PURPOSE OF MEETING· The Muskingum Township Trustee held the January regular meeting on January 6, 2020 at 7:00 P.M. in the Fire Building following the Re-Organizational meeting and records commission meeting.
ATTENDANCE· Trustees: Matt Hittle, Ed Fell, Mike Maniaci

EXECUTIVE SESSION
MOTION TO MOVE INTO EXECUTIVE SESSION:
Fell motioned to move to move to executive session at 7:18pm to discuss personnel wages and duties. In addition to the trustees the following invitation to the following: Donnie Moran, Mark Border, Jason Baughman. Hittle seconded. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.
MOTION TO MOVE OUT OF EXECUTIVE SESSION:
Hittle motioned to move out of executive session and back to regular session at 8:18pm. Fell seconded. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.
NEW BUSINESS
HOURLY RATE:
Fell motioned to increase Mark Border's hourly rate to $18.50 retroactive to 1-1-2020. Maniaci seconded. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.
COMP TIME:
Maniaci indicated we might want to discuss comp time in near future as to whether to just pay it out at time earned or allow the workers to carryover to later months and/or limitations on how much they are allowed to carryover in later months.
ANDREW HESKETT:
Hittle indicated Andrew was inquiring on future employment with us and looking for a full-time job. Hittle indicated that he is in the Operators Union and might be
TOWNSHIP EMPLOYEE PACKET:
Trustees and fiscal officer indicated we need to prepare a new hire packet for new employees to complete before starting and causing us to have to go back and track the proper paperwork down before payroll checks are prepared. Also need to consider background checks, drivers license checks and drug and alcohol testing.
NEW HIRE DISCUSSION:
Trustees discussed new hires to replace Curtis. Wasson, Andrew Heskett and Donnie Moran are all interested. Trustees will due their due diligence before making any final decision on a full-time replacement for Curtis due to his retirement. Trustees indicated we need to have Curtis give us something in writing on his future retirement plans.
SAFETY GRANT:
Maniaci indicated that the $500 Safety Grant has been submitted and approved.
FEMA:
Maniaci indicated he has heard nothing back to-date on the FEMA grant.
SECURITY CAMERAS:
Maniaci indicated he is working on estimates and quotes on the security cameras.
TIME OFF REQUEST FORMS:
Fell ask about workers completing a time off sheet. Need to complete better documentation.

PURPOSE OF MEETING:
· The Muskingum Township Trustee met in special session on January 6, 2020 at 7:00 P.M. in the Fire Building for the purpose of the 2020 Re-Organizational Meeting.
ATTENDANCE:

Nomination of President:

Nomination of Burial Committee:
Hittle motion to have Mike Maniaci and Matt Hittle on the Burial Committee. Hittle seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Emergency Labor:
Hittle motion that emergency labor paid as following:$16.00 per hour with a CDL license and $12.00 per hour without. Fell seconded. Maniaci ayed. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Public Records Policy:
Hittle made motion to keep our current township public records policy.Public records will be provided in a timely manner.Charge will be: first 10 copies free, $.10 per page, going rate of a flash drive or CD copy. Fell seconded. Maniaci ayed. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed,
Credit Card Policy:
Hittle made a motion to continue and accept our current credit card policy.All three trustees, fiscal officer, township maintenance workers will have access to the cards.The limits for all cards will be $150 per transaction. If over that amount, permission must be obtained by township trustees. Maniaci seconded. Fell ayed. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Township Equipment:
Hittle made the motion that the Township equipment can be operated by all road crew and trustees or any other person who has been authorized by the trustees or road crew to do so. Fell seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Annual Inventory:
Hittle stated the inventory will be complete and sent to County Engineer per O.R.C. 505.04 by January 14th. Maniaci seconded. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Records Commission:
The Records Commission, according to O.R.C. 149.42 will consist of a Chairman of the Board; this being Ed Fell and the Fiscal Officer, Jason Baughman will be the Records Commission. Fell made the motion, seconded by Maniaci. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Mileage Reimbursement:
Hittle motion that employees/elected officials who are authorized to use their private vehicles for township business such as conferences, training, etc. will be reimbursed at the standard mileage reimbursement rate established by the I.R.S. of 57.5 cents per mile which is allowable under the O.R.C. Township Meetings:
Hittle moved to keep the regular monthly township meetings the first Thursday of every month.Notice will be posted in the newspaper once, on the website and posted monthly on the sign in the front of the township. Special meetings will be posted on the website, sign out in the front of the township hall and newspaper at least 24 hours before the meeting. Fell seconded. Maniaci ayed. Personal Files Policy:
Hittle motioned to appoint the fiscal officer to have control of all storage and distribution of personnel files and information.All personnel files will be in a locked filing cabinet maintain request log, if there is a question of what can or cannot be released, fiscal officer is to contact legal counsel. Violation may result in written reprimand issued from the prosecutor’s office and could lead to termination depending on the situation. Maniaci seconded. 2020 Temporary Appropriations:
Hittle motioned adoption of the Annual Temporary Appropriations Resolution for fiscal year December 31, 2020 (per O.R.C. 5705.38) until the Amended Official Certificate of Estimated Resources is adopted and received from the Office of Budget Commission, Muskingum County, Ohio. Estimated carryover of $60,584.93, 2020 Estimated Tax $625,174.62, other sources $210,350.11 for total budget of $896,109.66. Temporary appropriations of 25% for total of $224,027 until permanent appropriation approved. Maniaci seconded. Fell ayed. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.
Township Insurance:
Hittle motioned to provide insurance benefits to all trustees, fiscal officer and township employees. Maniaci seconded. Fell ayed. Roll Call: Hittle ayed, Maniaci ayed, Fell ayed.

· The Muskingum Township Records Commission met on January 6, 2020 following the 7 P.M. Re-organizational meeting held in the Fire Building.
ATTENDANCE:
· Chairman Ed Fell and Fiscal Officer Jason T. Baughman were present.
BUSINESS:
· Fiscal Officer Baughman stated that he had no records at the present time to get rid of.
· Fell made a motion, that the commission has no records to discuss at this time and no records to dispose of at this present time.

FEBRUARY 6, 2020
PURPOSE OF MEETING· The Muskingum Township Trustee held the February regular meeting on February 6, 2020 at 7:00 P.M. in the Fire Building.
ATTENDANCE· Trustees: Matt Hittle, Ed Fell, Mike Maniaci
· Fiscal Officer: Jason Baughman.
· Residents: 8 in attendance including Sheriff Matt Lutz, Commissioners Jim Porter, Cindy Cameron, Mollie Crooks.
MINUTESManiaci motioned to approve January regular meeting minutes, Records Commission minutes and Re-Organizational meeting minutes. Maniaci indicated in the Re-Org minutes our public records policy is the same and not changed as it is worded. Fell seconded.

OLD BUSINESS
FEMA:
Maniaci indicated still waiting on FEMA money as it is still under review.
SALT BIN:
Maniaci indicated Cass Township put their salt bid up for bid with an estimated cost of $130,000. Trustees reviewed engineer's plans for our salt bin however they may need revising due to alternative roofing options and the incorrect dimensions listed.
Commissioner Porter indicated Madison Township has a good concept for salt bin we may want to look at.
Maniaci indicated a program called TIPPS discussed at the recent OTA conference regarding state bids and will look into more about the program and requirements.
EMPLOYEE PACKETS:
Fell asked if the employee packets were ok and ready to pass out.
SECURITY CAMERAS:
Hittle spoke with James Electric about getting us some estimates and is waiting on those estimates.
MR. WASSON:
Mr. Wasson wanted to thank the trustees for taking care of the ditch clean out on Prior Road.
MIKE MANIACI:
Maniaci presented his leadership academy diploma for taking several leadership academy leadership classes over the years.
PAVING PROJECTS:
Maniaci indicated he attended the Ohio Public Works session at the OTA conference. Commissioner Porter indicated we should look into teaming up with the county engineer to put together any paving projects we may have. He indicated the program includes 26% matching funds with $12 million dollars of grant money available this year, but it goes fast. The county and city have done this in the past together.
NEW BUSINESS
SHERIFF MATT LUTZ:
Sheriff Matt Lutz was in attendance to discuss a few items as he is running for Sheriff and going around to township meetings touching base and seeing if there are any needs from us.
He stated they installed a new dispatching system that can generate call list by location if we would ever need any details of any calls occurring in our county or township.
Their office covers 680 square miles and is 5th largest in state.
He indicated they have 11 resource officers in our county schools.
They have staffed additional security in our courthouse.
He indicated he is pro Constitutional carry bill and believes in education and training on this.
Fell indicated that Powelson Road traffic is sometimes questionable in the summer months and may want to take a look at.
Maniaci indicated Oakwood North is area to look at. The residents of Oakwood North have stated there is a lot of speeding in the neighborhood and have requested speed limit signs and/or speed bumps.
COUNTY ELECTRIC AGGREGATION:
Bob Suavely from Palmer Energy (based in Toledo), along with the county commissioners, were in attendance to discuss the county wide Electric Aggregation to be placed on the March 17th ballot and answer any questions we might have.
He indicated your current electric bill includes a regulated piece and an unregulated piece. The unregulated piece is what we are discussing and potential savings for the residents.
He indicted Perry township has had aggregation for 8-10 years and saved approximately 1/2 million dollars.
Proposing county wide due to increased savings.
Aggregation does not include any cities or villages. They look at unincorporated areas and townships.
This only affects AEP customers.
He indicated South Zanesville is aggregated.
If passed the commissioners would submit an RFP to choose a county wide electric aggregation.
If passed residents will have option to opt out but indicated that if you don't opt out, you will automatically be opted in.
They are not required to have a hearing on electric aggregation unless it passes on the ballot. If it passes on the ballot a hearing will be scheduled.
The fees of Palmer energy for the past 6 years are 4.5 mini mills. Their pricing is one of the lowest in the state.
Commissioner Porter indicated he save approximately $100-$125 per year on his household with this electric aggregation.
The commissioners indicated they nor the county get anything back, no subsidy by this aggregation. All the savings if any are received by the individual households.
Mr. Wasson expressed his concern and indicated that everyone needs to explore their own situation and savings and need to be watchful for fees.
WESLEY FRANK:
Mr. Frank was in attendance to indicate that he was running for county commissioner and making rounds to local township meetings to hear concerns or answer any questions they have with the commissioner's office.
He is resident of Newton township.
He indicated he is running due to issues he sees in the current commissioners administration: loose spending, lack of budget discussion and lack of budget control, loss of population, lack of low income housing available in our area, lack of jobs available, and our growing homeless problem.
He highlighted that we have 3 universities in our area however lack of jobs available. He highlighted Zanesville homeless problem is growing and homeless camps around our area sometimes as many if not more as in Columbus.
Commissioner Jim Porter also expressed his concerns he is experiencing and expressed concern with the lack of questions and budget control and wasting of tax dollars by his fellow commissioners and opposes the actions of the other two commissioners.
Mr. Wasson indicated that our bridges and undersides of our bridges need cleaned due to all the salt, cinders and dirt buildup.
CULVERTS:
Maniaci indicated resident who bought the house on corner of Dur-Mel and Gregory at Terrace Shores wanting catch basin installed. This was the same resident where we fixed the pipe and ditch 5 or 6 years ago and was working fine.
The guy we did the work for went in and put a pipe in after us and now the new owner is having issues now.
The new owner indicated that if we could come clean out the pipe and ditch, he would put in the catch basin.
Hittle indicated Rob Kendrick said the cross culvert on New Riley road at the Pickrell farm is flooding and getting backed up. Hittle indicated we need to look at this.
EMLOYEE TIME TRACKING:
Maniaci indicated he set up Google docs for our workers to find daily job list and to keep better of tracking of their daily hours worked and work locations. This seems to be working out well.

OLD BUSINESS
CURTIS RETIREMENT:
Curtis retirement effective February 29th.
FEMA:
Maniaci indicated that we are still waiting on the FEMA money for the Dresden Road Slip repairs.
Fiscal Officer indicated we received federal share for the Beach Run project for $43,754.25. When the work is finished Maniaci will submit the P4 for the state share of the grant.
SECURITY CAMERA:
Trustees decided to table discussion on the security cameras. Hittle indicated James hasn't gave him anything and if we want to move forward with someone else. James texted Hittle and indicated he could meet Monday March 16 to discuss.
SALT BIN:
Maniaci indicated he looked at the Madison township salt bin and indicated it was a good concept.
Estimate on salt bin is approximately $130,000.
Hittle discussed shipping container option as cost saving alternative.
Maniaci presented BBS Memo on Ohio building codes regarding shipping containers indicates from county building inspector Jason Baughman. It indicates we could use the containers if met with certain codes.
STOP SIGNS:
Maniaci indicated we have until August to change out our stop signs. Donnie and Mark have been working on these.
ISSUE 1 MONEY:
Maniaci discussed grants and issue 1 money with Matt Russell at the engineer's office. He stated commissioner Porter not exactly accurate in what he was saying. Russell indicated there is no issue 1 money anymore. He indicated there is Ohio Public Works grant money out there. Russell indicated if you match 26% you will have a good chance at getting it. There is also 0% loans through Ohio Public Works. 2020 money is done. Applications have to be in by August for 2021.
NEW BUSINESS
JONES ROAD STORAGE BUILDING:
Scott and Betsy Ritchie ask about cleaning up Mr. Lane's locust trees along Jones Road. They ask if the township could do something about the hill along Jones Road down by where they are building the storage building such as cutting back the hill for safety of drivers coming down Jones Road to route 60. Trustees indicated that they would discuss with the county about anything that could be done.
DONNIE MORAN:
Curtis retired effective February 29, 2020. Donnie Moran ask about decision on hiring him full-time. Donnie has been filling in for Curtis the past several months. Trustees reiterated to him about the need to be here in the winter for road coverage. Donnie indicated he would and he can run all the equipment. Maniaci motioned to hire Moran full-time at a rate of $18 per hour plus benefits. Fell seconded. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.
BRETT NELSON:
Brett Nelson was in attendance. Nelson indicated he is running for Muskingum County Treasurer vs. Todd Hixson. Nelson is a registered wealth management associate and has 14 years of banking and investment experience. He is making it around to townships meetings introducing himself and asking for support.
GREGORY & DURMEL CULVERT:
Trustees ask Donnie for him and Mark to look at the installing temporary 2 ft pipe for resident on Gregory and Durmel so the resident to install his catch basin. Maniaci indicated that the engineer was not ok with a reducer. The engineer was ok with reducer to the catch basin as long as he know water could come up out of the catch basin. Maniaci indicated what he really needs is to open the ditch up for proper flow and his catch basin is not a cure all for water on his property.
TREES:
Hittle indicated that the tree work on St. Mary's is complete.
Fell indicated we need to get Mark and Donnie to look at tree overhang clean up.
YIELD SIGNS:
Fell indicated we need to get a new yield sign on McCaslin.
DURMEL CULVERT:
We received payment from Mr. Raymond Rotella for culvert on Durmel Drive.
MOWING BIDS:
Trustees agreed to put out to bid mowing of cemetery and township garage and open bids at April 2 meeting. Fiscal Officer will put bid notice in the newspaper.
NEW RILEY ROAD:
Hittle presented quote from Kendrick on New Riley Road storm line repair for $5,352. Hittle said they indicated the pipe is good. We need to meet Kendrick down there to look at repair. Fell indicated we need it all done with new structure and pipe.
HEALTH DISTRICT MEETING:
Maniaci indicated Health District meeting is March 19th.
CENSUS BOUNDRIES:
Hittle indicated he received and completed the census validating our township boundaries and sent in.

PURPOSE OF MEETING· The Muskingum Township Trustee held the March regular meeting on April 2, 2020 at 7:00 P.M. in the Fire Building.
ATTENDANCE· Trustees: Matt Hittle, Ed Fell, Mike Maniaci

MOWING BIDS OPENED:
The mowing was advertised and put out to bid. There were no bids received to open at time of meeting. Hittle indicated that Colby Kinsie was interested in mowing and has done it in the past for our township. Maniaci motioned to accept Colby Kinsie as contractor for mowing of township garage and cemetery for $460 per month for 7 months. Fell seconded. Roll call: Fell ayed, Maniaci ayed, Hittle ayed.

OLD BUSINESS
FEMA:
Maniaci indicated nothing new to report on FEMA grant for Dresden Road Slip repair at this time. Office has been unresponsive since Covid 19.
SOUTHVIEW WATER:
With the enormous amount of rain we had there was water issues on Vista Golf course and Southview homes.
The governor has not declared a water emergency. We cannot do anything on residents’ property. The water issues have nothing to do with our roads. Hittle indicated that we should talk with ODNR about some of these waterways and them not being opened enough.
GEORGIA:
Maniaci indicated culverts on Georgia road needs replaced. There are couple residents on Georgia that needs replaced.
KENDRICK NEW RILEY STORM LINE REPAIRS:
Maniaci and trustees indicated that there was emergency storm line repair on New Riley Rd. The total project was $15,547. The original estimate of $5K was inaccurate and as it included only one catch basin instead of needing an entire storm line installation. Hittle also indicated that the project was too risky for our guys to do with little experience in dealing with this type of repair.
JOHN SHIRER:
Hittle indicated Shirer ask if we could dig a ditch from his pond down to Carolina. Hittle indicated we cannot dig on his property. Before he would do any digging, himself we would need to check out the culvert to see if it would handle it and get the engineer involved before he does any digging himself.
SALT BIN:
Hittle indicated we still our looking at options. Discussing fabric and steel roof options, storage containers. Still need to decide on what we can and cannot do and afford. We need to check with building inspector on what we can and cannot do.
SECURITY CAMERAS:
Hittle indicated nothing new as we cannot get them to come out due to Covid 19 at this time.
GRANTS MATT RUSSELL:
Maniaci indicated we have the FEMA grant money and waiting for the Ohio portion. Start date still to be determined. Need to discuss with Scurlock.
MCCASLIN YIELD SIGN:
Fell indicated that McCaslin yield sign is up.
GREGORY AND DURMEL CULVERT:
Maniaci indicated that he would give the resident 2 options. 1) dig up pipe and put back way it was with a ditch in his yard or 2) block up the pipe and put rock in and bring ditch back way it was. We have to get it opened up one way or another.
ROTELLA CULVERT ON DURMEL:
Hittle indicated that the culvert on Durmel for Rotella is complete.
NEW BUSINESS
COUNTY ENGINEER OFFICE:
Hittle indicated that the engineer’s office was closing due to Covid 19 and not sure when will be back open to begin working on projects again.
SPENDING:
Fiscal Officer indicated we need to be cautious on our spending since we are in time of uncertainty with COVID 19 and our future tax income and revenues from local funds could be delayed or potential of being reduced in coming months.
DONNIE MORAN:
Maniaci indicated he would like to pay Donnie for time out due to Family First Covid 19 act as he has been quarantine. Fell seconded. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.
PUBLIC INPUT AND CONDUCT ON TRUSTEE MEETINGS:
Fell presented public input and conduct on trustee meetings per ORC for approval and be posted. Hittle motioned. Maniaci seconded. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.
MARK BORDER:
Maniaci indicated Mark or our employees don't need a paper to identify us as essential employee for our township. Governor DeWine has indicated this in his daily briefings.
DONNIE MORAN:
Fell presented a statement that Donnie Moran provided welding services in exchange for old and out of service tee post.
CULVERT ON KENLO WOODS:
Fell indicated we need to clean ditches on Kenlo Woods.
GOOGLE DOCS:
Maniaci ask trustees to start using Google docs for documentation of work being performed for our employees’ work.
DITCHES ON STAGE COACH:

CULVER FOR BRAUNINGS ON FAWN:
Maniaci indicated that Brauning on Fawn drive needs a culvert installed. Maniaci indicated we might get the engineer involved as it may need a larger than 12" culvert.
TRASH ALONG TOWNSHIP ROAD:
Fell discussed trash along our roadway. If employees get asked about trash, they should refer them to the trustees. As long as it is not on township roads, ditches or right of ways it not our township responsibility. We cannot go on non-township property to do any work, repair, or cleaning.
PERMANANT APPROPTIATIONS:

NEW BUSINESS
PARKER INSURANCE:
John Parker from Parker Insurance presented quote for township property and liability insurance for 2020-2021 to compare with OTARMA insurance. The proposal premium was $8,900. We are still waiting on OTARMA proposal and will compare the insurance proposals. Parker indicated that when you leave OTARMA the insurance stops immediately and with Parkers there is a 10 year past coverage safeguard to cover what OTARMA doesn't. They have 95% retention rate. Otarma requires 60 day termination notice. Fell indicated we would compare the policy with OTARMA.
GARAGE:
Maniaci indicated Donnie Moran ask about cleaning up garage area, stone around the lot, getting rid of stuff sitting around we don't use.
COMMUNITY GARDEN:
Maniaci indicated spoke to guy at the parks and recreation about a community garden. He sent some documentation on this but haven't had chance to review.
MOWING:
Maniaci indicated Donnie asked why we don't have our entire township garage mowed. We have a section that doesn't get mowed. We will ask Colbie to give us a price to mow the remaining lot.

OLD BUSINESS
FEMA:We received the FEMA Grant for Dresden Road slip repair in the amount of $69,874.67.
SALT BIN:Trustees indicated we still have 90 tons of salt remaining on our salt bid order. Due to storage constraints trustees agreed to pay for Cargill to store salt at $15 per ton for no later than December 31, 2020. Trustees doubt if salt bin construction will begin in 2020. Trustees will look at salt bin again in our 2021 budget.
SECURITY CAMERAS:Trustees to table discussion of security cameras on hold. We are still waiting on estimate.
GRANTS/COVID:Nothing new on grants from Matt Russell. Fell indicated that the COVID grant was approved by the house and has sample resolution but could change therefore we will wait on final resolution for the grant.
CULVERT BRAUNINGS ON FAWN:Maniaci indicated the engineer said 12 inch would be fine and run all the way down the driveway and add rip rap to try to slow the water down.
LIABILITY INSURANCE:Trustees agreed to stick with OTARMA liability insurance at this time.
COMMUNITY GARDEN:Trustees indicated that they would table discussion of the community garden at this time.
TRASH ALONG PRIVATE ROADS:Fell indicate he contacted litter control about the trash along private roads. Hittle indicated that received text from Christy Frueh indicating she picks up trash daily along Vroom Road. She indicated she has idea who is doing it as you can determine based on the mail that is being dumped. Even though litter is incurring in our township we cannot go on private property.
NEW BUSINESS
MOWING BACK/SIDE OF TREES:Maniaci indicated that Donnie and Mark can't go ripping and scalping banks and trimming trees with the mower. Maniaci indicated Mark is the lead guy and he needs to talk with Donnie about the mowing. Maniaci indicated received complaint from Mrs. Cohagen about this and indicated we would address. Maniaci indicated we can't spend one day on one road and we need to make one pass and move on because you have other duties. Maniaci indicated if people are mowing there banks and ditches you don't have to continue to mow and scalp their properties.
ON CALL:Maniaci indicated that Donnie and Mark need to notify us about being off. We cannot have them not answering our calls and they have to tell us if they are going to be gone and won't be available especially if they are going out of town. We are not saying that they can't be gone but we have to receive a heads up before hand in case something comes up where we need to call them out in an emergency.
ELECTRIC AGGREGATE:Fell indicated that we still have time to look at electric aggregate in our township and would address at later date. We have until August to decide and 90 days until election.
MOTOR PAVING/CHIP SEAL VANDERBARK:Licking Township was in attendance to discuss motor paving of Vroom Road. They ask the trustees if there was any thoughts by our township about motor paving any of our roads. Licking Township looking at motor paving Broom Road in 2021. Their portion of Broom Road would be $123K and Muskingum Township portion would be $90K. Licking Township is also going to chip-seal their portion of Vanderpark and ask if we wanted the county to go ahead and chip-seal Muskingum Township portion of Vanderbark this year. It has been about 3 years since the last time we chip-sealed Vanderbark. Maniaci motion to accept chip-seal of Muskingum Township portion of Vanderbark and reimburse Licking Township for our portion. BEECH RUN PROJECT:Maniaci motioned to advertise in paper for the Beech Run Project. We have received the federal FEMA funds of $43,754.25. Project needs to be completed by October 1, 2020. ELECTRIC AGGREGATION:Fell presented Resolution MT 07022020-2 authorizing all actions necessary to effect a governmental electricity aggregation program with opt-out provisions pursuant to section 4928.2 of the ORC, directing the Muskingum County Board of Elections to submit a ballot question to the electors of Muskingum Township. MOWING EXTRA TOWNSHIP LOT:Donnie Moran mowed the extra lot at the township garage. Hittle indicated Colby Kinsey agreed to mow for additional $45.
PERMITS:Trustees indicated they have been receiving a lot of call regarding permits in our township. Trustees indicated we have no zoning in our township.
MOWING:Trustees indicated they have addressed the issue with Donnie mowing the back side of trees with the mower. Trustees will type up a memo for our maintenance workers Donnie and Mark about requirements expected with mowing in our township.
LABOR:Hittle indicated that Dean Burkhart had an individual interested in working for our township if we were interested in hiring due to Mark being off.
MARK BORDER:Maniaci indicated Mark had herniated disk injury and would be off. Hittle indicated Mark got hurt the night that they went to remove a tree that was down and didn't take the backhoe. Maniaci indicated they had two other trucks they could have used and the injury could have been avoided.
REPAIR WORK:Hittle and Maniaci indicated Mark and Donnie need to discuss with trustees and get quotes before sending any equipment out for repairs.
HELBLING:Maniaci indicated he received email from Brian Summers. Brian's house flooded due to the Mr. Helbling property and his refusal to properly maintain or allow the lot to be mowed. Maniaci indicated he tried to call Mr. Helbling. If he can't get a hold of Mr. Helbling we need to send him a letter. We have heard the same story from Mr. Helbling for years. Maniaci indicated we will give him until Wednesday to have the lot cut. If not cut by Wednesday we will send him a letter giving him 5 business days or we go in and mow his lot. Fell seconded. VROOM ROAD:Fell indicated he was not interested in motor paving any portion of Vroom Road at the present time as Licking Township discussed at the last meeting.

MARK BORDER:Mark is off due to his injury and herniated disk and will be paid by workers compensation until return date set.

HELBLING MOWING:Maniaci indicated he sent Donnie over to mow Helbling lot. Maniaci indicated that county engineer Eicher said it was in our township and didn't care if we did. Maniaci indicated he received thank you from Brian Summers indicating that the lot looks a lot better. Maniaci indicated Mr. Helbling has been saying he has been suing the county for the past 10 years and nothing has ever came of it.

OTARMA REBATE:Fiscal officer Baughman indicated we received OTARMA rebate for $694.86.
CULVERTS:Fell indicated we are mostly caught up on culverts. Fell indicated that we do need to look at a culvert on Georgia that we need to consider fixing.We also received check from Madinger on Georgia Road for culvert install.
LOCAL GOVERNMENT REVENUE:Trustees approved local government revenues of $7,968.15 for 2021 as indicated by the Muskingum County Auditor.
JARED BESSERFell indicated that Jared Besser will be starting Monday since Mark will be off for awhile due to his injury. Maniaci motioned to hire Jared Besser at $25 per hour and he has agreed not to take township insurance. If this changes in future he his wage may be re-adjusted. Hittle seconded. SIDE MOWER:Maniaci indicated Jared recommended a side mower instead of the boom mower for mowing ditches. We don't need to make multiple passes along both sides of the ditches.
GORSUCH & WELCH:Hittle indicated he received complaint about Sellers semis tearing up the road on Gorsuch and Welch. We will send Jared out to do some patch work with the grader on Gorsuch and Welch.
PATCH ROADS:Maniaci presented list of roads to get estimates on for patch work. Maniaci indicated roads with multiple patches included: Glen Willow, Lisa Kim, Price, Gorsuch and Maple Creek. Some of the other smaller patches we can do.
ROAD GRANT:Maniaci indicated he is trying to put together a 10 mile paving project to apply for a grant. The roads include: Chloe Lane, Durmel, Terrace Shores, Lisa Kim, Chardon, Idlewood, Conn Road and Tunis. Trustees will look these over. The grant application deadline would be by the end of the year for next year's money. We would have to come up with 28% matching for the grant.
CHIP-SEAL:Maniaci indicated approximately 5 miles of chip-seal roads including Fawn. We will discuss with the county on chip-seal estimate. Maniaci motioned to do approximately 5-6 miles chip-seal. Fell second. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.
TREE TRIMMING:Maniaci indicated we need to look at our trees in our township and come up with a list of trees we need to trim.

STAGECOACH TREE:Maniaci indicated he received call from lady on Stagecoach about a tree that needs trimming.
ROAD GRANTS:Maniaci indicated he still is waiting on Matt Russell about road grants and we have until November to get these submitted.
NEW BUSINESS
OAKWOOD NORTH:Jared indicated that we are going to need to get somebody to cut down the tree on Oakwood North so we can install 2 culverts. He indicated going to need approximately 160 ft of culverts and 100 ton of stone. We will need to close the road couple days while repairing. Maniaci and Hittle indicated that they would get Russ Smith to give us an estimate on cutting the tree down. Also need to have him give us estimate on tree cutting along Jones and Cassies Way.
CULVERTS:Jared indicated that we need to replace culvert on Conn Road and Idle Circle.Jared indicated that we need to replace culvert on Brentwood Park and Northcrest
VISTA VIEW DITCHES:Jared indicated that all the ditches in Vista View needs ditched. He recommended purchasing a slope laser for approximately $1,599 on Amazon and $2,199 at Goss Supply that would be helpful on projects like this. Maniaci will discuss with Goss on pricing.
DODGE TRUCK:Jared indicated that the little dodge truck will be needing tires soon.
CONCRETE BLOCKS/COLD MIX/STONE HAULING:Jared recommended setting up some concrete partition blocks to store some cold mix so we have all the time. He recommended him and Donnie going up to Smalls to get 2 loads each to store. Smalls cold mix is $85 ton vs. $135 ton we have been getting. Jared recommended we should have Robinson haul in stone to the garage vs. us spending time going to haul ourselves so we can be working on our projects that need done.
GORSUCH DITCH:Jared asked about what we were doing with the ditch on Gorsuch. Maniaci indicated that we cannot put in ditches and catch basins in front of peoples yards. We can only do driveways.
HICKORY HILLS:Maniaci indicated we need to take the grader and peel off the burn to get the water flowing off the road.
NEW HOLLAND MOWER:Jared indicated that the new Holland mower needs a new cylinder.
MINI EXCAVATOR:Jared recommended looking into purchasing a mini excavator for the township. The mini excavator will be useful for all the projects we do.
CHIP SEAL:Maniaci indicated that the county is 2 weeks behind on their chip seal projects. Falls and Licking township is still waiting.Jared indicated that we might want to look at sealing our chip seal with limestone.
STONE/CHIP SEAL:Jared inquired about getting with the county and other townships and going in together on purchasing stone for better pricing.
VANDERBARK:Jared indicated that Licking Township needs to keep their road grader off our portion of Vanderbark.

BEECH RUN:Maniaci indicated he has meeting with Schlaegal to discuss start of Beech Run slip repair.
CHIP SEAL:Maniaci indicated the county is still up in the air about chip seal right now due to the temperatures. Maniaci indicated we could wait until next year and use 1/2 limestone and 1/2 gravel.
TREE TRIMMING:Jared indicated they are working on cleaning up trees and trees on Tunis are trimmed.
GRANTS:Maniaci indicated still waiting on county to finalize the road grant project and waiting on grading of our roads.County engineer indicated that a $600K grant too big and will have to be done in stages.Maniaci indicated as an example he was looking breaking into 2 stages. Stage one/Area one to include Tunis, Wilshire, St. Mary's, Gorsuch. Stage two/Area two to include Conn, Lisa Kim, Chardon, Hickory Hills, Oakwood North.
ELECTRIC AGGREGATION:Fiscal Officer indicated that the Electric Aggregation was submitted to the board of election for the November 3 election.
RIDGEVIEW ROAD:Jared indicated he was in Ridgeview and indicated that he would be taking the edge off the road in order to get the water running off our roads. He also indicated to the trustees that Mr. Mohler's driveway needs fixed and needs ditches to help with the water runoff. NEW BUSINESS
OAKWOOD NORTH:Mr. Carl Schafer of the Oakwood North homeowners association was in attendance. He complimented the township on the prompt repairs of our township roads. He ask the trustees about filling in the cracks in Oakwood North. He ask trustees about any plans to asphalt Oakwood North in the near future. Maniaci indicated township has 49 miles in our township and approximately 30 miles asphalt. He indicated he is working on a grant to help asphalting some roads in our township in stages and Oakwood North is on the list. We are still waiting on the county to help us finalize the grant application. Jared indicated we would be closing the road in Oakwood North to repair culverts.
NORTHCREST:Maniaci indicated that Chad Forker of Northcrest Drive submitted a driveway permit application. BACKHOE:Maniaci indicated that the insurance company has been contacted about the back hoe damaged by a tree. The estimate to fix is approximately $16K. Our options would be to find another used one and wait on insurance payment. We are also exploring replacing with a mini track hoe. Estimated trade-in value with a fixed cab approximately $33K. Jared got an estimate on John Deer excavator for approximately $66,290. Also will need a 14-16k lb trailer to haul.
DODGE TRUCK:Jared indicated the Dodge truck is getting new front tires tomorrow.
OAKWOOD NORTH:Hittle ask about looking at his property on Oakwood North for culverts and catch basins. Jason Thomas wants to lay pipe and catch basins. Maniaci indicated that we would need to see drawing first. If they are going to be in our right away we may be able to look at doing on new construction.
SOUTH DRIVE:Hittle indicated that he received thank you from resident on South View drive and was asking about us putting up slow children playing signs. He indicated we are not authorized to put up such signs.
TOWNSHIP ROAD RESURFACING:Maniaci presented road resurfacing resolution for the Ohio Public Works road grant authorizing Mr. Maniaci to execute any and all documents regarding the application of the road resurfacing project for Muskingum Township. COVID GRANT:Fire Chief Brady from Falls was in attendance to follow-up on the Cares Act Funds available for Muskingum Township. Brady indicated the deadline to get all the paperwork in is November 20th before the county redistributes the Cares Act Funds received for each township in our County. Maniaci and Brady indicated that we can give money to Falls since we contract Fire and EMS services. Maniaci indicated we already did a resolution MT070220 to request our share of the Cares Act Funds. Brady indicated that with the funds Falls will use to upgrade Muskingum Township Fire and EMS facilities at our township and could also use for payroll spent after March. Brady indicated some lighting upgrades that have been done at our facility already this year. Maniaci indicated that we need to be in agreement on how it would be used. Brady indicated Muskingum Township should have approximately $163,674.35. Maniaci motioned to approve resolution 11052020 Corona virus Aid Relief to request our share of Corona virus Relief Distribution fund and provide the Falls Fire with our share of the funds as allowed per the Cares Act. GMC YUKON:Chief Brady indicated to the trustees that they are done with the 2005 GMC Yukon as it has over $200K miles.

ELECTRIC AGGREGATION:Fell indicated Electric Aggregation on ballot failed.

BACK HOE:Fiscal Officer indicated we received the insurance refund for damages to the back hoe for #16,927.75.
BACK HOE AND TRACK HOE:Tim Sands from Southeastern Equipment was in attendance to discuss the estimate for a track hoe and options and warranty and comparison with John Deer with the trustees and Jared. He provided estimates for SK45SRC for $50,011.42 and SK55SRC for $59,539.66 and discussed options with trustees.Maniaci indicated that over $50K will need bid out. Trustees discussed options to fix cab of existing back hoe or just to trade in as is.Jared indicated that AG PRO trade in estimate for our back hoe fixed approximately $33K.Jared indicated he speaking with salesman in Kentucky and indicated that he had a customer that would pay $42K as is for our back hoe.Jared also indicated that a trailer to haul the track hoe estimated at approximately $5-$9K.

ROCK CUT:Jared indicated that the trash on Rock Cut has been taken care of.
ROAD GRANTS:Maniaci indicated that the application was submitted. We received our road scores. H will get with Matt Russell to discuss the road scores to figure them out. Basically, our scores are not good enough to qualify for the grants but will discuss with Matt on the road scores.
TREES:Trustees indicated Jared has been doing some cleaning up of some dead trees that overhang our roads and could cause some damage to our roads if they fall.
GORSUCH:Jared indicated that the ditching on Gorsuch Road is complete.
TRACK HOE/BACKHOE:Jared indicated that he was waiting on Southeastern to bring back the track hoe to test.Jared indicated that he looked at a backhoe from Murphy Tractor a John Deere dealership in Cambridge. He indicated that sourcewell offers a larger discount than the state bid. He indicated that he found a backhoe with everything we need for $65,900 and with a 60-month, 3000-hour warranty.Jared also looked at a loader for approximately $84K.Jared indicated that he is still waiting on hearing back for the trade in value for our backhoe as-is.Hittle suggested we look into leasing equipment options. With leasing we always have a warranty and get new equipment every 2-3 years and all major maintenance is typically covered under the lease.

CEMETARY:Fell indicated that we need to get the keys returned from Jerry Miller since he didn’t mow for us last year.
COVID GRANT:Fiscal officer indicated that we received an additional $59,648.07 of covid money due to the redistribution of money available to the townships.
YUKON TRANSFER:Jared indicated that Falls has to remove some equipment first before they return the Yukon back to us. Should be back in couple weeks.
PLOW DRIVER:Fell indicated that Jared’s dad is filling out an application to help us out with some winter plowing as needed.
MARK BORDER:Maniaci indicated that Mark has been giving us the runaround on coming back. Mark indicated he had covid and is still taking therapy for his injury and would probably be out for at least another month.
FALLS FIRE/EMS:Fiscal Officer Baughman indicated that his 74-year-old father had an accident on November 22nd at his residence on Southview Drive around 3pm. He fell through the garage ceiling on the ground, breaking his back. Baughman indicated that a fire truck from Falls with 2 guys showed up and the Dresden Ambulance with 3 personnel. No ambulance from Falls showed up. Baughman was curious as to why there was no service from Falls. Maniaci called Chief Brady and he looked up in his system and indicated that on and around the same time of this incident they were out attending on other calls.

NEW HIRE DISCUSSION:
Trustees discussed new hires to replace Curtis. Wasson, Andrew Heskett and Donnie Moran are all interested. Trustees will due their due diligence before making any final decision on a full-time replacement for Curtis due to his retirement. Trustees indicated we need to have Curtis give us something in writing on his future retirement plans.
SAFETY GRANT:
Maniaci indicated that the $500 Safety Grant has been submitted and approved.
FEMA:
Maniaci indicated he has heard nothing back to-date on the FEMA grant.

FEMA:
Maniaci indicated still waiting on FEMA money as it is still under review.
SALT BIN:
Maniaci indicated Cass Township put their salt bid up for bid with an estimated cost of $130,000. Trustees reviewed engineer's plans for our salt bin however they may need revising due to alternative roofing options and the incorrect dimensions listed.
Commissioner Porter indicated Madison Township has a good concept for salt bin we may want to look at.
Maniaci indicated a program called TIPPS discussed at the recent OTA conference regarding state bids and will look into more about the program and requirements.
EMPLOYEE PACKETS:
Fell asked if the employee packets were ok and ready to pass out.
SECURITY CAMERAS:
Hittle spoke with James Electric about getting us some estimates and is waiting on those estimates.
MR. WASSON:
Mr. Wasson wanted to thank the trustees for taking care of the ditch clean out on Prior Road.
MIKE MANIACI:
Maniaci presented his leadership academy diploma for taking several leadership academy leadership classes over the years.
PAVING PROJECTS:
Maniaci indicated he attended the Ohio Public Works session at the OTA conference. Commissioner Porter indicated we should look into teaming up with the county engineer to put together any paving projects we may have. He indicated the program includes 26% matching funds with $12 million dollars of grant money available this year, but it goes fast. The county and city have done this in the past together.
NEW BUSINESS
SHERIFF MATT LUTZ:
Sheriff Matt Lutz was in attendance to discuss a few items as he is running for Sheriff and going around to township meetings touching base and seeing if there are any needs from us.
He stated they installed a new dispatching system that can generate call list by location if we would ever need any details of any calls occurring in our county or township.
Their office covers 680 square miles and is 5th largest in state.
He indicated they have 11 resource officers in our county schools.
They have staffed additional security in our courthouse.
He indicated he is pro Constitutional carry bill and believes in education and training on this.
Fell indicated that Powelson Road traffic is sometimes questionable in the summer months and may want to take a look at.
Maniaci indicated Oakwood North is area to look at. The residents of Oakwood North have stated there is a lot of speeding in the neighborhood and have requested speed limit signs and/or speed bumps.
COUNTY ELECTRIC AGGREGATION:
Bob Suavely from Palmer Energy (based in Toledo), along with the county commissioners, were in attendance to discuss the county wide Electric Aggregation to be placed on the March 17th ballot and answer any questions we might have.
He indicated your current electric bill includes a regulated piece and an unregulated piece. The unregulated piece is what we are discussing and potential savings for the residents.
He indicted Perry township has had aggregation for 8-10 years and saved approximately 1/2 million dollars.
Proposing county wide due to increased savings.
Aggregation does not include any cities or villages. They look at unincorporated areas and townships.
This only affects AEP customers.
He indicated South Zanesville is aggregated.
If passed the commissioners would submit an RFP to choose a county wide electric aggregation.
If passed residents will have option to opt out but indicated that if you don't opt out, you will automatically be opted in.
They are not required to have a hearing on electric aggregation unless it passes on the ballot. If it passes on the ballot a hearing will be scheduled.
The fees of Palmer energy for the past 6 years are 4.5 mini mills. Their pricing is one of the lowest in the state.
Commissioner Porter indicated he save approximately $100-$125 per year on his household with this electric aggregation.
The commissioners indicated they nor the county get anything back, no subsidy by this aggregation. All the savings if any are received by the individual households.
Mr. Wasson expressed his concern and indicated that everyone needs to explore their own situation and savings and need to be watchful for fees.
WESLEY FRANK:
Mr. Frank was in attendance to indicate that he was running for county commissioner and making rounds to local township meetings to hear concerns or answer any questions they have with the commissioner's office.
He is resident of Newton township.
He indicated he is running due to issues he sees in the current commissioners administration: loose spending, lack of budget discussion and lack of budget control, loss of population, lack of low income housing available in our area, lack of jobs available, and our growing homeless problem.
He highlighted that we have 3 universities in our area however lack of jobs available. He highlighted Zanesville homeless problem is growing and homeless camps around our area sometimes as many if not more as in Columbus.
Commissioner Jim Porter also expressed his concerns he is experiencing and expressed concern with the lack of questions and budget control and wasting of tax dollars by his fellow commissioners and opposes the actions of the other two commissioners.
Mr. Wasson indicated that our bridges and undersides of our bridges need cleaned due to all the salt, cinders and dirt buildup.
CULVERTS:
Maniaci indicated resident who bought the house on corner of Dur-Mel and Gregory at Terrace Shores wanting catch basin installed. This was the same resident where we fixed the pipe and ditch 5 or 6 years ago and was working fine.
The guy we did the work for went in and put a pipe in after us and now the new owner is having issues now.
The new owner indicated that if we could come clean out the pipe and ditch, he would put in the catch basin.
Hittle indicated Rob Kendrick said the cross culvert on New Riley road at the Pickrell farm is flooding and getting backed up. Hittle indicated we need to look at this.
EMLOYEE TIME TRACKING:
Maniaci indicated he set up Google docs for our workers to find daily job list and to keep better of tracking of their daily hours worked and work locations. This seems to be working out well.

CURTIS RETIREMENT:
Curtis retirement effective February 29th.
FEMA:
Maniaci indicated that we are still waiting on the FEMA money for the Dresden Road Slip repairs.
Fiscal Officer indicated we received federal share for the Beach Run project for $43,754.25. When the work is finished Maniaci will submit the P4 for the state share of the grant.
SECURITY CAMERA:
Trustees decided to table discussion on the security cameras. Hittle indicated James hasn't gave him anything and if we want to move forward with someone else. James texted Hittle and indicated he could meet Monday March 16 to discuss.
SALT BIN:
Maniaci indicated he looked at the Madison township salt bin and indicated it was a good concept.
Estimate on salt bin is approximately $130,000.
Hittle discussed shipping container option as cost saving alternative.
Maniaci presented BBS Memo on Ohio building codes regarding shipping containers indicates from county building inspector Jason Baughman. It indicates we could use the containers if met with certain codes.
STOP SIGNS:
Maniaci indicated we have until August to change out our stop signs. Donnie and Mark have been working on these.
ISSUE 1 MONEY:
Maniaci discussed grants and issue 1 money with Matt Russell at the engineer's office. He stated commissioner Porter not exactly accurate in what he was saying. Russell indicated there is no issue 1 money anymore. He indicated there is Ohio Public Works grant money out there. Russell indicated if you match 26% you will have a good chance at getting it. There is also 0% loans through Ohio Public Works. 2020 money is done. Applications have to be in by August for 2021.
NEW BUSINESS
JONES ROAD STORAGE BUILDING:
Scott and Betsy Ritchie ask about cleaning up Mr. Lane's locust trees along Jones Road. They ask if the township could do something about the hill along Jones Road down by where they are building the storage building such as cutting back the hill for safety of drivers coming down Jones Road to route 60. Trustees indicated that they would discuss with the county about anything that could be done.
DONNIE MORAN:
Curtis retired effective February 29, 2020. Donnie Moran ask about decision on hiring him full-time. Donnie has been filling in for Curtis the past several months. Trustees reiterated to him about the need to be here in the winter for road coverage. Donnie indicated he would and he can run all the equipment. Maniaci motioned to hire Moran full-time at a rate of $18 per hour plus benefits. Fell seconded. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.
BRETT NELSON:
Brett Nelson was in attendance. Nelson indicated he is running for Muskingum County Treasurer vs. Todd Hixson. Nelson is a registered wealth management associate and has 14 years of banking and investment experience. He is making it around to townships meetings introducing himself and asking for support.
GREGORY & DURMEL CULVERT:
Trustees ask Donnie for him and Mark to look at the installing temporary 2 ft pipe for resident on Gregory and Durmel so the resident to install his catch basin. Maniaci indicated that the engineer was not ok with a reducer. The engineer was ok with reducer to the catch basin as long as he know water could come up out of the catch basin. Maniaci indicated what he really needs is to open the ditch up for proper flow and his catch basin is not a cure all for water on his property.
TREES:
Hittle indicated that the tree work on St. Mary's is complete.
Fell indicated we need to get Mark and Donnie to look at tree overhang clean up.
YIELD SIGNS:
Fell indicated we need to get a new yield sign on McCaslin.
DURMEL CULVERT:
We received payment from Mr. Raymond Rotella for culvert on Durmel Drive.
MOWING BIDS:
Trustees agreed to put out to bid mowing of cemetery and township garage and open bids at April 2 meeting. Fiscal Officer will put bid notice in the newspaper.
NEW RILEY ROAD:
Hittle presented quote from Kendrick on New Riley Road storm line repair for $5,352. Hittle said they indicated the pipe is good. We need to meet Kendrick down there to look at repair. Fell indicated we need it all done with new structure and pipe.
HEALTH DISTRICT MEETING:
Maniaci indicated Health District meeting is March 19th.
CENSUS BOUNDRIES:
Hittle indicated he received and completed the census validating our township boundaries and sent in.

OLD BUSINESS
FEMA:
Maniaci indicated nothing new to report on FEMA grant for Dresden Road Slip repair at this time. Office has been unresponsive since Covid 19.
SOUTHVIEW WATER:
With the enormous amount of rain we had there was water issues on Vista Golf course and Southview homes.
The governor has not declared a water emergency. We cannot do anything on residents’ property. The water issues have nothing to do with our roads. Hittle indicated that we should talk with ODNR about some of these waterways and them not being opened enough.
GEORGIA:
Maniaci indicated culverts on Georgia road needs replaced. There are couple residents on Georgia that needs replaced.
KENDRICK NEW RILEY STORM LINE REPAIRS:
Maniaci and trustees indicated that there was emergency storm line repair on New Riley Rd. The total project was $15,547. The original estimate of $5K was inaccurate and as it included only one catch basin instead of needing an entire storm line installation. Hittle also indicated that the project was too risky for our guys to do with little experience in dealing with this type of repair.
JOHN SHIRER:
Hittle indicated Shirer ask if we could dig a ditch from his pond down to Carolina. Hittle indicated we cannot dig on his property. Before he would do any digging, himself we would need to check out the culvert to see if it would handle it and get the engineer involved before he does any digging himself.
SALT BIN:
Hittle indicated we still our looking at options. Discussing fabric and steel roof options, storage containers. Still need to decide on what we can and cannot do and afford. We need to check with building inspector on what we can and cannot do.
SECURITY CAMERAS:
Hittle indicated nothing new as we cannot get them to come out due to Covid 19 at this time.
GRANTS MATT RUSSELL:
Maniaci indicated we have the FEMA grant money and waiting for the Ohio portion. Start date still to be determined. Need to discuss with Scurlock.
MCCASLIN YIELD SIGN:
Fell indicated that McCaslin yield sign is up.
GREGORY AND DURMEL CULVERT:
Maniaci indicated that he would give the resident 2 options. 1) dig up pipe and put back way it was with a ditch in his yard or 2) block up the pipe and put rock in and bring ditch back way it was. We have to get it opened up one way or another.
ROTELLA CULVERT ON DURMEL:
Hittle indicated that the culvert on Durmel for Rotella is complete.
NEW BUSINESS
COUNTY ENGINEER OFFICE:
Hittle indicated that the engineer’s office was closing due to Covid 19 and not sure when will be back open to begin working on projects again.
SPENDING:
Fiscal Officer indicated we need to be cautious on our spending since we are in time of uncertainty with COVID 19 and our future tax income and revenues from local funds could be delayed or potential of being reduced in coming months.
DONNIE MORAN:

CULVERT ON KENLO WOODS:
Fell indicated we need to clean ditches on Kenlo Woods.
GOOGLE DOCS:
Maniaci ask trustees to start using Google docs for documentation of work being performed for our employees’ work.
DITCHES ON STAGE COACH:
Fell indicated he spoke to Mark about getting the ditches cleaned out on Stagecoach.
CULVER FOR BRAUNINGS ON FAWN:
Maniaci indicated that Brauning on Fawn drive needs a culvert installed. Maniaci indicated we might get the engineer involved as it may need a larger than 12" culvert.
TRASH ALONG TOWNSHIP ROAD:
Fell discussed trash along our roadway. If employees get asked about trash, they should refer them to the trustees. As long as it is not on township roads, ditches or right of ways it not our township responsibility. We cannot go on non-township property to do any work, repair, or cleaning.
PERMANANT APPROPTIATIONS:

PARKER INSURANCE:
John Parker from Parker Insurance presented quote for township property and liability insurance for 2020-2021 to compare with OTARMA insurance. The proposal premium was $8,900. We are still waiting on OTARMA proposal and will compare the insurance proposals. Parker indicated that when you leave OTARMA the insurance stops immediately and with Parkers there is a 10 year past coverage safeguard to cover what OTARMA doesn't. They have 95% retention rate. Otarma requires 60 day termination notice. Fell indicated we would compare the policy with OTARMA.
GARAGE:
Maniaci indicated Donnie Moran ask about cleaning up garage area, stone around the lot, getting rid of stuff sitting around we don't use.
COMMUNITY GARDEN:
Maniaci indicated spoke to guy at the parks and recreation about a community garden. He sent some documentation on this but haven't had chance to review.
MOWING:
Maniaci indicated Donnie asked why we don't have our entire township garage mowed. We have a section that doesn't get mowed. We will ask Colbie to give us a price to mow the remaining lot.

OLD BUSINESS
FEMA:We received the FEMA Grant for Dresden Road slip repair in the amount of $69,874.67.
SALT BIN:Trustees indicated we still have 90 tons of salt remaining on our salt bid order. Due to storage constraints trustees agreed to pay for Cargill to store salt at $15 per ton for no later than December 31, 2020. Trustees doubt if salt bin construction will begin in 2020. Trustees will look at salt bin again in our 2021 budget.
SECURITY CAMERAS:Trustees to table discussion of security cameras on hold. We are still waiting on estimate.
GRANTS/COVID:Nothing new on grants from Matt Russell. Fell indicated that the COVID grant was approved by the house and has sample resolution but could change therefore we will wait on final resolution for the grant.
CULVERT BRAUNINGS ON FAWN:Maniaci indicated the engineer said 12 inch would be fine and run all the way down the driveway and add rip rap to try to slow the water down.
LIABILITY INSURANCE:Trustees agreed to stick with OTARMA liability insurance at this time.
COMMUNITY GARDEN:Trustees indicated that they would table discussion of the community garden at this time.
TRASH ALONG PRIVATE ROADS:Fell indicate he contacted litter control about the trash along private roads. Hittle indicated that received text from Christy Frueh indicating she picks up trash daily along Vroom Road. She indicated she has idea who is doing it as you can determine based on the mail that is being dumped. Even though litter is incurring in our township we cannot go on private property.
NEW BUSINESS
MOWING BACK/SIDE OF TREES:Maniaci indicated that Donnie and Mark can't go ripping and scalping banks and trimming trees with the mower. Maniaci indicated Mark is the lead guy and he needs to talk with Donnie about the mowing. Maniaci indicated received complaint from Mrs. Cohagen about this and indicated we would address. Maniaci indicated we can't spend one day on one road and we need to make one pass and move on because you have other duties. Maniaci indicated if people are mowing there banks and ditches you don't have to continue to mow and scalp their properties.
ON CALL:Maniaci indicated that Donnie and Mark need to notify us about being off. We cannot have them not answering our calls and they have to tell us if they are going to be gone and won't be available especially if they are going out of town. We are not saying that they can't be gone but we have to receive a heads up before hand in case something comes up where we need to call them out in an emergency.
ELECTRIC AGGREGATE:Fell indicated that we still have time to look at electric aggregate in our township and would address at later date. We have until August to decide and 90 days until election.
MOTOR PAVING/CHIP SEAL VANDERBARK:Licking Township was in attendance to discuss motor paving of Vroom Road. They ask the trustees if there was any thoughts by our township about motor paving any of our roads. Licking Township looking at motor paving Broom Road in 2021. Their portion of Broom Road would be $123K and Muskingum Township portion would be $90K. Licking Township is also going to chip-seal their portion of Vanderpark and ask if we wanted the county to go ahead and chip-seal Muskingum Township portion of Vanderbark this year. It has been about 3 years since the last time we chip-sealed Vanderbark. Maniaci motion to accept chip-seal of Muskingum Township portion of Vanderbark and reimburse Licking Township for our portion. ELECTRIC AGGREGATION:Fell presented Resolution MT 07022020-2 authorizing all actions necessary to effect a governmental electricity aggregation program with opt-out provisions pursuant to section 4928.2 of the ORC, directing the Muskingum County Board of Elections to submit a ballot question to the electors of Muskingum Township. MOWING EXTRA TOWNSHIP LOT:Donnie Moran mowed the extra lot at the township garage. Hittle indicated Colby Kinsey agreed to mow for additional $45.
PERMITS:Trustees indicated they have been receiving a lot of call regarding permits in our township. Trustees indicated we have no zoning in our township.
MOWING:Trustees indicated they have addressed the issue with Donnie mowing the back side of trees with the mower. Trustees will type up a memo for our maintenance workers Donnie and Mark about requirements expected with mowing in our township.
LABOR:Hittle indicated that Dean Burkhart had an individual interested in working for our township if we were interested in hiring due to Mark being off.
MARK BORDER:Maniaci indicated Mark had herniated disk injury and would be off. Hittle indicated Mark got hurt the night that they went to remove a tree that was down and didn't take the backhoe. Maniaci indicated they had two other trucks they could have used and the injury could have been avoided.
REPAIR WORK:Hittle and Maniaci indicated Mark and Donnie need to discuss with trustees and get quotes before sending any equipment out for repairs.
HELBLING:Maniaci indicated he received email from Brian Summers. Brian's house flooded due to the Mr. Helbling property and his refusal to properly maintain or allow the lot to be mowed. Maniaci indicated he tried to call Mr. Helbling. If he can't get a hold of Mr. Helbling we need to send him a letter. We have heard the same story from Mr. Helbling for years. Maniaci indicated we will give him until Wednesday to have the lot cut. If not cut by Wednesday we will send him a letter giving him 5 business days or we go in and mow his lot. Fell seconded. VROOM ROAD:Fell indicated he was not interested in motor paving any portion of Vroom Road at the present time as Licking Township discussed at the last meeting.

SEAN RAGSDALE RIDGELAND DRIVE:Maniaci indicated that Ragsdale put in 2 culverts and pipes for less than $1,500. He ask if we would reimburse him for some additional seed and soil were there were some washed out areas. Maniaci motioned to reimburse Mr. Ragsdale $120.96 for the cost. Fell seconded. MARK BORDER:Mark is off due to his injury and herniated disk and will be paid by workers compensation until return date set.
COVID GRANT:Fiscal Officer will send covid grant resolution to Muskingum County Treasurer. We will only need what we spent during Donnie Moran's time off.
HELBLING MOWING:Maniaci indicated he sent Donnie over to mow Helbling lot. Maniaci indicated that county engineer Eicher said it was in our township and didn't care if we did. Maniaci indicated he received thank you from Brian Summers indicating that the lot looks a lot better. Maniaci indicated Mr. Helbling has been saying he has been suing the county for the past 10 years and nothing has ever came of it.
SECURITY CAMERAS:Maniaci motioned to approve Pete Fisher to install security cameras for approximately $7,000. Fell seconded. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.
ELECTRIC AGGREGATION:Fiscal Officer submitted the Electric Aggregation resolution to the board of elections to be put on the November ballot.

OTARMA REBATE:Fiscal officer Baughman indicated we received OTARMA rebate for $694.86.
CULVERTS:Fell indicated we are mostly caught up on culverts. Fell indicated that we do need to look at a culvert on Georgia that we need to consider fixing.We also received check from Madinger on Georgia Road for culvert install.
LOCAL GOVERNMENT REVENUE:Trustees approved local government revenues of $7,968.15 for 2021 as indicated by the Muskingum County Auditor.
JARED BESSERFell indicated that Jared Besser will be starting Monday since Mark will be off for awhile due to his injury. Maniaci motioned to hire Jared Besser at $25 per hour and he has agreed not to take township insurance. If this changes in future he his wage may be re-adjusted. Hittle seconded. SIDE MOWER:Maniaci indicated Jared recommended a side mower instead of the boom mower for mowing ditches. We don't need to make multiple passes along both sides of the ditches.
GORSUCH & WELCH:Hittle indicated he received complaint about Sellers semis tearing up the road on Gorsuch and Welch. We will send Jared out to do some patch work with the grader on Gorsuch and Welch.
PATCH ROADS:Maniaci presented list of roads to get estimates on for patch work. Maniaci indicated roads with multiple patches included: Glen Willow, Lisa Kim, Price, Gorsuch and Maple Creek. Some of the other smaller patches we can do.
ROAD GRANT:Maniaci indicated he is trying to put together a 10 mile paving project to apply for a grant. The roads include: Chloe Lane, Durmel, Terrace Shores, Lisa Kim, Chardon, Idlewood, Conn Road and Tunis. Trustees will look these over. The grant application deadline would be by the end of the year for next year's money. We would have to come up with 28% matching for the grant.
CHIP-SEAL:Maniaci indicated approximately 5 miles of chip-seal roads including Fawn. We will discuss with the county on chip-seal estimate. Maniaci motioned to do approximately 5-6 miles chip-seal. Fell second. Roll Call: Fell ayed, Maniaci ayed, Hittle ayed.

STAGECOACH TREE:Maniaci indicated he received call from lady on Stagecoach about a tree that needs trimming.
ROAD GRANTS:Maniaci indicated he still is waiting on Matt Russell about road grants and we have until November to get these submitted.
NEW BUSINESS
OAKWOOD NORTH:Jared indicated that we are going to need to get somebody to cut down the tree on Oakwood North so we can install 2 culverts. He indicated going to need approximately 160 ft of culverts and 100 ton of stone. We will need to close the road couple days while repairing. Maniaci and Hittle indicated that they would get Russ Smith to give us an estimate on cutting the tree down. Also need to have him give us estimate on tree cutting along Jones and Cassies Way.
CULVERTS:Jared indicated that we need to replace culvert on Conn Road and Idle Circle.Jared indicated that we need to replace culvert on Brentwood Park and Northcrest
VISTA VIEW DITCHES:Jared indicated that all the ditches in Vista View needs ditched. He recommended purchasing a slope laser for approximately $1,599 on Amazon and $2,199 at Goss Supply that would be helpful on projects like this. Maniaci will discuss with Goss on pricing.
DODGE TRUCK:Jared indicated that the little dodge truck will be needing tires soon.
CONCRETE BLOCKS/COLD MIX/STONE HAULING:Jared recommended setting up some concrete partition blocks to store some cold mix so we have all the time. He recommended him and Donnie going up to Smalls to get 2 loads each to store. Smalls cold mix is $85 ton vs. $135 ton we have been getting. Jared recommended we should have Robinson haul in stone to the garage vs. us spending time going to haul ourselves so we can be working on our projects that need done.
GORSUCH DITCH:Jared asked about what we were doing with the ditch on Gorsuch. Maniaci indicated that we cannot put in ditches and catch basins in front of peoples yards. We can only do driveways.
HICKORY HILLS:Maniaci indicated we need to take the grader and peel off the burn to get the water flowing off the road.
NEW HOLLAND MOWER:Jared indicated that the new Holland mower needs a new cylinder.
MINI EXCAVATOR:Jared recommended looking into purchasing a mini excavator for the township. The mini excavator will be useful for all the projects we do.
CHIP SEAL:Maniaci indicated that the county is 2 weeks behind on their chip seal projects. Falls and Licking township is still waiting.Jared indicated that we might want to look at sealing our chip seal with limestone.
STONE/CHIP SEAL:Jared inquired about getting with the county and other townships and going in together on purchasing stone for better pricing.
VANDERBARK:Jared indicated that Licking Township needs to keep their road grader off our portion of Vanderbark.

BEECH RUN:Maniaci indicated he has meeting with Schlaegal to discuss start of Beech Run slip repair.
CHIP SEAL:Maniaci indicated the county is still up in the air about chip seal right now due to the temperatures. Maniaci indicated we could wait until next year and use 1/2 limestone and 1/2 gravel.
TREE TRIMMING:Jared indicated they are working on cleaning up trees and trees on Tunis are trimmed.
GRANTS:Maniaci indicated still waiting on county to finalize the road grant project and waiting on grading of our roads.County engineer indicated that a $600K grant too big and will have to be done in stages.Maniaci indicated as an example he was looking breaking into 2 stages. Stage one/Area one to include Tunis, Wilshire, St. Mary's, Gorsuch. Stage two/Area two to include Conn, Lisa Kim, Chardon, Hickory Hills, Oakwood North.
ELECTRIC AGGREGATION:Fiscal Officer indicated that the Electric Aggregation was submitted to the board of election for the November 3 election.
RIDGEVIEW ROAD:Jared indicated he was in Ridgeview and indicated that he would be taking the edge off the road in order to get the water running off our roads. He also indicated to the trustees that Mr. Mohler's driveway needs fixed and needs ditches to help with the water runoff. NEW BUSINESS
OAKWOOD NORTH:Mr. Carl Schafer of the Oakwood North homeowners association was in attendance. He complimented the township on the prompt repairs of our township roads. He ask the trustees about filling in the cracks in Oakwood North. He ask trustees about any plans to asphalt Oakwood North in the near future. Maniaci indicated township has 49 miles in our township and approximately 30 miles asphalt. He indicated he is working on a grant to help asphalting some roads in our township in stages and Oakwood North is on the list. We are still waiting on the county to help us finalize the grant application. Jared indicated we would be closing the road in Oakwood North to repair culverts.
NORTHCREST:Maniaci indicated that Chad Forker of Northcrest Drive submitted a driveway permit application. BACKHOE:Maniaci indicated that the insurance company has been contacted about the back hoe damaged by a tree. The estimate to fix is approximately $16K. Our options would be to find another used one and wait on insurance payment. We are also exploring replacing with a mini track hoe. Estimated trade-in value with a fixed cab approximately $33K. Jared got an estimate on John Deer excavator for approximately $66,290. Also will need a 14-16k lb trailer to haul.
DODGE TRUCK:Jared indicated the Dodge truck is getting new front tires tomorrow.
OAKWOOD NORTH:Hittle ask about looking at his property on Oakwood North for culverts and catch basins. Jason Thomas wants to lay pipe and catch basins. Maniaci indicated that we would need to see drawing first. If they are going to be in our right away we may be able to look at doing on new construction.
SOUTH DRIVE:Hittle indicated that he received thank you from resident on South View drive and was asking about us putting up slow children playing signs. He indicated we are not authorized to put up such signs.
TOWNSHIP ROAD RESURFACING:Maniaci presented road resurfacing resolution for the Ohio Public Works road grant authorizing Mr. Maniaci to execute any and all documents regarding the application of the road resurfacing project for Muskingum Township. COVID GRANT:Fire Chief Brady from Falls was in attendance to follow-up on the Cares Act Funds available for Muskingum Township. Brady indicated the deadline to get all the paperwork in is November 20th before the county redistributes the Cares Act Funds received for each township in our County. Maniaci and Brady indicated that we can give money to Falls since we contract Fire and EMS services. Maniaci indicated we already did a resolution MT070220 to request our share of the Cares Act Funds. Brady indicated that with the funds Falls will use to upgrade Muskingum Township Fire and EMS facilities at our township and could also use for payroll spent after March. Brady indicated some lighting upgrades that have been done at our facility already this year. Maniaci indicated that we need to be in agreement on how it would be used. Brady indicated Muskingum Township should have approximately $163,674.35. Maniaci motioned to approve resolution 11052020 Corona virus Aid Relief to request our share of Corona virus Relief Distribution fund and provide the Falls Fire with our share of the funds as allowed per the Cares Act. BACK HOE AND TRACK HOE:Tim Sands from Southeastern Equipment was in attendance to discuss the estimate for a track hoe and options and warranty and comparison with John Deer with the trustees and Jared. He provided estimates for SK45SRC for $50,011.42 and SK55SRC for $59,539.66 and discussed options with trustees.Maniaci indicated that over $50K will need bid out. Trustees discussed options to fix cab of existing back hoe or just to trade in as is.Jared indicated that AG PRO trade in estimate for our back hoe fixed approximately $33K.Jared indicated he speaking with salesman in Kentucky and indicated that he had a customer that would pay $42K as is for our back hoe.Jared also indicated that a trailer to haul the track hoe estimated at approximately $5-$9K.

ROAD GRANTS:Maniaci indicated that the application was submitted. We received our road scores. H will get with Matt Russell to discuss the road scores to figure them out. Basically, our scores are not good enough to qualify for the grants but will discuss with Matt on the road scores.
TREES:Trustees indicated Jared has been doing some cleaning up of some dead trees that overhang our roads and could cause some damage to our roads if they fall.
GORSUCH:Jared indicated that the ditching on Gorsuch Road is complete.
TRACK HOE/BACKHOE:Jared indicated that he was waiting on Southeastern to bring back the track hoe to test.Jared indicated that he looked at a backhoe from Murphy Tractor a John Deere dealership in Cambridge. He indicated that sourcewell offers a larger discount than the state bid. He indicated that he found a backhoe with everything we need for $65,900 and with a 60-month, 3000-hour warranty.Jared also looked at a loader for approximately $84K.Jared indicated that he is still waiting on hearing back for the trade in value for our backhoe as-is.Hittle suggested we look into leasing equipment options. With leasing we always have a warranty and get new equipment every 2-3 years and all major maintenance is typically covered under the lease.

CEMETARY:Fell indicated that we need to get the keys returned from Jerry Miller since he didn’t mow for us last year.
COVID GRANT:Fiscal officer indicated that we received an additional $59,648.07 of covid money due to the redistribution of money available to the townships.
YUKON TRANSFER:Jared indicated that Falls has to remove some equipment first before they return the Yukon back to us. Should be back in couple weeks.
PLOW DRIVER:Fell indicated that Jared’s dad is filling out an application to help us out with some winter plowing as needed.
MARK BORDER:Maniaci indicated that Mark has been giving us the runaround on coming back. Mark indicated he had covid and is still taking therapy for his injury and would probably be out for at least another month.
FALLS FIRE/EMS:Fiscal Officer Baughman indicated that his 74-year-old father had an accident on November 22nd at his residence on Southview Drive around 3pm. He fell through the garage ceiling on the ground, breaking his back. Baughman indicated that a fire truck from Falls with 2 guys showed up and the Dresden Ambulance with 3 personnel. No ambulance from Falls showed up. Baughman was curious as to why there was no service from Falls. Maniaci called Chief Brady and he looked up in his system and indicated that on and around the same time of this incident they were out attending on other calls.
