BOARD OF MUSKINGUM TOWNSHIP TRUSTEES
February 6, 2014
PURPOSE OF MEETING: Regular Meeting.
OPENING: The Muskingum Township Trustees met in regular session on February 6, 2014 at 7:00 p.m. in the Fire Building. All trustees and fiscal officer were present. There were 2 residents present.
The December 30th, 2013 Regular Annual Year-End Meeting minutes were read approved.
The January 2nd, 2014 Re-Organizational Meeting minutes were read and approved.
The January 2nd, 2014 Records Commission Meeting minutes were read and approved.
The January 28th, 2014 Special Meeting Minutes were read and approved.
Checks were approved and signed for payment.
Fiscal Officer stated that he received a call from Jeff Hardwick of Bryan & Snider Funeral Home and presented trustees with the follow-up letter, township duties with regards to indigent residents per O.R.C 5101.52, and an invoice from Mr. Hardwick for services rendered for a Mr. James H. Bayes, Jr., an indigent resident in our township, of 3175 Jacks Fairway Vista View, Zanesville, Ohio. Maniaci motioned to pay the $478 invoice for services rendered by Mr. Hardwick, upon verification of residency for the indigent resident Mr. Bayes, Jr. Hittle seconded, Fell ayed.
Maniaci opened for old business.
Fiscal Officer stated that the 2.5 mil Fire Levy was timely filed with the board of elections.
Maniaci opened for new business.
Maniaci provided Fire and EMS run reports for January.

Maniaci provided an update on the salt supply. Charlie stated we have about 2-3 snows worth of salt after mixing. Maniaci stated he called around in Ohio and Indiana and there is just no salt supply available unless we want to spend $250 per ton to bring up from North Carolina. The county engineer indicated in our conference call last week that we are looking at 2-3 weeks before salt is available. The ODOT indicated that when salt becomes available, they would provide around 150,000 tons among various locations for distribution.
Maniaci stated that there has been some complaints regarding damage to our roads with all the snow and plowing.
Maniaci stated more snow equals more complaints and damage.
Maniaci indicated that we have a lot of mailboxes needing replacement due to all the snow and plowing of snow that clipped the mailboxes. There were also issues with snow blocking driveways. Unfortunately we do our best to clear the roads of snow somewhere and apologize for the inconvenience. Hittle stated you also have to consider the amount of snow we have got this year and we have to plow it somewhere clear of the roadways.
Hittle stated he has a list from the messages of mailboxes that need replaced. Maniaci stated we will fix or replace the mailboxes as soon as the weather breaks.
Maniaci wanted to address bidding of mowing township and cemeteries for this year. Last year we used Jerry Miller, Twin Hills Landscaping, and Jerry has indicated that he would hold the prices the same as last year if we wish to use him again. Maniaci stated that we are not required to bid this out if we don't want to and we would discuss more at our next meeting.
Maniaci indicated he would be attending the Ohio Township convention in Columbus on February 12th, 13th, 14th.
Maniaci stated we received a letter in mail from Frost Tree Service but trustees agreed that we would use someone locally if we need any tree services.
Maniaci stated he spoke with Ann Gildow regarding our new credit cards but she still hasn't responded. Maniaci is going to give her one more chance before we proceed elsewhere.
Maniaci presented and read 2013 Township Highway System Mileage Certification for Muskingum Township received from Ohio Department of Transportation. Total mileage for 2013 is 47.362 miles.
Maniaci stated that the annual back-flow test required by the health department has been completed.
