BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
November 3, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on November 3, 2016 at 7:00 P.M. in the Fire Building.
· Trustees: Mike Maniaci, Ed Fell
· Fiscal Officer: Jason Baughman.
· Residents: There were 6 residents in attendance.
The October 6, 2016 Regular minutes were read. Maniaci motioned to approve, Fell seconded.
Checks were signed and approved for payment.
Fell indicated he is going to meet with Mr. Buck from Zanesville City to discuss Fire Contract Services.
DRAINAGE ON CASSIES WAY:
Maniaci provided follow-up regarding drainage on Cassies Way and responsibilities of the Trustees. We have options. Per ORC 5543.12, County Engineer Right Of Entry, may enter any lands adjacent to any highways along county for the purpose of opening an existing ditch or drain or for digging a new ditch or drain for free passage of water for the drainage of highways. Doug Davis indicated if we were to do this it would be a one-time entry with a work order agreement and recorded with county recorder and tied to the landowners deed. Bud Chess indicated that the township's responsibility is to keep roads and ditches clear and safe. Doug Davis indicated that this was a Loren Camp subdivision and Mark Icoff was the architect of the development and how do we know the lots on the cul-de-sac was intended for sale and to be used for water runoff.
TREES ON STAGECOACH:
Maniaci indicated he has not spoke to the gentlemen on Stagecoach regarding the trees.
Maniaci indicated he spoke with Doug Davis regarding the bridges on St. Mary's and Green Road. Davis indicated that there isn't much we can do with Green Road unless something happens to it and if anything the road and bridge would need raised. St. Mary's bridge repair option would be to build it up with rip rap. Maniaci indicated he will get Davis to give us an estimate on repairing with concrete.
Maniaci spoke with Davis regarding a salt bin. Davis as the beams to do this and we can use our issue 2 money and go up to 3 years worth of issue 2 money. Trustees, Curtis and Jared discussed salt options. Fell indicated using pure salt on some of these hills may melt better and eliminate the need to go back and sweep the cinders we currently have been using. Maniaci will look into options for outfitting our trucks for salt only and get estimate from Davis for salt building.
Mr. Stephen and Adam West from Southeastern Equipment was in attendance do discuss Road Grader options and presented two Road Grader proposals for the trustees to review. 2016 Case 865B Motor Grader for $193,457 and a 2013 Case 865B Motor Grader for $175,000. Trustees discussed trade-in vs. bidding out options for the old grader.
LICKING TOWNSHIP - PAUL DUNFEE
Mr. Dunfee from Licking Township was in attendance to discuss hiring out 1 or 2 days of our service for some boom mowing for Licking Township. Trustees will contact Mr. Dunfee to arrange and determine price per hour.

PRIOR ROAD GUARD RAIL:
Curtis and Jared indicated the guard rail on the bridge on Prior Road needs repaired. Maniaci motioned to approve purchase of materials of $329.43 and a hammer drill for $169 for Curtis and Jared to repair the guard rail. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
TOWNSHIP ASSOCIATION MEETING:
Maniaci motioned to purchase two $25 gift cards for the annual township association meeting on November 26 as we have provided in the past. Fell seconded. Roll Call: Maniaci ayed, Fell ayed.
