipment building is on hold now. Maniaci indicated that a road levy would generate approximately an additional $125K on top of the normal road and bridge tax money we receive. The levy would cover all roads in township and not just Saddlebrook. Maniaci indicated that with the road budget we can pave approximately 1 mile of road per year. Maniaci and residents agree that it needs to be done right. Resident don't agree with any additional patching and ask about paving part of it now and part next year. Fell indicated that it would be best to do it all at once plus it would be more cost effective. Troy indicted that Saddlebrook is approximately 3/4 mile. Fell indicted that the county engineer approves roads and we have to take it. Resident indicated that if he had seen more tax money put back into our neighborhood we wouldn't be as upset about this and we feel the trustees are responsible for the road. Maniaci asked if we don't plow or apply salt to your road. The resident said not well and he plows the road. The resident ask about not using salt once paved. Maniaci indicated that we will use salt and cannot not use salt. It's a liability issue. A resident ask about pulling up the entire road and redoing. Maniaci indicated that we cannot afford to pull up and is not in the budget. Maniaci indicated and reiterated that the budget cannot afford to pull up entirely, we can put a levy on the ballot, or we can go back to chip seal for all the roads. Maniaci indicated there was a company at the Ohio township association discussing rejuvenating process for paving. We had them look at Vroom road and they indicated that it wasn't bad enough. Resident indicated you were given a bad road and asked for bottom line what we are looking at: 1) a road levy entire township, 2)use next year's tax money, 3)split with township which most of us not on board. Fell indicated that unfortunately when county gives us road we have to take care of and if we have to take entire road up and back down would coast 3-4 times. Maniaci indicated that the Tranquility example was just an example for everyone to understand how the process works when assessing road cost to the residents and example of what the residents of Tranquility experienced. Resident indicated that they feel they have been patient and quiet for 20 years and feel the road has been neglected and time for something different to happen for us. Maniaci indicted that patching and paving estimate approximately $156K and would save approximately $40k if we do it all at once. Maniaci indicated that if levy is route we go it would be a 5 year road levy. Troy asked about installing speed bumps due to speeding on our road. Maniaci indicated that we are not in favor of. They will get plowed up, and damage the road. Maniaci asked if residents can talk to other residents about the speeding and call the sheriff about it. Maniaci indicated we can't put any speed or children playing signs. We can however put up stop signs. Residents of Oakwood ask us about stop signs and we put up in their neighborhood. Maniaci indicated that he has applied for road grants every year and we get denied. Our roads do not meet the qualifications One of the qualifications has to do with dangerous road conditions and fatalities that we don't meet. Troy asked what Shelly timetable is. Maniaci indicated that we cannot do this year and we are not exactly sure if using Shelly. We will have to figure the cost of patching and paving. We will have to put out to bid this winter and see if we can get the paving scheduled for spring or early summer. STORAGE BUILDING: Maniaci indicated that we should have something in next week or so on status. JONES ROAD: Maniaci indicated we still need to do something up there. RT 60 PROPERTY: Maniaci indicated he has all the paperwork ready to send to resident. He will get mailed certified tomorrow. TERRACE SHORES: Maniaci indicated that the patching on Terrace Shores was not best work we could do but was best available. It just needs some time. We contacted him and replied to his concerns but he was too busy to meet with us to discuss. VIRGINIA ROAD: Maniaci indicated that Mr. Stubbs was starting to clean up property and will send us a bill for $2,500. HICKORY HILLS: Fell indicated a resident on Hickory Hills contacted him but he thinks can be satisfied by some sweeping of the road. NEW BUSINESS JOHN FUREK: Mr. John Furek was in attendance. Mr. Furek is running for Muskingum County Commissioner. He ask trustees about any issues they were facing. He indicated OMEAGO covers 8 counties and they gave 139 grants but only 2 of them went to Muskingum County. Maniaci indicated we didn't get any money. We applies but we have to apply through the county and they are also applying for the grants. Mr. Furek asked if we had a grant writer. He asked about water issues. Maniaci indicated we have drainage issues around here and hear about it every time it rains. We have many roads like the residents of Saddlebrook was here about. ROAD LEVY: Maniaci indicated that he spoke with county auditor and prosecuting attorney about road levy. If we want to proceed we will have to get started by May and everything turned in by end of July. It has to be unanimous by all three trustees. Maniaci will ask county auditor the difference between a $1 mill vs. $2 mill levy. EAGLEPOINT: Maniaci indicated that some residents inquired about installing speed bumps in their neighborhood. Maniaci indicated that we would discuss but at this time we are against it. STUBBS:Maniaci, Fell, Hittle contributed $100 each to the cleanup of Stubbs property. Stubbs indicated that the Muskingum County Flood Plain department made Stubbs pay $50 for a permit. Maniaci indicated that he would have a conversation with them.
NEW BUSINESS
JACKS FAIRWAY:Mrs. Friebe ask trustees what was decision on Saddlebrook. Mrs. Friebe ask about patching of Jacks Fairway this year.Fell indicated that we ask them to volunteer to pay 1/2 of the cost to pave.Fell indicated that we are obligated to take care of the road in Saddlebrook.Maniaci indicated that we will put out to bid this winter for 2023 completion.Maniaci indicated that we are still on track to get some patch work to Jacks Fairway this year.Maniaci indicated that our guys will be out soon to do some prep work before the patching guys start.
GORSUCH ROAD:Christine and Jennifer Goddard Graves ask trustees about speeding on Gorsuch Road and if speed limit can be changed from 45 to 35. There are kids, livestock and no sidewalks on Gorsuch Road.Maniaci indicated that there is a resident on Gorsuch that has a trucking company.Maniaci indicated to Goddard Graves that they should call the sheriff about the speeding.Maniaci indicated that sidewalks are not something the township is responsible for.Fell indicated that we cannot set the speed limits. The county would handle this.
OLD FALLS ROAD LIGHT:Christine and Jennifer Goddard Graves ask the trustees about the light at Old Falls Road and if a flashing stop sign could be put up.Maniaci indicated that this is a state road and they would need to contact them about this.Maniaci indicated that the light is actually in Falls Township and would have to contact them about this.
ALL WELL BEHAVIOR HEALTH SERVICES:Missy Elliot and Melissa Johnson from All Well Behavior Health Services were in attendance to discuss the 1 mill, 10 year renewal levy that will be on the ballot this November. FRANK CIGOLE:Mr. Frank Cigole was in attendance. Mr. Cigole indicated on Cassies Way at the end of the cul-de-sac there was a home being built and a lot of concrete trucks traveling the road. He indicated near Mr. Cole Ryan's house there was a hole in the front of the road where these trucks have been traveling. He asked if the construction company is responsible for fixing it. Mr. Cigole indicated that they don't currently have a homeowners association. We can form a homeowners association in 2025.Maniaci indicated that the road is a public road.Maniaci indicated that he would have the guys come up with some cold mix and repair the road.Maniaci indicated that he may want to look into the association and contact an attorney since Mr. McCarty passed away.Maniaci indicated that he had never heard of such a rule about a homeowners association.FIRE LEVY RENEWAL:Maniaci indicated that the fire levy renewal passed.
PLOWING ROUTES:Maniaci indicated he received plowing routes from Casey and Richie so we know who is plowing where.
CAMERAS:Maniaci ask about cameras on roads. Fell indicated that you can get cameras for approximately $100 plus a monthly fee of $25 per month.
BRIAN SUMMERS:Hittle gave Fiscal Officer $200 from Brian Summers for the cleanup of Virginia Road/Stubbs. Fiscal Officer will get a receipt for Brian.
CHARDONN:Maniaci indicated that he received call from lady on Chardon about a ditch.
LISA KIM:Fell indicated that we need to get some cold mix and install a curb to divert some water from our road.
HITTLE:Hittle indicated that his neighbor has rebar around his property too close to our road that could cause damage to passing cars and our plow trucks. Maniaci indicated that he needs to be aware that we are not paying for any damage done to them with our plow trucks.

SALT:Maniaci indicated Cargill is letting us get more salt. Currently we have 100 ton of salt to get.

ARPA FUNDS:Maniaci indicated that we can do anything we want with the ARPA Funds if used to better your township and the townships future. This includes mowers, salt bin, paving, etc. and if the funds are under $10million ARPA Funds specify we just need to show how we spend the money and we don’t have to prove that our budget took a hit because of COVID.
ARPA FUNDS RESOLUTION:Maniaci indicated that we will need to do a resolution for spending the ARPA Funds. We can do at later meeting when we have the resolution ready.
TOWNSHIP CONFERENCE:Maniaci indicated that he saw a machine at the annual conference that can be used to make our own premix. Brine is also an option. Trustees discussed option of getting storage tank to store brine in the future.Maniaci indicated that he also saw a machine that will turn up your old road and re-asphalt back. Would still have to apply a topcoat. Maniaci indicated he would see about getting guy down at our township to look at our roads before we would consider this option.
PUBLIC RECORDS TRAINING:Maniaci indicated that he completed the required public records training at the Ohio Township Annual conference for all the trustees.
WILSHIRE:Maniaci indicated received call thanking us for not using cinders anymore.

OLD BUSINESS
BRIAN & KIM SUMMERS:Brian and Kim Summers was in attendance to discuss water issues on Virginia Road and ask if any update on plans or funding as mentioned by the commissioners. Maniaci indicated that last time we met the ARPA funds were solely for roads and ditches and since last meeting they have came out with now we are allowed to other projects. Brian indicated he has no luck with anyone (army core of engineers or commissioners) with a solution. Maniaci indicated that we can get with commissioners to determine a plan and project cost. The county didn't say they were not going to pay for the project they just haven't came up with a game plan or cost estimate. The first step is for us to give them a plan. Fell indicated that commissioners waiting on a cost. Maniaci indicated that we need to get something in writing with them to get things moving. Hittle indicated that he was informed the creek behind his resident is his responsibility. Mr. Adornetto mentioned that Andy Roberts can give you a map and include all the owners of property in the area. Brian indicated that anything that the Trustees could do to help get this rolling with the commissioners would be appreciated. Brian forward a text to trustees he received indicating Randy Campbell from Army Corps of engineers had told him that the Muskingum County Watershed Conservancy District would have funding and the county would have the authority to clean up creek beds.
CHAMPION SERVICE:Champion Service completed project at Greens at Vista. They will be back in spring to do the final dirt work. Fell indicated that we fixed the problem that the resident and West created. We got used in this situation and it turned into a he said she said situation.
TREES:Trustees reviewed estimate from Tree top trimming that did some work on Jones Road and Conn Road.
WEST SHORE:Trustees discussed Terra Shores water issues and discussed whether it is a township issue with our roads or non-township issue. Trustees agreed to estimate from Tree Tops Service to trim the tree for $300 but not pay to remove it.
SALT BUILDING:Maniaci indicated that Frans Frueh built Cass Township salt building and would ask him about his interest in building or salt building. Still waiting on estimates. If done through Sourcewell we wouldn't have o bid since they already qualify under the state bid service.
SALT:Hittle indicated that we are all good on salt and will be paying bill for last salt purchase from Cargill we borrowed.

ANTHONY ADORNETTO:Anthony Adornetto was in attendance as he is running for Muskingum County Commissioner. He lives on Tiffany Drive. Muskingum College Grad, Military, worked for Bill Johnson 3 years with constituents outreach. Worked at Zane State chief of staff and running foundation. Self-employed.
MELISSA BELL:Melissa Bell stopped by as she is running for Muskingum County Commissioner. She has 25 year non-profit experience and budgeting. Grass roots conservative. Agriculture is her wheel house and representing that constituency.
RESOLUTION FIRE LEVY:Trustees adopted resolution declaring the necessity to levy a tax in excess of the ten-mill limitation RC5705.19(I0, RC5705.191, RC5705.25, RC5705.26, 3.75 mill to be submitted to electors on November 8, 2022, placed on tax list commencing in 2022, first due in 2023. RESOLUTION ARPA FUNDS:Trustees adopted resolution 03032022-1 authorizing expenditure from American Rescue Plan Act Funds. The township has received distribution from the ARP Act 2021 and have appropriated money use of the funds for government services as listed in the resolution and our township is under the $10mill threshold. RESOLUTION ARPA FUNDS:Trustees adopted resolution 03032022-2 authorizing expenditure of American Rescue Plan Act Funds. COMP TIME:Maniaci discussed with trustees change in employee policy that would increase employees comp time bank from 60 to 80 hours allowed. Trustees to discuss at later date.
MAYOR:Mayor Don Mason was planning on attending meeting but had another obligation. He mentioned our township looking into JEDD and work with Zanesville on some properties at the corner of North Point and our township opposed to annexation.
EMAIL:Maniaci indicated we received email from Mrs. Cohagen regarding a tree leaning over Jones Road power line and property located on Rt 60 that is a mess and vehicles and potential health hazard. She indicated that she was going to contact children's services and ask for us to look into what we could do.

MILEAGE CERTIFICATION:Trustees approved 2022 Mileage Certification. Muskingum Township has 47.676 miles of public roads.

MOWING BID:Lawler's Mowing was in attendance asking about mowing contract for 2022. They indicated the in the past the mowing bid has been way under due to rising fuel prices, cost of maintaining cemeteries and the additional lots at the township garage. The bid for 2022 is $900 for seven months. Maniaci motioned to accept bid. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
FRANK CIGOLE:Mr. Cigole was in attendance and ask some questions to the trustees. He ask about any Jones Road improvements like drainage. Maniaci indicated that they just cut trees along Jones Road and we do have plans to work on the drainage issues. Cigole ask about using a mixture of salt and sand this past winter instead of 100% salt like in the past. He indicated that salt and sand creates a mess on the cul-de-sac. Maniaci indicated that this year we had issues with the available salt supply. We had to do this to get the roads cleaned. We even had to borrow salt this winter. Maniaci indicated that we are actively pursuing building a new salt building to help with our salt supply issues in the future. Mr. Cigole ask about any plans for repairing the Cassies Way area. Maniaci indicated that we do plan to look at that and other areas but made no promises as it comes down to time and money available. We will do our best to prioritize the best we can with our budget. Maniaci indicated that we have tried to apply for road grants in past but have been denied due to our roads not being dangerous enough to meet the funding requirements. Mr. Cigole indicated that it's unfortunate that our Ohio townships get limited funding. Maniaci indicated that some townships and we could ask for a road levy on the ballot. We prefer not to go that route. Maniaci indicated that we think we try our best to stretch our limited funds we get the best we can.
GEORGIA ROAD: James Stillion ask about Georgia Road drainage. Maniaci indicated that Fell drafted letter to commissioner regarding this area. Maniaci indicated that the engineer drove road and found some blockage and cleaned up the area. Maniaci indicate that they would talk to the homeowners along there to see if they can with cleaning up. We have been told the army corp. of engineers have some money for these issues. James ask about looking at culvert on Baabs Road. Maniaci indicated that we can look at to see if the end is opened. James thanked the trustees for the help with the water issues he had.
CAROLINA:Maniaci indicated that the prosecuting attorney indicated that the ditch and culvert needing cleaned out is the responsibility of the homeowner and not our responsibility.
CONN ROAD:Maniaci indicated that ditch on Conn Road is backed up. He spoke to county engineer about it. He indicated prosecuting attorney said that creek beds on residents property are responsibility of homeowner. Fell indicated that the county can go in and clean out. Maniaci indicated he would discuss with homeowners. PRIOR CONN REUNION:Maniaci indicated that received email about Prior/Conn reunion in our township. Maniaci offered to use township building for the reunion. Maniaci will have them sign a waiver and will be there.
FIRE LEVY:Maniaci read resolution determining to proceed with the submission to the electors of the levying a tax in excess of the ten-mill limitation to be placed on the November 8, 2022 ballot. The levy is a renewal of an existing levy for purpose of providing and maintaining fire and EMS service to Muskingum Township. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
VROOM ROAD:Maniaci met with guy regarding the resurface application he spoke about at last meeting. Apparently according to him our roads are not in that bad of shape where this resurfacing would be recommended. The process is better when it is a total restoration. The only place where he indicated this might be an option was at the entry way off of Route 146 and Vroom road. His suggestion was motor paving on our roads instead of resurfacing. Maniaci county already put out to bid. Cass is motor paving front half of Fulton and ask if we want to do the back half. If we do motor pave this year we will need to fog seal next year.
CULVERTS:Fell indicated that Jamie Slate was needing culvert.
DODGE:Casey indicated that we need to get new brakes on the Dodge and need a light bar also.

RON & BESY THOMAS:Ron and Betsy Thomas were in attendance to discuss Oakwood North and Stonehenge North.They indicated that there was going to be quite a bit of construction going on at Oakwood North and Stonehenge.In 2015 the sold 25 lots to Slaybach Company and over the 7 years they agreed to build homes.They indicated with the increase in homes there will be some additional tax money coming to the township.They ask trustees to look at roads in the area but due to the traffic that will be going on over the next few months to hold off until the building settles down. They also ask trustees to look at water issue on Wilshire road. They also ask trustees to look at culvert issues on entrance of Stonegate and Stonehenge when they get a chance. They also ask about fixing some pot holes and consider asphalt and chip seal in the future.

The prosecuting attorney indicated that the landowner is responsible for the clean out and maintaining the creeks along homeowners property.Maniaci indicated to Brian that he could contact Mark Zanghi the prosecuting attorney.Maniaci indicated that he would get with the homeowners and county commissioners about the storm water project money they spoke about on television.Hittle indicated he spent $2,500 on the creek bed on his property.Brian also mentioned that Mr. Helblings property needs mowed again.

SCOTT DURST JONES ROAD:Scott Durst ask about the flooding on Jones Road. There is some culvert issues on Jones/Cassies Way. Flooding his property. There is a lot of construction in the area that isn't helping. He ask what could be done to fix issue and divert it. He also mentioned that our guys were doing a good job. Maniaci indicated that we just filled in some pot holes on Cassies way. Maniaci said they would look at and said the biggest thing is to give us time.
CRAIG EVANS:Craig Evans head of homeowners association on Jacks Fairway asked about chip seal and some patching in subdivision. Maniaci indicated that was getting asphalt company to go around township and look at patching. He asked about culverts and drainage in the subdivision. He asked about replacing missing street signs in subdivision. He mentioned the damage to roads due to all the different trash trucks. Maniaci indicated that not something we look to do this year but would have to get with attorney and may discuss in the future. Maniaci also indicated that before we can cut out any homeowners ditches to help with the drainage we would have to get with homeowners association for approval. Maniaci also indicated that the township inherits the roads that the county gives us.
CULVERT REPLACEMENT:Trustees indicated that culverts are approximately $10 per foot. There is a culvert replacement form on our website for homeowners to complete. Hittle motioned to charge culvert replacement for $12.50 square foot to cover cost of culvert, supplies and installation. Maniaci seconded. Roll Call: Maniac ayed, Hittle ayed, fell ayed.
SWEEPING:Trustees indicated road sweeping is complete.
RICHIE BEACH:Trustees indicated Richie is doing a good job.
LAWN SERVICE:Fell indicated that our lawn service hasn't been mowing cemeteries. Trustees called Lawler's. They indicated that they were behind two weeks but are all caught up on the mowing.
FULON MOTOR PAVE:Trustees indicated that Fulton Motor Pave estimate was approximately $30K.
OTARMA: Maniaci indicated that OTARMA indicated that pretrip checklist should be done, BMV records background checks should be done and no more than 6 points on license is required.
SUBURBAN:The trustees indicated that the Suburban is for sale.
FALLS FIRE/EMS BILLING:Fell indicated that Falls was still sending out bills and collection notices to our township residents. The chief told us that they would not be turned into collections.The trustees called Chief Brady. Chief indicated that they get 4 bills and a phone call then the bill goes away. BATTERY PACKS: Maniaci indicated that we need to purchase a new battery packs for the security cameras.
BROOM BRUSHES:Maniaci indicated we purchased new brushes for the broom. He thought we had just purchased not too long ago and questioned the pricing. Fiscal Officer will look to see when last time we purchased.
HELBLING:Fell indicated that Helbling property needs mowed. Maniaci indicated we warned him before and should just hire mowers to go mow it and put it on his taxes.
WATER ISSUES VIRGINIA, CONN:Maniaci indicated that he has been thinking of way to help with water issue on Virginia, Conn Road. He proposed to see what Brian is willing to pay along with homeowners to fix the problem if we match up to a certain amount. Maniaci not sure of amount. Maniaci motioned to contribute $2,000 toward Conn Road ditch cleaning due to the fact the water overflowing the ditches are affecting our road. Fell seconded. TERRACE SHORES:Trustees discussed Terra Shores water issue. Maniaci indicated that it is not our responsibility putting drain pipe in personal property. Maniaci not opposed to contributing to the solution if homeowner is willing but it is not our responsibility and not going on personal property. Maniaci told him to discuss with his neighbors to help. We will help with assisting a waterway to alleviate the water problem for an entire subdivision.
JONES ROAD:Maniaci indicated that Casey wanted to move culverts on Jones Road. Maniaci indicated we are not installing culverts and cross culverts rerouting water because one persons property gets wet. Trustees indicated that we are responsible for ditches and getting water off our roads. If there is somehow to help the resident we will do what we can and not opposed to helping.
MAPLE CREEK:Fell indicated that a Jeremy on Maple Creek is starting an association and ask about looking at the roads. Fell indicated that the concrete is their responsibility.

JONES ROAD:Scott Durst was in attendance to discuss Jones Road water issue. He indicated that it has been 8 weeks and has heard nothing back from trustees since last discussion. He indicated that he also there was no notice on the tree trimming and all the construction on Cassies Way and Jones. He indicated he has been very patient and just ask for more communication from trustees as to what is going to be done. He indicated that he is keeping his property the best he can and is willing to help with the water issue. Scott indicated that his property gets all the water runoff. We need to get a path for it to run away or slow the water down before it gets to his property. A culvert needs to be across Cassies Way. He also indicated fire hydrant will need to be addressed also before anything done. Scott ask about ARPA funds available. He also ask if possible for more speed limit signs on Jones Road due to the high traffic and it being a bus route. He offered any assistance he can and have Casey get with him tomorrow before they do anything.Mrs. Cohagen indicated that Cassies Way culvert fills up and goes over the road. She indicated the water issue wasn't affecting just one residents.
Maniaci indicated he didn't think rearranging the entire culvert was the solution.Maniaci apologized and indicated he wasn't' discarding it and ask to be patient and we will get to it as soon as possible.Maniaci indicated he would get with Casey to run some stone up tomorrow and would mark out to see what needs done.Maniaci indicated that ARPA funds are not as restricted as original issued and can be used for various things.Maniaci indicated that we cannot set speed limit signs on roads.
VIRGNIA ROAD:Brian Summers was in attendance do discuss Virginia Road water issues.Brian indicated behind the trailer park is still a mess.Brian ask about ARPA money to help.Brian indicated that the county said the trustees signed all the ARPA money to the storm sewage project.Brian presented handout from WHIZ regarding the ARPA money and sewage project indicted.Brian indicated to Mike he was glad Maniaci got Stubbs willing to help and ask when.
Maniaci indicated that Mr. Stubbs was willing to help but not sure yet when.Maniaci indicated that our letter to them has never been a sewer project. We just ask them for some engineering estimates to see what it would cost and what needed done.Maniaci indicted that we told them how much we were getting but did not pledge anything thing. We were just looking for estimates.Maniaci indicated that there was no document with all three of us pledging to give all the ARPA money.Maniaci told Brian to get with the county, congressmen on the storm water. Adam Holmes is our state representative and he lives on Creamery Road.Fell indicated we can't fix personal property.Fell indicated we only ask for estimates and engineering and not pledging any funds.Maniaci indicated that the county commissioners said they were not pledging any money if the township was not.Maniaci indicated that the county engineer is not employed by the commissioners. VROOM ROAD:Maniaci indicated that Vroom road is already patched and looks pretty good for now.
FULTON ROAD:Maniaci indicated Fulton motor paving is complete.
VISTA:Maniaci indicated that he was going to ask GIS to take a look at the Vista area and see if it might be in flood plain.
NEW BUSINESS
SADDLEBROOK DRIVE:Residents of Saddlebrook was in attendance. They indicated that they do not want chip-seal or patching on their roads anymore. They are there to ask for asphalt. They ask about any grants available to asphalt their roads. They want a better road and ask how do we get to that point. They indicated lot of residents been there for 20 years and they pay a lot of taxes. The same spots continue to get patched over and over. They want to know they are on the list of roads to be paved. They also indicated it takes forever to get our road cleared during winter snow.
Maniaci indicated that to his knowledge we have never chip-sealed a patch with tar and gravel. Maniaci indicated we have no means of chip-seal and we hire the county to do any chip-seal for us.Fell indicated he would not argue that the road is bad.Hittle indicated it is approximately $140K per mile to asphalt.Maniaci indicated we still need to patch before we asphalt. Maniaci indicated anything over $50K we have to put out to bid. Maniaci indicated that he would send Troy Martin all the details.Maniaci indicated he would contact Adam Forche at Shelly to get a quote for both patching and paving. We have also used Shelly Company, Shelly and Sands and Smalls in the past for paving projects.Hittle indicated that we might have to postpone patching until spring when they can get out to paving due to the temperatures.Hittle indicated we have proposals tonight to review for patching of roads and Saddlebrook is on the list.Maniaci indicated a proposal that if 1/2 the residents agree to pay 1/2 of cost of the paving the township can pay half and would have to put out to bid. Maniaci indicated that if you the residents want to proceed with paying 1/2 for the cost of paving we will draw up it up and have to submit to the prosecuting attorney and if you get 51% of your residents to agree we can proceed. We would ask county for estimate and put out to bid.Fell indicated that each lot would be assessed its portion.Fell indicated that a $500K home pays approximately $500-$600 per year in taxes. Maniaci indicated he can't promise anything this year.Maniaci indicated that he had applied for road grants however due to the way they award points and award grants for road we didn't qualify because the results indicated that our roads were not dangerous enough. The trustees indicated that Saddlebrook was #1 on our list.Hittle indicated that we received estimate for patching of Saddlebrook for $47K.Maniaci indicated that with the ARPA money we might have to do some paving with the money.Maniaci indicated that we also have a salt bin going up that ARPA funds will be used for since they prefer we use the funds on capital projects.
JACKS FAIRWAY:Mr. Todd Slaboden of Jacks Fairway was in attendance to discuss flooding in their neighborhood. He indicated that water is flowing faster and there seems to be blockage at bridge on golf course.He indicated that the county has storm water management codes that you can't flood your neighbors property.Mr. Slaboden was asking for guidance.He indicated that the county cleaned only 3 times past 3 years.He ask if county would help if trouble continued on their road. He indicated that the county said the issue was the culvert on Creamery.Maniaci indicated that Creamery is a county road and we can't do anything on it.Maniaci indicted the county was looking at issue but not on their list and they didn't feel it was a big enough problem for them.Maniaci indicated that if the water overflows onto their roads or our roads hey would first try cleaning it out.Maniaci indicated that unfortunately water on residents property are personnel property issues.Maniac indicated that our council for such problems is the prosecuting attorney.Maniac indicated that years ago we had zoning issue on table but it never went anywhere.Maniac ask if residents might discuss with owner of Vista, Lepi, about cleaning out there ditches.Hittle indicated that creek beds on personal property are responsibility of the resident. He spent $1,500 to have his cleaned out.
MRS. COHAGEN:Mrs. Cohagen indicated we are the 3rd or 4th largest township in Muskingum County.Mrs. Cohagen ask if we've seen decrease in gas tax. Fiscal Officer indicated that we get about $14-16K per month in local government tax, gas tax, permissive sales tax and motor vehicle license tax in addition to our semi-annual property tax settlement.
Mr. Cohagen discussed Route 60 property. Mrs. Cohagen indicated that there are children living there, there is junk in the yard, roof is bad and would like the trustees to do whatever they can. She indicated that she would like to be able to tell child services that our trustees are helping out. Maniaci indicated that he would contact the health department and get nuisance letters prepared to send.
Mrs. Cohagen discussed the storage units at end of Jones Road. She indicated she didn't mind them building however she has concern with the drainage issues they have and the mess it causes and having to wash her car every day. Mrs. Cohagen indicated it's been 23 years since our township addressed zoning and she ask about getting a feeler out. She indicated to the trustees hat she was willing to work on Zoning if all 3 trustees are for zoning in our township. She would like to see what Mr. Obenhour worked on in the last time our township was considering zoning and see if we couldn't get a committee started to pursue zoning for our township. She indicated that we have to have leverage in the township and without zoning we have none. She indicated that there are different levels of zoning and she don't think people are informed when it comes to zoning. Maniaci indicated that the storage building on Chardon was last time residents had issue with and could have been helped with zoning. Maniaci indicated that if we can get 30% on a petition based on last presidential election to sign and say we want zoning we will pursue.
Mrs. Cohagen ask about building for machinery. Maniaci indicated that yes we have been discussing for quite some time unfortunately we can't do everything and currently have a salt building in the works and probably won't get to storage building just yet.
NEW RILEY ROAD:Maniaci indicated that Andrea Pickrill contacted him about the culver change and she was all in. We will get in touch with her to do.
PATCHING ESTIMATES:Maniaci motioned to accept Birkheimer estimate for patching of Saddlebrook, with stipulation of we will table the Birkheimer estimate for just patching if Shelly Company estimate comes in cheaper for combined paving and patching project. GORSUCH ROAD:Fell indicated that Brian Hennessey on Gorsuch road needs culvert cleaned out.
FRAME ROAD:Scott Durst expressed concern with Frame Road and indicated that there were a lot of roads hard to turn around for the school busses.
OPIOID MONEY:Maniaci indicated we would table any resolution on Opioid Money available until it comes out and we have more information on. Apparently there is a task force being started and we will just have to wait and see where it goes before we make any decisions.
CASEY AND RICHIE:Maniaci indicated that Casey has just been here about a year and Richie only a few months. They seem to get along and work well together.

Mr. Troy Martin indicated that the quote they received from Shelly Company for patch and pave was $220K. They were not in favor of assessing the property owners taxes to pay for it since no other residents in the township was assessed for their road paving. Maniaci indicated that would take the entire road and bridge taxes money we receive. They ask about use of AARPA money. Maniaci indicated that AARPA money is possible but to be responsible we cannot use just for Saddlebrook. The residents indicated that they have been paying taxes to township for 20 plus years and nothing continues to be done to our road other than patching and time for something new. They indicated that they don't feel the amount of tax money over the past 20 years paid to Muskingum Township from residents of Saddlebrook has received that money back on our roads. The residents indicated that with the AARPA money and road taxes there is enough money to address our road and shouldn't ask to assess our property tax for this project. The township assumed that road and is responsible for the road. Fell indicted that taxes on $500K home is approximately $500 in taxes. That includes taxes paid to county, township and school district. Maniaci indicated that the most recent patch work was not good. We used a new system of patching, we were trying something different and thought we were doing the best for the current situation at the time and unfortunately it didn't work. Maniaci indicated we did not say we had to assess your taxes. We have already discussed that we are going to address it and Saddlebrook was #1 on our list. Maniaci indicated that one think we are kicking around is a township wide road levy. Troy asked about township budget per mile. Maniaci indicated that our budget includes just more than paving a road. The entire budget covers, paving, chip-seal, wages, patching, utilities, salt, equipment etc. The road and bridge fund from tax money received per year is approximately $269K. Fell indicted that we are looking at road levies, zoning. Fell indicated that he and others would have to pay the levy if passed even though he and some others don't actually live on township road. We also have been looking into building salt building and equipment building. Maniaci indicated that the equipment building is on hold now. Maniaci indicated that a road levy would generate approximately an additional $125K on top of the normal road and bridge tax money we receive. The levy would cover all roads in township and not just Saddlebrook. Maniaci indicated that with the road budget we can pave approximately 1 mile of road per year. Maniaci and residents agree that it needs to be done right. Resident don't agree with any additional patching and ask about paving part of it now and part next year. Fell indicated that it would be best to do it all at once plus it would be more cost effective. Troy indicted that Saddlebrook is approximately 3/4 mile. Fell indicted that the county engineer approves roads and we have to take it. Resident indicated that if he had seen more tax money put back into our neighborhood we wouldn't be as upset about this and we feel the trustees are responsible for the road. Maniaci asked if we don't plow or apply salt to your road. The resident said not well and he plows the road. The resident ask about not using salt once paved. Maniaci indicated that we will use salt and cannot not use salt. It's a liability issue. A resident ask about pulling up the entire road and redoing. Maniaci indicated that we cannot afford to pull up and is not in the budget. Maniaci indicated and reiterated that the budget cannot afford to pull up entirely, we can put a levy on the ballot, or we can go back to chip seal for all the roads. Maniaci indicated there was a company at the Ohio township association discussing rejuvenating process for paving. We had them look at Vroom road and they indicated that it wasn't bad enough. Resident indicated you were given a bad road and asked for bottom line what we are looking at: 1) a road levy entire township, 2)use next year's tax money, 3)split with township which most of us not on board. Fell indicated that unfortunately when county gives us road we have to take care of and if we have to take entire road up and back down would coast 3-4 times. Maniaci indicated that the Tranquility example was just an example for everyone to understand how the process works when assessing road cost to the residents and example of what the residents of Tranquility experienced. Resident indicated that they feel they have been patient and quiet for 20 years and feel the road has been neglected and time for something different to happen for us. Maniaci indicted that patching and paving estimate approximately $156K and would save approximately $40k if we do it all at once. Maniaci indicated that if levy is route we go it would be a 5 year road levy. Troy asked about installing speed bumps due to speeding on our road. Maniaci indicated that we are not in favor of. They will get plowed up, and damage the road. Maniaci asked if residents can talk to other residents about the speeding and call the sheriff about it. Maniaci indicated we can't put any speed or children playing signs. We can however put up stop signs. Residents of Oakwood ask us about stop signs and we put up in their neighborhood. Maniaci indicated that he has applied for road grants every year and we get denied. Our roads do not meet the qualifications One of the qualifications has to do with dangerous road conditions and fatalities that we don't meet. Troy asked what Shelly timetable is. Maniaci indicated that we cannot do this year and we are not exactly sure if using Shelly. We will have to figure the cost of patching and paving. We will have to put out to bid this winter and see if we can get the paving scheduled for spring or early summer. STORAGE BUILDING: Maniaci indicated that we should have something in next week or so on status. JONES ROAD: Maniaci indicated we still need to do something up there. RT 60 PROPERTY: Maniaci indicated he has all the paperwork ready to send to resident. He will get mailed certified tomorrow. TERRACE SHORES: Maniaci indicated that the patching on Terrace Shores was not best work we could do but was best available. It just needs some time. We contacted him and replied to his concerns but he was too busy to meet with us to discuss. VIRGINIA ROAD: Maniaci indicated that Mr. Stubbs was starting to clean up property and will send us a bill for $2,500. HICKORY HILLS: Fell indicated a resident on Hickory Hills contacted him but he thinks can be satisfied by some sweeping of the road. NEW BUSINESS JOHN FUREK: Mr. John Furek was in attendance. Mr. Furek is running for Muskingum County Commissioner. He ask trustees about any issues they were facing. He indicated OMEAGO covers 8 counties and they gave 139 grants but only 2 of them went to Muskingum County. Maniaci indicated we didn't get any money. We applies but we have to apply through the county and they are also applying for the grants. Mr. Furek asked if we had a grant writer. He asked about water issues. Maniaci indicated we have drainage issues around here and hear about it every time it rains. We have many roads like the residents of Saddlebrook was here about. ROAD LEVY: Maniaci indicated that he spoke with county auditor and prosecuting attorney about road levy. If we want to proceed we will have to get started by May and everything turned in by end of July. It has to be unanimous by all three trustees. Maniaci will ask county auditor the difference between a $1 mill vs. $2 mill levy. EAGLEPOINT: Maniaci indicated that some residents inquired about installing speed bumps in their neighborhood. Maniaci indicated that we would discuss but at this time we are against it. NEW BUSINESS
JACKS FAIRWAY:Mrs. Friebe ask trustees what was decision on Saddlebrook. Mrs. Friebe ask about patching of Jacks Fairway this year.Fell indicated that we ask them to volunteer to pay 1/2 of the cost to pave.Fell indicated that we are obligated to take care of the road in Saddlebrook.Maniaci indicated that we will put out to bid this winter for 2023 completion.Maniaci indicated that we are still on track to get some patch work to Jacks Fairway this year.Maniaci indicated that our guys will be out soon to do some prep work before the patching guys start.
GORSUCH ROAD:Christine and Jennifer Goddard Graves ask trustees about speeding on Gorsuch Road and if speed limit can be changed from 45 to 35. There are kids, livestock and no sidewalks on Gorsuch Road.Maniaci indicated that there is a resident on Gorsuch that has a trucking company.Maniaci indicated to Goddard Graves that they should call the sheriff about the speeding.Maniaci indicated that sidewalks are not something the township is responsible for.Fell indicated that we cannot set the speed limits. The county would handle this.
OLD FALLS ROAD LIGHT:Christine and Jennifer Goddard Graves ask the trustees about the light at Old Falls Road and if a flashing stop sign could be put up.Maniaci indicated that this is a state road and they would need to contact them about this.Maniaci indicated that the light is actually in Falls Township and would have to contact them about this.
ALL WELL BEHAVIOR HEALTH SERVICES:Missy Elliot and Melissa Johnson from All Well Behavior Health Services were in attendance to discuss the 1 mill, 10 year renewal levy that will be on the ballot this November. FRANK CIGOLE:Mr. Frank Cigole was in attendance. Mr. Cigole indicated on Cassies Way at the end of the cul-de-sac there was a home being built and a lot of concrete trucks traveling the road. He indicated near Mr. Cole Ryan's house there was a hole in the front of the road where these trucks have been traveling. He asked if the construction company is responsible for fixing it. Mr. Cigole indicated that they don't currently have a homeowners association. We can form a homeowners association in 2025.Maniaci indicated that the road is a public road.Maniaci indicated that he would have the guys come up with some cold mix and repair the road.Maniaci indicated that he may want to look into the association and contact an attorney since Mr. McCarty passed away.Maniaci indicated that he had never heard of such a rule about a homeowners association.FIRE LEVY RENEWAL:Maniaci indicated that the fire levy renewal passed.
PLOWING ROUTES:Maniaci indicated he received plowing routes from Casey and Richie so we know who is plowing where.
CAMERAS:Maniaci ask about cameras on roads. Fell indicated that you can get cameras for approximately $100 plus a monthly fee of $25 per month.
BRIAN SUMMERS:Hittle gave Fiscal Officer $200 from Brian Summers for the cleanup of Virginia Road/Stubbs. Fiscal Officer will get a receipt for Brian.
CHARDONN:Maniaci indicated that he received call from lady on Chardon about a ditch.
LISA KIM:Fell indicated that we need to get some cold mix and install a curb to divert some water from our road.
HITTLE:Hittle indicated that his neighbor has rebar around his property too close to our road that could cause damage to passing cars and our plow trucks. Maniaci indicated that he needs to be aware that we are not paying for any damage done to them with our plow trucks.
