PURPOSE OF MEETING: Special Meeting. Bidding of asphalt road located at Northcrest Drive, trading in used dump truck bed on sterling truck and nuisance law on Babbs Road and Virginia Road.


OPENING: The Muskingum Township Trustees met in special session on July 10, 2012 at 7:00 p.m. in the Fire Building.  Trustees Mike Maniaci, Steve Fusner, Matt Hittle and fiscal officer were present.  There were 4 residents present.


Maniaci opened discussion in regards to the nuisance on Babbs Road and Virginia Road. Maniaci read resolution: property known as 44-34-04-34-0000, GVH Corporation, and 44-34-04-35-000, Jack Newcome and Virginia Helbling, constitutes a nuisance and are hereby ordered to abate such nuisance by removal of such vegetation, refuse and debris on the property and if no compliance within 7 days of notice the board will provide for the abatement of the nuisance by removal of such vegetation, refuse and debris with the expense certified to the county auditor to be entered upon the tax duplicate and lien on such property under ORC 505.87 and 505.871. Notice to be sent by certified mail to Jack Newcome, 2000 Andrew Court, Dresden, Ohio 43821 and Virginia Helbling, 21 West 4th Street, Dresden, Ohio 43821.


Mr. Helbling presented a letter sent to the county discussing the Crestmont Estates. Maniaci read the letter. The letter was addressed to Commissioner Brian Hill discussing information associated with the two wastewater treatment plants that served the Crestomont Estates residents operated and maintained by sanitary engineers office until 1997. The letter also addressed Ohio EPA rules and regulation regarding the construction and demolition debris under Ohio Administrative Code 374-400-01F. Mr. Helbling presented a map of the property and indicated that there was no access to the property. Mr. Helbling stated that there are documents at the courthouse stating the county was to take care of the property. Mr. Helbling also presented an interview summary, read by Maniaci, of Keith W. West dated 1/9/07 discussing the Crestmont Estates and the removal of the sanitation package plant parts and presented pictures of the property.


Maniaci stated to Mr. Helbling that all we want is the property grass mowed. Maniaci stated that he will get Mr. Helbling written permission from the apartment owners near the property so there is access to the property so it can be mowed.


Helbling indicated that he would like to wait until after his meeting scheduled with the EPA next week to see what they are going to do about the property. Maniaci stated that we will table this issue until we here the results of Mr. Helbling meeting with EPA.


Maniaci presented an opportunity to trade in our old truck bed on our sterling truck for $2,500 to Kinstle Sterling/Western Star. Maniaci made motion to accept Kinstle Sterling/Western Star’s bid to trade in our old truck bed for $2,500 to go against the cost of our new truck that was approved at our July 5, 2012 regular meeting. Hittle seconded. Roll Call: Maniaci ayed, Fusner ayed, Hittle ayed.


Maniaci presented two bid proposal options for asphalt paving of Northcrest Road.


Proposal A: Northcrest Rd., From Richvale Rd., .5 miles (.050 miles x 20ft x1.5 inch) 448T1 Asphalt.


Proposal B: Northcrest Rd., From Richvale Rd., .5 miles (.50 miles x 20ft x 1.5 inch) 448T1 Asphalt, to and including Kingswood Circle, Winfield Circle, and Coachlite Circle.


The bid proposals will be due and opened at the next special meeting scheduled for July 26, 2012 at 7pm.


Fusner made a motion to accept both bid proposals for advertisement with refusal to accept or reject any and all bids. Maniaci seconded. Roll Call: Maniaci ayed, Fusner ayed, Hittle ayed.



Maniaci moved to adjourn.  Seconded by Fusner.  All ayed.
