BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
May 5, 2016
PURPOSE OF MEETING:
· The Muskingum Township Trustee met in regular session on May 5, 2016 at 7:00 P.M. in the Fire Building.
· Trustees: Mike Maniaci, Ed Fell.
· Fiscal Officer: Jason Baughman.
· Residents: 2 resident in attendance.
The April 7, 2016 Regular minutes were read. Hittle motioned to approve, Fell seconded, Maniaci ayed.
Checks were signed and approved for payment.
COUNTY COMMISSIONER FUNDS:
Fiscal officer Baughman indicated we received $2,500 Financial Grant from County Commissioners for 2016. All Muskingum county townships received the same amount.
Mrs. Cohagen stated there is a drain pipe issue on Cassies way where McCarty paved the road for us.
Maniaci indicated has a call into Scott Zemba regarding a crushed pipe from running over on Cassies way.
SALT UPDATE / STORAGE FEE:
Maniaci indicated we have a $10 per ton fee thru 12/31 for salt storage. Fell motioned to pay the $10 per ton fee on the remaining salt after may. The Roll call: Maniaci ayed, Fell ayed.
Maniaci read resolution 018-17 winter bid per ORC 5513.01B, ODOT winter salt bid contract for 100 tons. Roll Call: Maniaci ayed, Fell ayed.
TREE'S LEANING UPDATE:
Maniaci indicated still need to follow up on tree on Conn Road.
COMPUTER FOR MAINTENANCE:
Fiscal Officer indicated our best option is to buy a new computer. Baughman indicated that he doesn't think the old UAN computer is restorable for our intended purpose.
Maniaci motioned to buy a reasonably priced computer for our maintenance workers to use in the township garage. Fell seconded.
Maniaci indicated that Curtis and Troy received heir stop signs.
ROAD UPDATES / CHIP-N-SEAL:
Maniaci indicted the roads to prep for chip-seal: Georgia, Carolina, Baabs, Virginia, Conn, Fame, Dutch School, McCaslin, Dresden Ct., Tiffany. Curtis will order approximately 100 ton of hot mix to start prepping.
Maniaci stated that we will get estimates from the engineer for asphalt for Tiffany, Dresden Ct., Virgina, Pierre, and Baabs. with a separate bid for Stonehenge before we bid out.
GORSUCH ROAD PROPERTY:
Fell indicated met with new owner of Gorsuch road property, Ashley Roberts. He indicated that he was working on cleaning the property up.
FIRE & EMS RUN REPORTS - MARCH 2016:

BUILDING FOR SALT UPDATE:
Maniaci stated he ran into Charlie and thanked him for his work and he indicated he is not interested in working any more for the township.
MEETING WITH ENGINEER:
Maniaci indicated they had the meeting with the engineer and discussed the bridge on Prior road and St. Mary's and our type 2 money to use. We gave them our stop sign list. Our Type 1 money can be used for our stop signs and for our $500 safety grant.
Fell indicated culverts for Mark Gatton, Glenn Willow and Ashley Roberts, Gorsuch/Harper Drive and Wilson.
Fell indicated spoke with Curtis about a sign on Glenn Willow.
Fell indicated property on Conn Road has a 5" pipe in a ditch into a 12" culvert.
Fell indicated Curtis was prepping for culvert on 5007 Bedford Park.
Fell indicated Caw, on Southview had culvert issues on their property.
Maniaci motioned to continue with Frank Gates/Care Works as our TPA for workers compensation. Fell seconded. Roll Call: Maniaci aye, Fell aye.
Fell indicated that his spouse wasn't enrolled on his Delta Dental insurance. Fiscal Officer Baughman indicated that she was added and should be active going forward.
Fiscal Officer Baughman indicated to Fell he sent him the requested OTARMA insurance information for quoting.
RAILROAD CROSSING SIGN:
Maniaci indicated that the railroad will be replacing the Rock Cut sign and not the Townships responsibility.
Maniaci presented an example of a road use permit agreement used by his company as an example to use for our township if desired.
JUNE MEETING CHANGE:
Trustees agreed to change June's meeting from Thursday June 2nd to Thursday June 9th.
Fell moved to adjourn. Seconded by Maniaci. All ayed.
