DATE: February 2, 2012


PURPOSE OF MEETING: Regular Meeting.


OPENING: The Muskingum Township Trustees met in regular session on February 2, 2012 at 7:00 p.m. in the Fire Building.  All trustees and fiscal officer were present.  There were 18 residents present.


The minutes of the December 27, 2011 meeting, Re-Organizational Meeting Minutes of January 1, 2012 and the Records Commission meeting minutes were read and approved. 


Checks approved and signed for payment.


Todd Sands who is a candidate for County Commissioner and Carol Friel candidate for County Treasurer were present at the meeting and also spoke briefly.


Maniaci made the motion to go into executive session for item #4 which reads: Reason for executive session preparing for conducting or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment.  He also wanted to invite the two township workers, Curtis Salmons and Charles Mattingly to go into executive session with the trustees.  Steve Fusner seconded.  All ayed.  Roll Call:  Maniaci ayed.  Hittle ayed.  Fusner ayed. 


Maniaci made the motion to come back from executive session into the regular meeting.  Fusner seconded.  Roll Call: Maniaci ayed.  Fusner ayed.  Hittle ayed.


Maniaci motioned to put into place the Annual Appropriation Resolution by reading the resolution.

          Taxes                      $397,820.66

          Other Sources                $219,599.39

          Estimated Budget             $617,420.05

          2011 Carry Over              $105,024.87

          Total 2012 Estimated Budget  $722,444.92

Steve Fusner seconded. All ayed.  Roll Call: Fusner ayed, Maniaci ayed, Hittle ayed.


Lynn Sellars asked about the closing of the Muskingum Township Fire Department mentioned in previous minutes.  Maniaci stated he thought it was mentioned in previous minutes and he was wrong.


Thelma Cohagen asked about filing charges of the fire department missing equipment.  Maniaci advised we are waiting for Falls Twp Fire Chief to provide him an accurate list.


Thelma Cohagen also inquired about the letters to homeowners when debris needs to be cleaned up around their residence.  A certified letter was sent out to the resident on Creamery Road and it was received on February 1st. He has 7 days to comply before we can clean it up and assess his taxes. 


Cohagen asked about the status of Northern Place.  Maniaci advised that Mr. Tanner will be taking care of it himself.


Lynn Sellars had questions about the 2008 fire truck.  Also about minutes being recorded correctly when they have been said in the meeting. Maniaci informed her that he spoke to the prosecutor’s office in regards to everything being put into the minutes and Maniaci was informed that basically what the township trustees say needs to be recorded accurately and put into the minutes and what the people in the audience say can be summed up and does not need to be printed word for word.  In the future if we do not believe it needs to be done word for word we are just going to make mention of it that it was brought up in a meeting and not print things word for word. 


Tom Huey wanted to say Thank you for putting the meeting dates and times in the paper.  Maniaci advised he would come to Mr. Huey’s house and discuss the old fire department.


A female resident thought it should be put on the ballot where we want our tax dollars to go in regards to the fire department.


Maniaci asked for a vote of who were for and against the fire department:

              4 want the fire department back

              9 do not want the fire department back


Maniaci had a print of the truck signs which will be in the shape of our township and 10 x 20.  Maniaci made the motion to purchase six signs at $24.00 each.  Hittle seconded. All ayed.


Maniaci did accept for Zemba Brothers to work on the slippage on Dresden Road.  Work is done and looks good. 


The telephone line on Chug Run Road has been taken care of.  The phone line pole has been fixed.


Fusner asked if Maniaci had talked to the resident on Gorsuch Road about his culvert that is up out of the ground.  Maniaci advised he had not done that yet.


Maniaci asked about anything from the R&L Trucking.  Fusner advised he has not heard anything back from them yet.


Thelma Cohagen asked why the minutes were removed from the website.  Maniaci stated they are still available like always, and a lot of people were taking information off of them for the wrong reasons to use against the trustees so it was decided to remove them. 


Cohagen asked about a newsletter to the residents.  Trustees stated yes they are, but will review the O.R.C. before doing so.


Maniaci read the run sheet for the month of January from Falls Township Fire Department.

Thelma Cohagen inquired about the pavement on Jones Road breaking up. 


Maniaci stated there is culvert that is sinking on Welsh Road.  Encased in concrete on both ends of it.  It is heavier than our backhoe can handle by itself.  Maniaci did have Zemba’s give an estimate to remove it.  No reply back from Kendrick’s Excavating.  Zemba’s bid was almost $4,500.  Trustees did have a meeting with the County Engineer and they talked to him about having them work something out with their workers to take it out and our guys can replace it.  Or if they could bust the headwalls off of it, our guys could take care of it.  It should be able to be taken care of without outside help.


Maniaci advised that the salt bin roof is leaking on the back side.  He spoke with Chris Mitchell, contractor and he asked if we had contacted our insurance company because it is due to wind damage.  He stated for a very low price he would go up on the roof and repair it so it will quit dripping until we decide if we want to replace the roof.  Matt Hittle advised he will look at it and take care of fixing it.  Curtis Salmons said the whole roof does not need replaced, just the few shingles replaced.  Hittle said he can do it.


Fusner motioned to adjourn.  Seconded by Hittle.  All ayed.


Maniaci motioned to come back into regular session to sign the blanket certificates.
