2012 YEAR END MEETING MINUTES

 

BOARD OF MUSKINGUM TOWNSHIP TRUSTEES

 

 

December 27, 2012

 

PURPOSE OF MEETING: Regular Meeting.

 

OPENING: The Muskingum Township Trustees met in regular session on December 27, 2012 at 7:00 p.m. in the Fire Building.  All trustees and fiscal officer were present.  There were 2 residents present.

 

The minutes were read and approved.

 

Checks were approved and signed for payment.

 

Fiscal Officer presented trustees with resolution to amend two appropriations necessary to realign funds from one account to another for the December insurance premiums. Appropriations were realigned from other expenses to health and medical expenses within the General Fund and the Road and Bridge Fund. Fiscal Officer certified funds availability and Maniaci made motion to accept appropriation #53-2012 and #54-2012 and to realign appropriations within the said mentioned General Fund and Road and Bridge Fund from one account to another per O.R.C. 5705.14 and 5705.16. Fusner seconded. Roll Call: Maniaci ayed, Fusner ayed, Hittle ayed.

 

Fiscal Officer Baughman stated we received a check in the amount of $6,115 from Mar-Zane for reimbursement of duplicated payments on invoices dated July 31, 2009 and August 31, 2009. The payments were duplicated due to payments made off of a monthly statement rather than a matching invoice. Baughman indicated he did go back and review 2009-2012 and did not identify any other similar duplicated payments.

 

Maniaci opened for old business.

 

Maniaci stated that he spoke with Curtis about the diesel fuel provided by Co-Alliance. The vendor has a monitoring device on his truck that tracks the amount of diesel fuel put in our tank and billed on our monthly invoice.

 

Maniaci stated that after the last meeting he went down and met with Todd Johnson at Rankin regarding insurance premiums and learned about the HSA and HRA options. Todd Johnson stated that in another 6 months we will find out more about the new healthcare law and how this will impact everyone and would hold off any changes until we know more about the coming law and new requirements. Fusner stated he did however receive paper work and discussed with Todd potential savings due to changes to his policy.

 

Maniaci asked about Zoning. Fusner stated he has been in contact with OSU extension office for information. Fusner stated he had talked with another trustee from another township and the trustee mentioned if he had to do over again he would have had the residents get a petition for zoning first before spending all the time and township money on it first.

 

Maniaci stated Matt Hittle completed the 2 hour safety training as required by Frank Gates Company for our workers compensation premiums and rates.

 

Maniaci stated the new truck is finally here.

 

Maniaci opened for new business.

 

Maniaci stated that with the first snowfall we are out on the roads and trying to stay ahead of the weather.

 

Maniaci stated that we need to schedule our annual back-flow testing required by the health department for 2013. Hittle stated he will speak with Professional Plumbing, Dean Burkhart about getting the inspection taken care of.

 

Maniaci stated the annual inventory is being worked on and will be submitted to county engineer by 2nd week of January as required.

 

Hittle moved to adjourn.  Seconded by Fusner.  All ayed.
