Township Meetings:•Maniaci moved to keep the regular monthly township meetings the first Thursday of every month.•Notice will be posted in the newspaper once, on the website and posted monthly on the sign in the front of the township.•Special meetings will be posted on the website, sign out in the front of the township hall and newspaper at least 24 hours before the meeting. Violation may result in written reprimand issued from the prosecutor’s office and could lead to termination depending on the situation.•Hittle seconded. Estimated carryover of $333,682.55, 2023 Estimated Tax $694,842.18, other sources $240,199.76 for total budget of $1,268,724.49. Temporary appropriations of 25% for total of $317,181.12 until permanent appropriation approved. Fell seconded. Hittle ayed. OLD BUSINESSSADDLEBROOK:Residents from Saddlebrook ask about paving bid and if still in the 2023 budget. Maniaci indicated that the bids notice has been submitted in the paper and we will open bids at the February meeting. He indicated that we did some patch work and looking to debur the road before we pave so we can do it right and get the water off the road.

Hired diesel mechanic.Major incidents included Masonic Temple Fire.Incident statistics- responded to 1932 calls in 2022.EMS incidents accounted for 81.5% of 2022 calls.EMS billing included $97,550.99 in Muskingum Township of the total billing of $403,936.18.Financial report - total income of $1,686,130.46 with total expenses of $1.269.558.912023 outlook - 2023 is 60th anniversary of the Falls Township Volunteer Fire Department.2023 will focus on training and fire inspection prevention MILEAGE CERTIFICATION:Maniaci motioned to approve mileage certification from ODOT. He indicated that one of the sessions he attended discussed social media and most all attended indicated that they were in favor of the township having a face book page. Maniaci indicated that the trustees will look at the pros and cons of having a face book page before decision made.Maniaci indicated that there was also discussions on having your township logo copyrighted and townships should have taped meetings.MOWING ATTACHMENT:Maniaci indicated that Tim Sands was looking into a demo mowing attachment we could try before deciding what we wanted to do about a new mowing attachment.DITCHING TOOL:Maniaci indicated that Mike Kineer indicated that a ditching tool runs approximately $55K. He is looking into other less expensive options for us.CHAINSAW:Maniaci indicated that Casey and Richie indicated that they need a new chainsaw. TUNIS TREES:Maniaci indicated that he hadn't had chance to send out letter yet.
NORTHCREST:Maniaci spoke to the resident on Northcrest with the stakes along his yard. Maniaci asked him to put flush with the block and discussed danger of having them especially with kids riding bikes and skateboards along there. Hittle indicated that he did put farther in the ground.
EMPLOYEES:Maniaci indicated that he didn't write anyone up. He indicated that trustees talked with them and we are fine now. Casey apologized.
NEW BUSINESS
ROAD LEVY:Maniaci indicated that he will get the cost breakdown and discuss road levy at next meeting.
SICK LEAVE:Maniaci indicated that Matt Russell said to Richie that his sick leave time should transfer from county to township. Maniaci spoke with prosecuting attorney about this. He indicated that we are not responsible to transfer sick time nor are we even required to provide sick time to our employees.
SALT BIN:Maniaci indicated that Appleman Electric installed light in our salt building.
ROAD LEVY TAX:Maniaci presented road levy estimates he received from the county auditor.1 Mill, 10 year levy would generate road funds of $128,061.31 per year.Estimated cost for homeowner with estimated market value of home of $100,000 would cost homeowner $35 per year.2 Mill, 10 year levy would generate road funds of $256,122.63 per year.Estimated cost for homeowner with estimated market value of home of $100,000 would cost homeowner $70 per year.Maniaci indicated he preferred 2 mill levy. Fell indicated he preferred 2 mill levy.Maniaci motioned to proceed with submitting a 2 mill, 10 year levy on the November ballot. Fell seconded. CULVERTS:Jimmy Stillion provided a check for a culvert on Georgia Road.
SHALA CIRCLE:Maniaci presented drawing of Shala Circle. We have a plot we are selling for $2,400 to Ronnie Burns, plot 6009 Shala Circle. Maniaci motioned to sell the proposed plot plus any expenses associated with sale. The homeowner will take care of survey and the assistant prosecuting attorney will take care of paperwork. MOWING BIDS:Trustees agreed to bid out mowing. Fiscal Officer will put notice in the newspaper.
SALT BUILDING PERMIT:Hittle indicated that he would get with the building inspector Jason Baughman to get a building permit for the salt bin.
TREE TRIMMING:Hittle indicated Cass Township was having Ridenbaugh Tree Service trim some trees on Schnider Lane and ask us if we wanted to go in on cutting our half of Schnider Lane trees trimmed. The estimate for our half would be $4,900. Maniaci indicated as long as half of the trees they were trimming were on our side motioned to accept estimate of $4,900. Hittle seconded. RICK HOCKENS LUMBER:Fell indicated that Rick Hocking Lumber ask us if they can use our cemetery road to access lots they will be trimming trees and clearing out the lots. They would clean our overhanging trees and restore back to original after they are done. Fell will get with prosecuting attorney to draw up agreement for them to sign. Maniaci motioned to accept. OLD BUSINESSTUNIS TREES:Maniaci indicated that he will get the letter out this week for the tree trimming.
NORTHCREST:Hittle indicated that the residents stakes are still sticking above the blocks on the edge of residents yard on Sycamore in Northcrest subdivision. Maniaci indicated that if he won't take care of them and we feel is in harm's way and within our right away that we would take care of for him.
SHALA CIRCLE:Maniaci indicated that there is no contract for the sale of the lot and is being question by the resident on Shala Circle. Maniaci indicated that the resident will get with Maniaci Monday. Maniaci indicated that County Engineer Eicher doesn't have final say. The commissioners originally accepted the road without a cul-de-sac. No one told them to put in a cul-de-sac. Maniaci indicated we are not taking out the cul-de-sac. Maniaci indicated how do you vacate something that isn't there. Mark Eicher indicated that the commissioners can vacate part of it. Maniaci indicated that he will discuss with the commissioners after the survey is done.
TREE TRIMMING:Maniaci indicated that the tree trimming on our half of Schnider Lane is complete.
GORSUCH ROAD:Maniaci indicated that we are still waiting on tree trimming on Gorsuch Road that we approved at the January 5, 2023 meeting. Maniaci will contact them.
NEW BUSINESSMOWING BIDS:Trustees opened mowing bids at beginning of meeting. Bids received: Lawlers Lawn Co. LLC - $900 from April to November.WD Lawn Care - $1,000 per month for 7 monthsManiaci motioned to accept Lawlers Lawn Co. LLC bid. Fell seconded. Roll Call: Maniaci ayed, Fell ayed, Hittle ayed.
GAGE SMITH:Maniaci introduced Gage Smith to his first meeting. He is here for his school project. The trustees explained the trustees role and responsibilities to Gage throughout the meeting.
ROAD LEVY:Maniaci presented resolution declaring tax in excess of $10 mill limitation for road levy to be placed on November 7, 2023 ballot. Per Ohio Revised Code 5705.16(6), .25 and .26 Maniaci moved motion to submit $2.0 mill, $0.002 for each dollar of valuation, 10 year levy, commencing in 2023 and first due in calendar year 2024. The fiscal officer will submit to county auditor to certify the amounts to be generated from the levy. Hittle seconded. Roll Call: Maniaci ayed, Fell ayed, Hittle ayed.
RICK HOCKENS LUMBER COMPANY:Fell indicated he hasn't received an agreement yet but will get Mark to draw up an agreement with the lumber company for tree trimming and restoring our cemetery road upon completion.
SALT BID:Hittle presented salt bid for 400 ton of salt per the ODOT Road Salt Contract. Hittle motioned to accept salt bid for 400 tons. Maniaci seconded. Roll Call: Maniaci ayed, Fell ayed, Hittle ayed.
DITCHES:Hittle indicated that he and Fell looked at ditches on Tarkman and Sycamore Circle. They indicated that they will get Casey and Richie to clean the ditches on 2750 Tarkman Drive and 5120 Sycamore Circle.

OLD BUSINESS
TREE TRIMMING GORSUCH ROAD:Maniaci indicated that he tried to contact the contractor again about the tree trimming but he hasn't responded.
SADDLEBROOK:Maniaci indicated that Casey and Richie are preparing the road for paving. Maniaci indicated that Shelly and him was discussing the depth of the paving. There estimate is only the depth of the pavement. Casey and Richie are putting some more solid stuff on some of the soft spots on the road.
SHALA COURT CONTRACT:Maniaci indicated he still is waiting on contract from Mark Zanghi. Maniaci will follow-up and talk with the county commissioners regarding vacating section of the lot.
NEW BUSINESSHERITAGE/NORTHCREST:Mr. Schaefer of Northcrest ask trustees about status and where they stood in line getting their roads paved.Maniaci indicated that we are currently in process of placing a road levy on the November 2023 ballot.Ms. Potts indicated to the trustees that there is a flooding issue on Heritage Drive near her residence.She indicated that she replaced part of her drains awhile back but now no longer is working and backs up. She is not sure why suddenly that the Heritage area now getting flooding. Ms. Potts showed pictures of the flooding to the trustees. Maniaci indicated that there is too little of pipes and few pipes in that neighborhood to move water which was done by the developer. Hittle indicated he put another 80 ft of pipe in when he built his residence there. Hittle indicated that it is bottlenecking and water can't get away fast enough from the creek. Hittle indicated that Mike and him need to look at together. Maniaci indicated that a few of the residents are going to have to agree to give up some of their yard so we can ditch and address the water backup. Mr. Schafer indicated that we need to address the water issue and ditching before we pave the road. Maniaci indicated that we can address this because the water bottleneck and backup is affecting our roads.Mr. Schafer also indicated that allot of residence are complaining about the stop signs.Mr. Schafer indicated that their association meeting is the last Wednesday in May at 7pm at his residence.
ROAD LEVY:Maniaci presented resolution accepting County Auditor certification of estimated annual levy taxable value and tax valuation to be produced annually by the levy mileage of $272,000. A copy of the resolution will be submitted to the board of elections to be placed on the November 2023 election. Hittle seconded. Roll Call: Maniaci ayed, Hittle ayed.
2023 PERMANENT APPROPRIATIONS:Maniaci motioned adoption of the Annual Appropriations Resolution for fiscal year December 31, 2023. The officialCertificate of Estimated Resources is adopted and received from the Office of Budget Commission, Muskingum County, Ohio. JOINT SOLID WASTE RESOLUTION:Received a letter from the SEO Joint Solid Waste Management District requesting that your board of trustees adopt a resolution ratifying the SEO Joint Solid Waste District Solid Waste Management Plan for 2023-2027. Maniaci indicated they would look over and address ant next meeting.
ROADS:Hittle indicated that there were some roads we need to look at.5180 Northcrest5155 Heritage Drive6595 Winterwood - manufactured home being installed needing driveway location and culvert permit.
LISA KIM:Maniaci indicated need to discuss with Fell on the ditching on Lisa Kim. Hittle indicated that they discussed a ditch.
HIGHVIEW:Hittle indicated Casey and Richie swept Highview.

TREE TRIMMING GORSUCH ROAD:Maniaci indicated that he contacted the contractor again and they indicated it would be another 2-3 weeks out.
JOINT SOLID WASTE RESOLUTION:Maniaci indicated that the county has already signed off on the recycling stations for the joint solid waste management district. Maniaci indicated that we should let it go for now until we know more about it.

SHALA CIRCLE:Maniaci indicated he was still waiting on contract. He indicated that the commissioners are the only one that can vacate property.

MOTOR VEHICLE LICENSE FEES:Received 3 approved resolutions (23-0573, 23-0574, 23-0575) from county commissioners approving an additional $5 each for total of $15 license tax per motor vehicle registered in Muskingum County.
ELLIS DAM:Maniaci indicated that he spoke with Clint Berkfield and Clint indicated that the road needs widen. He called the county and they said to talk with the township. Maniaci indicated that he would find out about if we are allowed to widen the road since we are only required to maintain the road. We do not own the road and not sure if we can build or change a road without county approval. Maniaci indicated that he would look into state park money in regards to this also since the road is within the Powelson area.
SHANE HUITT:Hittle indicated that he spoke with Shane Huitt on Westshore Drive about a ditch he is still waiting on that is plugged up. Maniaci indicated that Casey and Richie was looking at it. Maniaci indicated that he was on the schedule. Maniaci indicated that Casey thinks there is a water leak. Maniaci will contact Don Mattingly at the water department.

CHIP SEAL:Maniaci indicated that we need to price stone if we are going to chip-seal. Maniaci indicated that we have about $12,000 with the county. We need to decide if we can use the funds on the culverts or chip-seal. Hittle to get pricing on limestone.

TREE TRIMMING:Maniaci contacted Tree Top Services and they indicated barring any setbacks they will be out to trim the trees at Presbyterian Cemetery next week.
NORTHCREST, HERITAGE DRAINAGE:Maniaci indicated that the county engineer looked at Northcrest and Heritage drainage. He suggested that we take out the 2 24" culverts and install 2 36" culverts. Hittle will get 3 estimates with the 2 36" culverts.
SOUTH VIEW CULVERT:Maniaci indicated that we changed the culvert on Southview and Casey indicated that it all flows downhill now.
STONEHENGE SIGN:Maniaci indicated that the sign at Stonehenge has been changed to Watercrest.
ELLIS DAM ROAD:Maniaci spoke with Clint Berkfield about widening the road. Maniaci spoke with the county about it and they indicated that it would be low priority for them. Maniaci indicated that he researched and we are allowed to widen an existing road. Maniaci received estimate for $14,750 with our dump truck. Hittle recommended to get another estimate. Maniaci agreed to get other estimates. Trustees agreed to use Clint's estimate if it comes in lower and if our budget allows for it.
WEST SHORE DITCH:Maniaci indicated that he would speak with Casey about taking care of the ditch on West Shore.
SHALA CIRCLE:Maniaci indicated that the contract for Shala Circle is in possession of the resident for review and approval. The commissioners indicated that they are willing to have him come to a meeting to review and sign.

CHIP-N-SEAL:Maniaci indicated that we need to go look and see if we need to chip-n-seal any roads right now. Maniaci indicated we will wait and see after we look and review available budget with the county and after we get our 2nd half tax and Shelly bill. Maniaci indicated we might still do some patching. SALT:Hittle asked trustees if we have received any salt from our order. We ordered 400 ton of salt at $55 ton per the state salt bid. Maniaci indicated we have received none right now.

Hittle indicated to them he didn't know who put it in and the trustees would not take it out. If the resident takes it out and puts in a ditch as long as it works the trustees won't do anything.

ROAD LEVY:Maniaci indicated that we have a road levy on this November ballot. Fell indicated that our current budget just not enough to take care of very much road mileage. It took most of our road budget to pave Saddlebrook. With road levy we can double our budget for roads. Hittle indicated that prices continue to rise.Maniaci indicated we are handed these roads by the county that are not meeting specifications and we are left with the cost of maintaining. Mrs. Cohagen indicated that if you want it to pass you need to explain this to the voters.

ZONING:Mrs. Cohagen stated we in violation of public records request. She indicated she requested zoning records from Maniaci a year ago. Maniaci indicated the records are copied and at home and just forgot to deliver. Mrs. Cohagen indicated that we need zoning due to the businesses being built and our township growing. She requested the records to assist the trustees with addressing zoning. Maniaci indicated that OTARMA having a boot camp for zoning. Mrs. Cohagen wants to assist and backing of the trustees.Mrs. Cohagen also asked about the ditching on Jones Road and concerned about collapsing bank or phone poles falling over. Maniaci indicated that they would have Casie and Richie put some rock to build up.TAX BUDGET:Mrs. Cohagen asked about increase in property values should see increase in tax revenue. The trustees indicated that 60% of your taxes go o Tri-Valley school district. Fell indicated that $250,000 home generates $150 of tax to the township. Fiscal officer presented 2024 tax budget for approval.Maniaci read resolution to accept the 2024 tax budget. The amounts inside the $10mill limitation $396,052.27 and amounts outside $10mill limitation $361,998.42. The total tax budget for 2024 include taxes of $758,050.69 and other sources of $258,887.37 plus estimated carryover of $73,870.04 for total budget of $1,090,808.10. Maniaci motioned to accept. Maniaci indicated of the $136,235,440 of property valuation in our township we get a total tax revenue of $1,016,938.06 with $383,665.58 restricted for Fire and EMS only.

BECKY BURKHART:Maniaci indicated that Mrs. Burkhart complimented Casie and Richie mowing and said they are doing a good job.

NORTHCREST DRAINAGE:Maniaci indicated that Hazen finished the Northcrest culvert replacement and so far there is no signs of issues so far. Hittle indicated that they didn't put the drains every 40 feet. Hittle indicated that Casey and Matt discussed, however, no drains were supplied by us. Maniaci indicated that in that particular situation any runoff is going into the ditch like it should. ELLIS DAM ROAD:Maniaci indicated that Neff finished the Ellis Dam road widening Monday. Maniaci indicated that we supplied the 304 stone and will have this deducted from his bill.
ROAD LEVY:Casey ask if we were going to put Levy signs out. Maniaci indicated that we were not and will just see what happens with the levy as is.

EMPLOYEE RAISES: Maniaci ask the trustees that Casey and Richie were asking about raises. Maniaci ask Fiscal Officer about insurance going up or down. Fiscal Officer indicated that the insurance went down in August renewal for both.Maniaci indicated that he didn't have a problem with giving the guys raises. Maniaci indicated that we pay 100% insurance for them. Fell and trustees indicated that they should point out to them the total cost including insurance that they get and not just the hourly rate. Maniaci and Fell indicated we should show them the total package. The total compensation which includes wages, insurance, paid time off and retirement is closer to $70,000 per year. Maniaci indicated that they work hard and do a good job. Maniaci motioned to give the guys a $1 raise effective January 1, 2024. Hittle seconded. Roll Call: Maniaci ayed, Fell ayed, Hittle ayed.
HICKORY HILLS PAVING:Maniaci indicated that the estimate for Hickory Hills paving was approximately $107,000. Maniaci asked if trustees wanted to put out to bid in December for 2024. Trustees agreed to hold off and wait to see what the results of the levy are. If the levy passes we won't see any tax money until mid 2024.
TRACKS FOR TRAC HOE:Maniaci indicated that the tracks are getting worn down and need to replace.
WESTERN STAR REPAIRS:Maniaci indicated that the Western Star is in need of about $4-5,000 in repairs. Maniaci indicate we need the truck repairs and motioned to get the truck repaired. Fell seconded. Roll Call: Maniaci ayed, Fell ayed, Hittle ayed.
LIFT RENTAL:Maniaci indicated that Casey ask about renting a lift for trimming trees. Maniaci indicated to get us some quotes. BELLVIEW:Maniaci indicated Dennis Shultice ask about speeding traffic on Bellview. The sheriff told him to contact the township trustees. Since there is no speeding signs the sheriff can't enforce. Maniaci indicated that this is a county road and not a township road and that the county would be responsible for putting up no speeding signs. Hittle indicated Northcrest and Oakwood North doesn't want the stop signs we put up. He indicated that your homeowners association wanted them and agreed to put up.

Maniaci indicated he didn't have an issue with Richie having some of the screenings.
WEBINAR:Maniaci indicated that we can purchase access to Township education services webinars for $250 for a year and have access to all the archive webinars. Maniaci indicated we could use our More Grant money toward this. If the county endorses all the township it only cost $175. ZONING:Maniaci indicated that he attended a meeting last Thursday on zoning. There were multiple township invited to discuss county wide zoning. There was an attorney and a zoning writer at this meeting. Maniaci indicated that he stopped and discussed with Mrs. Cohagen and ask her about the status of her committee. There was no progress due to funding. Maniaci indicated that the county is going to fund this zoning project and will have responsibility if this county wide zoning takes place. There will be a 5 member board only regardless of how many townships sign up. Maniaci indicated it is a good deal to get the ball rolling. Maniaci indicated that the 3 commissioners were at this meeting and Eric Reed and Andy Roberts, Matt Abbott, Trustees from Cass, Licking, Jackson, Dresden, Frazeysburg, and Maniaci from Muskingum. Maniaci indicated that within zoning there is designated areas such as industrial, residential, commercial, etc. Maniaci indicated that the county is putting together some town hall meetings at these townships to discuss. Maniaci indicated that he is in support of zoning.
STOP SIGNS:Hittle indicated that Mr. Hardesty was suppose to be at the meeting to discuss stop sign issues but hasn't showed up. Hittle indicated to him that he can't make the decision alone and would have to come to meeting.
MCCASLIN:Todd Graham indicated to the trustees that the intersection of McCaslin is breaking up. Maniaci indicated he would have the guys take a look at it to repair.
SALT:Hittle indicated that Zanesville HS might have some extra salt available to sell to the township if needed.

Per ORC 3.24 every person holding elected office under the constitution of state may administer oath of office to elected person. STONEHENGE:Maniaci indicated Ron Thomas was not happy with the way we were removing the cinders on the road. Dirk Warner was willing to clean up and take away. Maniaci indicated if he could do for less than $1000 he could do it.
TRACKHOE:Trustees approved purchase of tracks for track hoe for $3000 from Sagel Auto.
MCCASLIN:Maniaci indicated he would get Casey and Richie up to fix.

Mr. Prouty is 52 years old, 32 years as member of Dresden Fire Department, 30 years of local government experience, 5 terms as Jefferson Township Trustee,, currently manager of Human Resources, Safety & Environmental Specialist for Sidwell Materials for 18 years and first year as Cass Township Trustee, currently serving as local emergency planning for Muskingum County, 26 years as reserve, past president of Muskingum County Water/Sewer advisory board, past president of North Muskingum Ruritan Club, past president of AEP/Tri-Valley Grant Foundation, and past president of Tri-Valley 12th man club. Maniaci asked about his plans if he wins the commissioner office. Mr. Prouty indicated that if he wins he plans to continue to work with Sidwells in some capacity as a consultant in conjunction with county commissioner. Fell expressed concern with county water development expansion and flushing of fire hydrants. Mr. Prouty goal is to expand the water development and indicated that there needs to be a working relationship with the county water on hydrant flushing and need to consider impact on safety, fire departments, insurance coverage and cost impact to the county and the residents. He spoke about the zoning meetings in the county on January 9th, 11th, and 29th. Mr. Prouty is for employee retention issues, zoning, finding grants available for our county. He is asking for your support on the March 2024 primary.
MORE GRANT:Maniaci indicated that he submitted the 2023 $500 More Grant.
SALT PURCHASE:Hittle asked Fiscal Officer if he received W9 and tax exempt form from Zanesville City Schools for the salt purchase since they are not able to take their remaining salt delivery due to storage issues and have agreed to sell to Muskingum Township 127.5 tons at $50 per ton. Baughman indicated it was received. Baughman indicated we need a purchase order and invoice for $50 per ton for the salt purchase and to issue payment.

SALT BIN:Maniaci indicated that Appleman Electric installed light in our salt building.
ROAD LEVY TAX:Maniaci presented road levy estimates he received from the county auditor.1 Mill, 10 year levy would generate road funds of $128,061.31 per year.Estimated cost for homeowner with estimated market value of home of $100,000 would cost homeowner $35 per year.2 Mill, 10 year levy would generate road funds of $256,122.63 per year.Estimated cost for homeowner with estimated market value of home of $100,000 would cost homeowner $70 per year.Maniaci indicated he preferred 2 mill levy. TREE TRIMMING:Hittle indicated Cass Township was having Ridenbaugh Tree Service trim some trees on Schnider Lane and ask us if we wanted to go in on cutting our half of Schnider Lane trees trimmed. SHALA CIRCLE:Maniaci indicated that there is no contract for the sale of the lot and is being question by the resident on Shala Circle. Maniaci indicated that the resident will get with Maniaci Monday. Maniaci indicated that County Engineer Eicher doesn't have final say. The commissioners originally accepted the road without a cul-de-sac. No one told them to put in a cul-de-sac. Maniaci indicated we are not taking out the cul-de-sac. Maniaci indicated how do you vacate something that isn't there. Mark Eicher indicated that the commissioners can vacate part of it. Maniaci indicated that he will discuss with the commissioners after the survey is done.
TREE TRIMMING:Maniaci indicated that the tree trimming on our half of Schnider Lane is complete.
GORSUCH ROAD:Maniaci indicated that we are still waiting on tree trimming on Gorsuch Road that we approved at the January 5, 2023 meeting. Maniaci will contact them.

ROAD LEVY:Maniaci presented resolution declaring tax in excess of $10 mill limitation for road levy to be placed on November 7, 2023 ballot. Per Ohio Revised Code 5705.16(6), .25 and .26 Maniaci moved motion to submit $2.0 mill, $0.002 for each dollar of valuation, 10 year levy, commencing in 2023 and first due in calendar year 2024. TREE TRIMMING GORSUCH ROAD:Maniaci indicated that he tried to contact the contractor again about the tree trimming but he hasn't responded.
SADDLEBROOK:Maniaci indicated that Casey and Richie are preparing the road for paving. Maniaci indicated that Shelly and him was discussing the depth of the paving. There estimate is only the depth of the pavement. Casey and Richie are putting some more solid stuff on some of the soft spots on the road.
SHALA COURT CONTRACT:Maniaci indicated he still is waiting on contract from Mark Zanghi. Maniaci will follow-up and talk with the county commissioners regarding vacating section of the lot.
NEW BUSINESSHERITAGE/NORTHCREST:Mr. Schaefer of Northcrest ask trustees about status and where they stood in line getting their roads paved.Maniaci indicated that we are currently in process of placing a road levy on the November 2023 ballot.Ms. Potts indicated to the trustees that there is a flooding issue on Heritage Drive near her residence.She indicated that she replaced part of her drains awhile back but now no longer is working and backs up. She is not sure why suddenly that the Heritage area now getting flooding. Ms. Potts showed pictures of the flooding to the trustees. Maniaci indicated that there is too little of pipes and few pipes in that neighborhood to move water which was done by the developer. Hittle indicated he put another 80 ft of pipe in when he built his residence there. Hittle indicated that it is bottlenecking and water can't get away fast enough from the creek. Hittle indicated that Mike and him need to look at together. Maniaci indicated that a few of the residents are going to have to agree to give up some of their yard so we can ditch and address the water backup. Mr. Schafer indicated that we need to address the water issue and ditching before we pave the road. Maniaci indicated that we can address this because the water bottleneck and backup is affecting our roads.Mr. Schafer also indicated that allot of residence are complaining about the stop signs.Mr. Schafer indicated that their association meeting is the last Wednesday in May at 7pm at his residence.
ROAD LEVY:Maniaci presented resolution accepting County Auditor certification of estimated annual levy taxable value and tax valuation to be produced annually by the levy mileage of $272,000. MOTOR VEHICLE LICENSE FEES:Received 3 approved resolutions (23-0573, 23-0574, 23-0575) from county commissioners approving an additional $5 each for total of $15 license tax per motor vehicle registered in Muskingum County.
ELLIS DAM:Maniaci indicated that he spoke with Clint Berkfield and Clint indicated that the road needs widen. He called the county and they said to talk with the township. Maniaci indicated that he would find out about if we are allowed to widen the road since we are only required to maintain the road. We do not own the road and not sure if we can build or change a road without county approval. Maniaci indicated that he would look into state park money in regards to this also since the road is within the Powelson area.
SHANE HUITT:Hittle indicated that he spoke with Shane Huitt on Westshore Drive about a ditch he is still waiting on that is plugged up. Maniaci indicated that Casey and Richie was looking at it. Maniaci indicated that he was on the schedule. Maniaci indicated that Casey thinks there is a water leak. Maniaci will contact Don Mattingly at the water department.
NORTHCREST:Maniaci indicated to Matt to call the guys about the lady with the hole on Northcrest.
CHIP SEAL:Maniaci indicated that we need to price stone if we are going to chip-seal. Maniaci indicated that we have about $12,000 with the county. We need to decide if we can use the funds on the culverts or chip-seal. Hittle to get pricing on limestone.
CARGILL:Hittle indicated that he has 120 ton of salt for the school and may need to store some at the township and may be available for sale if we need it.

SADDLEBROOK:Maniaci indicated that the paving on Saddlebrook is complete. When digging along the road a service line was damaged. We received a bill from The Energy Cooperative for $1,269.97 for the repair.
TREE TRIMMING:Maniaci contacted Tree Top Services and they indicated barring any setbacks they will be out to trim the trees at Presbyterian Cemetery next week.
NORTHCREST, HERITAGE DRAINAGE:Maniaci indicated that the county engineer looked at Northcrest and Heritage drainage. He suggested that we take out the 2 24" culverts and install 2 36" culverts. Hittle will get 3 estimates with the 2 36" culverts.
SOUTH VIEW CULVERT:Maniaci indicated that we changed the culvert on Southview and Casey indicated that it all flows downhill now.
STONEHENGE SIGN:Maniaci indicated that the sign at Stonehenge has been changed to Watercrest.
ELLIS DAM ROAD:Maniaci spoke with Clint Berkfield about widening the road. Maniaci spoke with the county about it and they indicated that it would be low priority for them. Maniaci indicated that he researched and we are allowed to widen an existing road. Maniaci received estimate for $14,750 with our dump truck. Hittle recommended to get another estimate. Maniaci agreed to get other estimates. Trustees agreed to use Clint's estimate if it comes in lower and if our budget allows for it.
WEST SHORE DITCH:Maniaci indicated that he would speak with Casey about taking care of the ditch on West Shore.
SHALA CIRCLE:Maniaci indicated that the contract for Shala Circle is in possession of the resident for review and approval. The commissioners indicated that they are willing to have him come to a meeting to review and sign.
NEW BUSINESS
CHIP-N-SEAL:Maniaci indicated that we need to go look and see if we need to chip-n-seal any roads right now. Maniaci indicated we will wait and see after we look and review available budget with the county and after we get our 2nd half tax and Shelly bill. Maniaci indicated we might still do some patching. SALT:Hittle asked trustees if we have received any salt from our order. We ordered 400 ton of salt at $55 ton per the state salt bid. Maniaci indicated we have received none right now.

CONN RD:Maniaci indicated he heard they were putting in pipe up on Conn Road. Fell indicated that they are just doing some engineering right now and would be a year before they get started.
WEST SHORE:Hittle indicated that resident on West Shore was wanting a ditch covered. The neighbor wants the ditch and keep the pipe. Hittle indicated to them he didn't know who put it in and the trustees would not take it out. If the resident takes it out and puts in a ditch as long as it works the trustees won't do anything.

NORTHCREST, HERITAGE DRAINAGE:Maniaci indicated that Hazen will be starting Monday on the Northcrest drainage.
ELLIS DAM ROAD:Maniaci indicated paper submitted and Neff will do it as soon as he can.
ROAD LEVY:Maniaci indicated that we have a road levy on this November ballot. Fell indicated that our current budget just not enough to take care of very much road mileage. It took most of our road budget to pave Saddlebrook. With road levy we can double our budget for roads. Hittle indicated that prices continue to rise.Maniaci indicated we are handed these roads by the county that are not meeting specifications and we are left with the cost of maintaining. Mrs. Cohagen indicated that if you want it to pass you need to explain this to the voters.
NEW BUSINESS
ZONING:Mrs. Cohagen stated we in violation of public records request. She indicated she requested zoning records from Maniaci a year ago. Maniaci indicated the records are copied and at home and just forgot to deliver. Mrs. Cohagen indicated that we need zoning due to the businesses being built and our township growing. She requested the records to assist the trustees with addressing zoning. Maniaci indicated that OTARMA having a boot camp for zoning. Mrs. Cohagen wants to assist and backing of the trustees.Mrs. Cohagen also asked about the ditching on Jones Road and concerned about collapsing bank or phone poles falling over. Maniaci indicated that they would have Casie and Richie put some rock to build up.TAX BUDGET:Mrs. Cohagen asked about increase in property values should see increase in tax revenue. The trustees indicated that 60% of your taxes go o Tri-Valley school district. Fell indicated that $250,000 home generates $150 of tax to the township. Fiscal officer presented 2024 tax budget for approval.Maniaci read resolution to accept the 2024 tax budget. The amounts inside the $10mill limitation $396,052.27 and amounts outside $10mill limitation $361,998.42. The total tax budget for 2024 include taxes of $758,050.69 and other sources of $258,887.37 plus estimated carryover of $73,870.04 for total budget of $1,090,808.10. Maniaci motioned to accept. Maniaci indicated of the $136,235,440 of property valuation in our township we get a total tax revenue of $1,016,938.06 with $383,665.58 restricted for Fire and EMS only.
CHIP SEAL:Fell indicated that we will look at chip-seal next year. Maniaci indicated that Hickory Hills is one to address if levy passes.
BECKY BURKHART:Maniaci indicated that Mrs. Burkhart complimented Casie and Richie mowing and said they are doing a good job.
THOMAS COMPANY:Maniaci indicated that we received thank you letter for the work we did on Wilshire, Stonehenge and South Edinberg in Stonehenge North.
KENLO WOODS:Hittle indicated that there is a ditch on Kenlo Woods we need to look at.

TERRACE SHORES DRAINIAGE:Maniaci indicated that we need to add/fix piece of pipe on Terrace Shores. Maniaci indicated he spoke with the resident across from the resident with the pipe issue. Maniaci indicated to them that if the pipe is on their property they are responsible however it is not. Maniaci motioned since it is not on their property we will fix. Fell seconded. NORTHCREST DRAINAGE:Maniaci indicated that Hazen finished the Northcrest culvert replacement and so far there is no signs of issues so far. Hittle indicated that they didn't put the drains every 40 feet. Hittle indicated that Casey and Matt discussed, however, no drains were supplied by us. Maniaci indicated that in that particular situation any runoff is going into the ditch like it should. ELLIS DAM ROAD:Maniaci indicated that Neff finished the Ellis Dam road widening Monday. Maniaci indicated that we supplied the 304 stone and will have this deducted from his bill.
ROAD LEVY:Casey ask if we were going to put Levy signs out. Maniaci indicated that we were not and will just see what happens with the levy as is.
NEW BUSINESS
EMPLOYEE RAISES: Maniaci ask the trustees that Casey and Richie were asking about raises. Maniaci ask Fiscal Officer about insurance going up or down. Fiscal Officer indicated that the insurance went down in August renewal for both.Maniaci indicated that he didn't have a problem with giving the guys raises. Maniaci indicated that we pay 100% insurance for them. Fell and trustees indicated that they should point out to them the total cost including insurance that they get and not just the hourly rate. Maniaci and Fell indicated we should show them the total package. The total compensation which includes wages, insurance, paid time off and retirement is closer to $70,000 per year. Maniaci indicated that they work hard and do a good job. Maniaci motioned to give the guys a $1 raise effective January 1, 2024. Hittle seconded. Roll Call: Maniaci ayed, Fell ayed, Hittle ayed.
HICKORY HILLS PAVING:Maniaci indicated that the estimate for Hickory Hills paving was approximately $107,000. Maniaci asked if trustees wanted to put out to bid in December for 2024. Trustees agreed to hold off and wait to see what the results of the levy are. If the levy passes we won't see any tax money until mid 2024.
TRACKS FOR TRAC HOE:Maniaci indicated that the tracks are getting worn down and need to replace.
WESTERN STAR REPAIRS:Maniaci indicated that the Western Star is in need of about $4-5,000 in repairs. Maniaci indicate we need the truck repairs and motioned to get the truck repaired. Fell seconded. Roll Call: Maniaci ayed, Fell ayed, Hittle ayed.
LIFT RENTAL:Maniaci indicated that Casey ask about renting a lift for trimming trees. Maniaci indicated to get us some quotes. A 65' lift is $450 per day / $1,350 per week45' lift is $300 per day / $650 per week50' lift is $313 per day / $1,100 per weekManiaci indicated that we will hold off for now since we have to fix the Western Star and have salt bills to pay.
BELLVIEW:Maniaci indicated Dennis Shultice ask about speeding traffic on Bellview. The sheriff told him to contact the township trustees. Since there is no speeding signs the sheriff can't enforce. Maniaci indicated that this is a county road and not a township road and that the county would be responsible for putting up no speeding signs. Hittle indicated Northcrest and Oakwood North doesn't want the stop signs we put up. He indicated that your homeowners association wanted them and agreed to put up.
ZONING:Maniaci indicated that the Zoning information shared with Thelma was not records of the township and was Scott Obenour's information he had on zoning.

GRINDINGS:Ed indicated that Richie asked if he could have some of the grindings we have from the Ellis Dam road widening. Maniaci indicated in the past when we had extra screenings we kept here to use on our lot if needed. Hittle indicated that we don't need them and won't use them up. Maniaci indicated he didn't have an issue with Richie having some of the screenings.
WEBINAR:Maniaci indicated that we can purchase access to Township education services webinars for $250 for a year and have access to all the archive webinars. Maniaci indicated we could use our More Grant money toward this. If the county endorses all the township it only cost $175. ELLIS DAM ROAD: Maniaci indicated that the Ellis Dam road widening is complete.

NEW BUSINESS
ZONING:Maniaci indicated that he attended a meeting last Thursday on zoning. There were multiple township invited to discuss county wide zoning. There was an attorney and a zoning writer at this meeting. Maniaci indicated that he stopped and discussed with Mrs. Cohagen and ask her about the status of her committee. There was no progress due to funding. Maniaci indicated that the county is going to fund this zoning project and will have responsibility if this county wide zoning takes place. There will be a 5 member board only regardless of how many townships sign up. Maniaci indicated it is a good deal to get the ball rolling. Maniaci indicated that the 3 commissioners were at this meeting and Eric Reed and Andy Roberts, Matt Abbott, Trustees from Cass, Licking, Jackson, Dresden, Frazeysburg, and Maniaci from Muskingum. Maniaci indicated that within zoning there is designated areas such as industrial, residential, commercial, etc. Maniaci indicated that the county is putting together some town hall meetings at these townships to discuss. Maniaci indicated that he is in support of zoning.
STOP SIGNS:Hittle indicated that Mr. Hardesty was suppose to be at the meeting to discuss stop sign issues but hasn't showed up. Hittle indicated to him that he can't make the decision alone and would have to come to meeting.
MCCASLIN:Todd Graham indicated to the trustees that the intersection of McCaslin is breaking up. Maniaci indicated he would have the guys take a look at it to repair.
SALT:Hittle indicated that Zanesville HS might have some extra salt available to sell to the township if needed.

NOVEMBER ELECTION:Maniaci congratulated Hittle and Baughman on their re-election. Per ORC 3.24 every person holding elected office under the constitution of state may administer oath of office to elected person. Maniaci administered oath of office to re-elected trustee Matt Hittle and Fiscal Officer Jason Baughman.
STONEHENGE:Maniaci indicated Ron Thomas was not happy with the way we were removing the cinders on the road. Dirk Warner was willing to clean up and take away. Maniaci indicated if he could do for less than $1000 he could do it.
TRACKHOE:Trustees approved purchase of tracks for track hoe for $3000 from Sagel Auto.
MCCASLIN:Maniaci indicated he would get Casey and Richie up to fix.
SALT:Hittle will get W9 to township for purchase of salt from Zanesville City Schools.
FACEBOOK:Maniaci asked trustees to think about whether or not their interest in setting up a Face book page for the township.

OLD BUSINESSBRENTON BAKER:Maniaci indicated that he spoke with Brenton Baker on Southview Drive about some water issues. Maniaci, Casey and Richie looked at it in all ways possible and unfortunately there is just not much of anything we can do as there were many low areas in that neighborhood and besides ditching the entire neighborhood and replacing all the culverts in the neighborhood the water is not going to move anywhere just by ditching or a culvert to his property.
TOWNSHIP NEWSLETTERManiaci indicated that he is working on the newsletter and will address at later meeting with the trustees.
WEBINARS:Maniaci indicated that he paid for the webinar subscription with the township credit card as discussed and approved at previous meeting.
MARCH 19th PRIMARY:Fiscal Officer didn't have anything for the levy. Maniaci indicated he would have to check with Mark Zanghi about the deadline, which we believe is 90 days before the election, and if we can still get in since we started the process.
NEW BUSINESSFIRE / EMS REPORTDRAKE PROUTY:Mr. Prouty was in attendance to indicate that he was running for county commissioner as Mollie Crooks is not running for the office. Mr. Prouty is 52 years old, 32 years as member of Dresden Fire Department, 30 years of local government experience, 5 terms as Jefferson Township Trustee,, currently manager of Human Resources, Safety & Environmental Specialist for Sidwell Materials for 18 years and first year as Cass Township Trustee, currently serving as local emergency planning for Muskingum County, 26 years as reserve, past president of Muskingum County Water/Sewer advisory board, past president of North Muskingum Ruritan Club, past president of AEP/Tri-Valley Grant Foundation, and past president of Tri-Valley 12th man club. Maniaci asked about his plans if he wins the commissioner office. Mr. Prouty indicated that if he wins he plans to continue to work with Sidwells in some capacity as a consultant in conjunction with county commissioner. Fell expressed concern with county water development expansion and flushing of fire hydrants. Mr. Prouty goal is to expand the water development and indicated that there needs to be a working relationship with the county water on hydrant flushing and need to consider impact on safety, fire departments, insurance coverage and cost impact to the county and the residents. He spoke about the zoning meetings in the county on January 9th, 11th, and 29th. Mr. Prouty is for employee retention issues, zoning, finding grants available for our county. He is asking for your support on the March 2024 primary.
MORE GRANT:Maniaci indicated that he submitted the 2023 $500 More Grant.
SALT PURCHASE:Hittle asked Fiscal Officer if he received W9 and tax exempt form from Zanesville City Schools for the salt purchase since they are not able to take their remaining salt delivery due to storage issues and have agreed to sell to Muskingum Township 127.5 tons at $50 per ton. Baughman indicated it was received. Baughman indicated we need a purchase order and invoice for $50 per ton for the salt purchase and to issue payment.
