·         The Muskingum Township Trustee met in regular session on September 1, 2016 at 7:00 P.M. in the Fire Building.



·         Trustees: Mike Maniaci, Ed Fell, Matt Hittle

·         Fiscal Officer: Jason Baughman.

·         Residents:  There were 3 residents in attendance.



The August 3, 2016 Regular minutes were read. Hittle approved, Fell seconded. All ayed.



Checks were signed and approved for payment.




DITCHES:     Fell indicated ditches on Hickory Hills, Chardon, Georgia and Fawn Drive have been cleaned out.


CULVERTS: Maniaci spoke with gentlemen with culvert issue on New Riley and Curtis and Jarrod will take care of.


DANA BALDWIN CULVERT: We received check from Dana Baldwin for culvert install.


JONES ROAD: Maniaci talked with Kevin regarding the section of Jones Road paving for the residents of Cassies Way. Maniaci stated the estimate from Shelly was approximately $15,500. Kevin was going to discuss with the residents and get back to Maniaci.


STAGECOACH:  Fell indicated received complaint from gentlemen on Stage Coach about some stone spreading. The issue has been addressed and resolved and the gentlemen is fine with it.


TREE ON CONN: Fell indicated that the Pat on Conn Road is ok with the tree removal. Maniaci ask Curtis to get him and the trustees list of trees that looks like we need to address while we have the bucket truck for the Conn Road tree removal. Curtis indicated there is a tree on Chugg Run and Prior Road to look at.


NORTH VISTA:  Maniaci indicate received call from Commissioners regarding the North Vista project. Maniaci told them that we already have received letter and signed regarding taking over North Vista as long as the commissioner's sign off on. Fell indicated that the portion between the Exxon station and storage and car wash was not part of the original North Vista project. The dedication of the new apartments on North Vista is September 23rd at 10am.


FALLS FIRE: Fell indicated we still have not received follow up on the soft billing we addressed a few months back. Fell stated we have not received any other information surrounding the falls embezzlement issue. Fell indicated that the property that burnt on Gorsuch still needs cleaned up. Maniaci will try to contact Brady on status. Fell stated that if ok with the other two trustees to explore other bids from the likes of Dresden, Zanesville fire departments for service. Maniaci and Hittle indicated they had no problem with Ed addressing. The contract comes up for renewal in 2017. Fell expressed concerns regarding equipment needs and ownership of equipment in the near future. Fiscal officer stated we have 2 remaining payments on the fire truck. Hittle ask why are we as trustees responsible to oversee and receive the fire funds. Maniaci indicated the O.R.C. states trustees and township legally by law are not required to supply fire and ems, however we do. Maniaci indicated that he did speak to the ex-treasurer of Falls and he indicated that Falls Fire books are audited every year by Moore, Riley. Falls Fire also has a board of directors that they report to.

JARED BESSER: Hittle motioned for the hourly rate for Jared to be $14 for temporary time worked while Curtis on leave. Maniaci seconded. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.


Hittle motioned for the hourly rate for Jared to be $16 when permanent and when Curtis is back from leave. Maniaci seconded. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.


JOINT SOLID WASTE MGT: Maniaci read resolution 09-01-16 for approval from the Southeastern Joint Solid Waste Mgt. District. Fell seconded. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.



Fiscal Officer Baughman presented to the trustees the 2017 resolution accepting the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor. The official certificate of estimated resources for 2017 includes estimated carryover of $26,633, taxes $382,520 and amounts from other sources $210,350 for total 2017 budget of $622,504. The amount approved by budget commission inside the 10 mil limitation $300,329. Amount approved from levies outside the 10 mil limitation $108,949. Maniaci moved the adoption of the resolutions. Hittle seconded the resolutions. Roll call: Maniaci ayed, Hittle ayed, Fell ayed.


CURTIS: Curtis indicated we need some new tires for the mower, truck repairs and some safety clothing. Curtis to get some prices on tires and repairs for the trustees and will purchase the safety gear for Jared.


JONES ROAD: Maniaci stated that if the residents of Cassies Way/Eaglepoint Phase I and Chloe/Cassies Way Phase II agree to pay half of the Shelly bid for the paving he would like to make motion to accept. Hittle seconded. Roll Call: Maniaci ayed, Hittle ayed, Fell ayed.


Hittle moved to adjourn.  Seconded by Maniaci.  All ayed.
